Secretary of Defense William S. Cohen will deliver a major address at the Reserve Officers Training Corps commissioning ceremony at Norfolk State University, Norfolk, Va., on Saturday, May 16 at 10 a.m. (EDT).
The address will commemorate the 50th anniversary of Executive Order 9981 desegregating the military and will highlight the contributions of African-American men and women in uniform.
Some 800 people are expected to attend the event, including members of Congress, Norfolk graduates, family members of graduates, students, community leaders, military personnel from nearby bases, and a number of African-American men and women from all Services who distinguished themselves in combat from World War II to the Gulf War.

Limited space for media is available on the military aircraft transporting the Secretary of Defense and some of the honored attendees to and from the ceremony.
Those honored attendees will be available for interviews during the 45-minute flight.
