Assistant Secretary of Defense for Economic Security Joshua Gotbaum will hold a
media availability at the Long Beach Hilton, 2 World Trade Center, Long Beach,
Calif. at approximately 9:15 a.m. (PST) on Wednesday, November 2, 1994. The
media availability will follow Gotbaum's remarks (8:30 a.m. PST) to base
closure community leaders attending the Department of Defense Base Closure
Community Conference. Gotbaum is the DoD official responsible for base closure
and base reuse activities.
Gotbaum will discuss two new changes in the closure and reuse process that
benefit local closure communities. The changes are intended to speed up the
process and shift responsibility for redevelopment activities to local
communities.
Specifically, the first change was passage of the Base Closure Community
Redevelopment and Homeless Assistance Act of 1994, which addresses homeless
interests at the local level rather than on a national level. The second
change is a new amendment to a DoD rule that allows the transfer of real estate
from the closing base to the local community for economic development and job
creation purposes. The transfer of property can now be made at or below the
fair market value of the property with or without payment, or with only partial
payment at the time of transfer.
