AIR FORCE

United Technologies Corp., West Palm Beach, Fla., is being awarded a $7,143,741 cost-plus-fixed-fee contract to provide for demonstration of advanced turbine engine technology and design and modeling validation in support of the Integrated High Performance Turbine Engine Technology (IHPTET) program. This was a Program Research and Development Announcement, two proposals were received. Expected contract completion date is Oct. 4, 2001. Solicitation issue date was Jan. 24, 1997. Sytronics, Inc., Dayton, Ohio, is being awarded a $49,000,000 cost-plus-fixed-fee contract to provide for human factors research support through Sept. 25, 2003 for the Crew System Interface Laboratories, Air Force Research Laboratory, Wright-Patterson AFB, Ohio. There were 15 firms solicited and two proposals received. Expected contract completion date is Sept. 25, 2003. Solicitation issue date was June 17, 1998. Negotiation completion date was Sept. 15, 1998. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (F33615-98-D-6000).

Lockheed Martin Corp., Marietta, Ga., is being awarded a $5,415,000 time-and-materials-engineering-services contract to provide for engineering services required to update technical data manuals for the C-130 aircraft. Solicitation issue date was Feb. 1, 1998. Negotiation completion date was Sept. 17, 1998. Warner Robins Air Logistics Center, Robins AFB, Ga., is the contracting activity (F09603-97-G-0011-0006).

Raytheon Systems Company, Fullerton, Calif., is being awarded a $5,915,082 firm-fixed-price contract to provide for follow-on software and hardware sustainment through December 1998 in support of the Peace Shield command and control system. This effort supports foreign military sales to Saudi Arabia. Expected contract completion date is Dec. 31, 1998. Electronic Systems Center, Hanscom AFB, Mass., is the contracting activity (F19628-98-C-0075).

Research and Development Laboratories, Culver City, Calif., is being awarded a $5,413,754 cost-plus-fixed-fee contract to provide for development, demonstration, analysis and comparison of advanced optical Code Division Multiple Access and wideband wireless 28 gigaherts technology for use in data transmission. Expected contract completion date is March, 2000. Negotiation completion date was Sept. 18, 1998. Air Force Research Laboratory, Rome, NY, is the contracting activity (F30602-98-C-0183).

The Fast Read-out Optical Storage Technology (FROST) Consortium, Inc., San Diego, Calif., is being awarded a $6,874,359 technology-investment-agreement/other-transaction contract ($5,534,562, Government Portion; $1,339,797, Contractor Portion) to provide for development and demonstration of a high speed optical disk record and read-out head for use in next-generation memory systems. An Other Transaction is a special acquisition method to develop prototype projects for which most procurement laws and the Federal Acquisition Regulation do not apply, thus allowing greater flexibility in meeting government requirements. Expected contract completion date is Sept. 15, 2002. Solicitation issue date was Aug. 22, 1997. Negotiation completion date was Sept. 10, 1997. Air Force Research Laboratory, Rome, NY, is the contracting activity (F30602-98-3-0226).

NAVY

R. A. Burch Construction Co.,* Ramona, Calif., is being awarded a $5,493,900 task order under a multiple awardee regional solution order concept contract for building renovation, tenant improvements, and all incidental related work to Building 239 at Travis Air Force Base, Fairfield, Calif. The total basic contract amount is not to exceed $120,000,000. Work will be performed in Fairfield, Calif., and is expected to be completed by June 1999. Contract funds will not expire by the end of the current fiscal year. The basic contract was competitively procured with 78 proposals solicited and 15 offers received and award made to multiple contractors, with these contractors completing for each task order under the terms and conditions of the existing multiple awardee contract. The Engineering Field Activity West, Naval Facilities Engineering Command, San Bruno, Calif., is the contracting activity (N62474-98-D-2092).

ARMY

McCarty Corp.*, Austin, Texas, is being awarded a $9,267,000 firm-fixed-price contract for an upgrade of D-Area Barracks. The project consists of renovation of two existing barracks buildings, and construction of a new 200-Soldier Community Building, including supporting facilities and utilities. Work will be performed at Fort Bragg, N.C., and is expected to be completed by July 30, 2000. Contract funds will not expire at the end of the current fiscal year. There were 95 bids solicited on July 30, 1998, and four bids were received. The contracting activity is the U.S. Army Corps of Engineers, Savannah, Ga. (DACA21-98-C-0075).

Hercules Aerospace Co., Radford, Va., is being awarded a delivery order amount of $8,207,069, as part of a $50,106,422 firm-fixed-price contract for the manufacture of 42,924 MK 90 propellant grains for the HYDRA Rocket System. Work will be performed at the Radford

Army Ammunition Plant, Va., and is expected to be completed by April 30, 1999. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Aug. 20, 1998. The contracting activity is the U.S. Army Armament, Munitions, and Chemical Command, Rock Island, Ill. (DAAA09-94-G-0012).

Resource Consultants Inc., Vienna, Va., and PRC Inc., McLean, Va., are each being awarded an indefinite delivery/indefinite quantity contract, DASW01-98-D-0070 and DASW01-98-D-0071 respectively, together valued at $1,500,000,000, for an initiative to help meet future needs of the Army by supporting over 15 personnel programs, including the Army's In-Service Recruiting, overseas transition processing and the Army Career and Alumni Program. Each contractor is guaranteed a first year minimum of $450,000; appropriation number and dollar value will be issued with each delivery order. Work will be performed at various locations both inside and outside of the continental United States, and is expected to be completed by Sept. 22, 2003 (with four option years exercised). There were 270 bids solicited on Jan. 31, 1997, and five bids were received. The contracting activity is the Defense Supply Service-Washington, Washington, D.C.

DynCorp, Aerospace Technology, Fort Worth, Texas, is being awarded a cost-plus-award-fee and cost-plus-incentive-fee contract, with a base year total of $87,847,529, and a cumulative total of $456,824,371 (if all options are exercised), for aircraft maintenance and related services for the U.S. Army Aviation Center. The contractor will perform aviation unit (AVUM), aviation intermediate (AVIM, and limited depot maintenance on approximately 500 rotary wing aircraft and other aviation associated equipment for the U.S. Army Aviation Center (USAAVNC), Fort Rucker, Ala., including the U.S. Army Aviation Technical Test Center and other USAAVNC satellite activities. Work will be performed at Fort Rucker, Ala., and is expected to be completed by Sept. 30, 2003 (with four options exercised). Funding is subject to availability of funds for FY99. There were 69 bids solicited on May 22, 1998, and two bids were received. The contracting activity is the U.S. Army Training & Doctrine Command, Fort Rucker, Ala. (DABT01-98-C-0014).

CIVIL WORKS - NON MILITARY

Sevenson Environmental Service*, Niagara Falls, N.Y., is being awarded a $6,871,857 firm-fixed-price contract for site preparation, excavation and transportation of contaminated material, and restoration of disturbed properties and street in the Glen Ridge Superfund Site, Montclair, N.J. Work will be performed in Montclair, N.J., and is expected to be completed by March 31, 2000. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on June 15, 1998. The contracting activity is the U.S. Army Corps of Engineers, Kansas City, Mo. (DACW41-98-D-9016).
