DEFENSE LOGISTICS AGENCY

American Apparel, Inc., Selma, Ala., is being awarded a $7,050,694 indefinite-quantity contract for all weather coats. Forty proposals were solicited and three were received. Work will be performed in Centre, Ala., and is expected to be completed by Feb. 6, 2000. Funds will not expire at the end of the fiscal year. The Defense Supply Center, Philadelphia, Pa., is the contracting activity (SPO100-99-D-0301).

Multi-Unit Chain Distribution Svcs., Inc.*, Duluth, Ga., is being awarded a $16,500,000 firm-fixed-price indefinite-quantity contract for full line food distribution under the Prime Vendor program. Work will be performed in Mt. Vernon, Wash., and is expected to be completed by Jan. 31, 2000. Funds will not expire at the end of the fiscal year. The Defense Supply Center, Philadelphia, Pa., is the contracting activity (SPO300-99-D-2963).

ARMY

General Dynamics Land Systems/Product Support and Services Co., Sterling Heights, Mich., is being awarded a $6,977,564 modification to a firm-fixed-price contract for maintenance and supply support activities in Kuwait for the Kuwait Land Forces fleet of M1A2 Abrams Tanks, M113A3 Armored Personnel Carrier-Ambulances, M577A3 Command Post Vehicles and M88A2 Recovery Vehicles. Work will be performed in Kuwait (90%), and Sterling Heights, Mich. (10%), and is expected to be completed by March 31, 2001. Contract funds will not expire at the end of the current fiscal year. There were 35 bids solicited on April 28, 1995, and four bids were received. The contracting activity is the U.S. Army Tank-Automotive & Armaments Command, Warren, Mich. (DAAE07-95-C-X070).

CIVIL WORKS - NON MILITARY

Florida Rock & Sand Co. Inc., Florida City, Fla., is being awarded a $1,000 increment as part of a $5,731,680 firm-fixed-price contract for flood control and other purposes, mobilization/demobilization/bridge and construction/timber mats. Work will be performed at the Taylor Slough Bridges, Central and Southern Florida, and is expected to be completed by April 30, 2000. Contract funds will not expire at the end of the current fiscal year. There were 250

bids solicited on July 27, 1998, and five bids were received. The contracting activity is the U.S. Army Corps of Engineers, Jacksonville, Fla. (DACW17-99-C-0028).

NAVY

Newport News Shipbuilding, Newport News, Va., is being awarded a $27,483,779 modification to previously awarded contract N00024-97-C-2103 to exercise options for planning yard and design support, engineering and technical services for SSN 688 and SSBN class submarines. Work will be performed in Newport News, Va., and is expected to be completed in September 1999. Contract funds in the amount of $24,735,401 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Arlington, Va., is the contracting activity.

Raytheon Systems Company, Richardson, Texas, is being awarded a $6,039,692 firm-fixed-price contract to provide 18 AN/USC-54(V) VME integrated communication systems and spare parts. The systems include external KGV (kryptographic variable) panels, single board modems, single board processor multiplexer boards, single board receiver/exciter boards, high power amplifier controller, VICS power supply and generic front-end communication's processor card sets for Space and Naval Warfare Systems Center Charleston, UHF Satellite Communications Branch. Work will be performed in Richardson, Texas, and is expected to be completed in January 2000. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity (N65236-99-C-5038).

T. Iida Contracting, Limited,* Kaneohe, Hawaii, is being awarded a $5,686,800 firm-fixed-price contract for modernization and all incidental related work of a bachelor enlisted quarters at Naval Submarine Base, Pearl Harbor, Hawaii. Work will be performed in Pearl Harbor, Oahu, Hawaii, and is expected to be completed in October 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 72 proposals and 15 offers received. The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-96-C-1358).

AIR FORCE

The Boeing Company, Long Beach, Calif., is being awarded a $248,099,594 face value increase to a cost-plus-award-fee contract to provide for the Flexible Sustainment Program in support of the C-17 aircraft through September 1999. The program places system sustainment responsibility under the C-17 prime contractor during the production phase of the program to achieve improvements in logistics support and mission readiness while reducing operating and support costs. Expected contract completion date is Sept. 30, 1999. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33657-97-C-0008-P00031).

Controls, Los Angeles, Calif.; are being awarded a $451,360,000 indefinite-delivery/indefinite-quantity contract to provide for a maximum of 1,681 Satellite Communication (SATCOM) Units and 3,554 Communication Management Units (CMUs) applicable to various aircraft. Of the maximum value indicated above, up to $283,161,000 will fund the acquisition of SATCOM units and up to $168,199,000 will fund the acquisition of CMUs. SATCOM units will be produced by Rockwell Collins, Honeywell, and LandSea Systems. CMUs will be produced by Rockwell Collins, Honeywell, Allied Signal, and Teledyne. Further funds will be obligated as individual delivery orders are issued. There were five firms solicited and five proposals received. Expected contract completion date is 2007. Solicitation issue date was Aug. 4, 1998. Negotiation completion date was Oct. 23, 1998. Electronic Systems Center, Hanscom AFB, Mass., is the contracting activity (Rockwell Collins, F19628-98-D-0033-0001; Honeywell, F19628-98-D-0034-0001; Allied Signal, F19628-98-D-0035-0001; LandSea Systems, F19628-98-D-0036-0001; Teledyne Controls, F19628-98-D-0037-0001).

Seimens Building Technologies, Inc., Austin, Texas, is being awarded a $200,000,000 firm-fixed-price contract to provide for energy conservation audits, energy conservation measures, designs, energy efficient equipment installations, and maintenance services intended to reduce Air Force energy expenditures. There were four firms solicited and four proposals received. Expected contract completion date is 2023. Solicitation issue date was May 15, 1998. Negotiation completion date was Sept. 24, 1998. Air Education and Training Command Contracting Squadron, Randolph AFB, Texas, is the contracting activity (F41689-99-D-0500).
