DEFENSE LOGISTICS AGENCY

K & D Clothing Mfg., Co.*, Philadelphia, Pa., is being awarded a $5,232,592 firm-fixed-price indefinite-quantity contract for melton blue (peacoat) overcoats. Three proposals were solicited and one was received. Work is expected to be completed by June 1999. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SPO100-98-D-0322).

ARMY

Goodman Ball Inc., Menlo Park, Calif., is being awarded a firm-fixed-price with economic price adjustments, indefinite quantity/indefinite delivery contract (appropriation number and dollar value will be issued with each delivery order), with an estimated, not-to-exceed total of $49,000,000. The project is for an eight year period of performance for 5 kilowatt 28 volt, direct current, auxiliary power units (diesel engine), mounted on M577 armored command post vehicle variants, with supply repair/maintenance spare parts, on-site repair and maintenance supporting software (technical manuals, logistic management information reports, provisioning parts list, etc.). Work will be performed in Menlo Park, Calif., and is expected to be completed by Dec. 31, 2006. There were three bids solicited on May 13, 1998, and one bid was received. The contracting activity is the U.S. Army Communications & Electronics Command, Ft. Monmouth, N.J. (DAAB07-98-D-B314).

TLT Construction Corp., Wakefield, Mass., is being awarded a $6,927,000 firm-fixed-price contract for construction of Medical Training Barracks, Phase II. The project includes construction of an approximately 40,000 sq. feet, 3-story barracks structure to provide housing for Joint Security Operations Command Medical Training Center students. This facility completes a complex of three barracks buildings, two of which were constructed under a previous contract. Work will be performed at Ft. Bragg, N.C., and is expected to be completed by Dec. 7, 1999. Contract funds will not expire at the end of the current fiscal year. There were 112 bids solicited on March 25, 1998, and seven bids were received. The contracting activity is the U.S. Army Corps of Engineers, Savannah, Ga. (DACA21-98-C-0046).

AIR FORCE

CH2M Hill, Inc., Salt Lake City, Utah, is being awarded a $6,000,000 indefinite delivery-indefinite-quantity-contract to provide for environmental services in support of environmental remediation activities at Hill Air Force Base, the Utah Test and Training Range, the Little Mountain Test Annex, and other Air Force facilities, all in Utah. This effort includes remedial investigations, treatability studies, filed investigations, preliminary assessments, and design, support and oversight of remediation construction projects. There were 41 firms solicited and 6 proposals received. Basic contract period is from date of award through 31 march 1999, with four one year option periods. Solicitation issue date was December 23, 1997. Negotiation completion date was June 10, 1998. Ogden Air Logistics Center, Hill AFB, Utah, is the contracting activity (F42650-98-D-0067).

Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $12,309,305 face value increase to a cost-plus-fixed-fee-contract to provide for development of an upgraded Communication Navigation/Integrated Electronic warfare System for the HH-60G helicopter. There was one firm solicited and one proposal received. Expected contract completion date is December 31, 1999. Negotiation completion date was May 15, 1998. Warner Robins Air Logistics Center, Robins AFB, Ga., is the contracting activity (F09603-96-C-0580-P00008).

Allied Signal, Inc., Tempe, Ariz., is being awarded a $15,474,803 firm-fixed-price-contract to provide for repair/overhaul of 426 (best estimated quantity) Mounted Accessory Drives applicable to the F-15 aircraft. There was one firm solicited and one proposal received. Expected contract completion date is August 31, 1999. Solicitation issue date was December 16, 1997. Negotiation completion date was May 27, 1998. San Antonio Air Logistics Center, Kelly AFB, Texas, is the contracting activity (F41608-98-D-0250).

NAVY

EDO Corp., Marine and Aircraft Systems, North Amityville, N.Y., is being awarded a $9,162,848 firm-fixed-price contract for two MK 105 MOD 4 minesweeping gear kits. Work will be performed in North Amityville, N.Y., and is expected to be completed by August 2000. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-98-C-6302).

Fletcher Pacific Construction, Ltd, Honolulu, Hawaii, is being awarded a $7,503,000 firm-fixed-price contract for renovation and all incidental related work to the Defense Finance and Accounting Services Regional Finance Center at Ford Island, Naval Station, Pearl Harbor. Hawaii. Work will be performed in Oahu, Hawaii, and is expected to be completed by January 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 75 proposals solicited and six offers received. The Regional Officer in Charge of Contracts, Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-96-C-1328).

Engineering Computer Optecnomics, Inc.,* Annapolis, Md., is being awarded a $5,809,395 indefinite-delivery/ indefinite-quantity, time and materials contract for Navy scientific engineering and technical services for survivability damage control and fire protection programs. This contract includes options which, if exercised, would bring the cumulative value of this contract to $9,636,913. Work will be performed in Annapolis, Md., and is expected to be completed by June 2001. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured as a small business set-aside; best value and four offers were received. The Naval Surface Warfare Center, Carderock Division, Bethesda, Md., is the contracting activity (N00167-98-D-0018).

General Electric Aircraft Engines, Cincinnati, Ohio, is being awarded a $5,755,000 modification to previously awarded contract N00019-96-C-0176 to provide for firm requirements for the joint strike fighter alternative engine program, including core spares; high pressure turbine blade development; high pressure turbine nozzle design and fabrication; core reliability, maintainability, and safety analyses; weapon system contractor integration; and engine low pressure spool design assessment/trades/system integration efforts. Work will be performed in Cincinnati, Ohio, and is expected to be completed in July 1999. Contract funds will not expire at the end of the fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
