AIR FORCE

Condor Systems Inc., San Jose, Calif., was awarded on Dec. 11,1998, a $6,849,405 face value increase to a firm-fixed-price contract to provide for 95 panoramic indicator displays applicable to the ALR-20A countermeasures warning system on the B-52 aircraft. There was one firm solicited and one proposal received. Expected contract completion date is May 2001. Solicitation issue date was April 6, 1998. Warner Robins Air Logistics Center, Robins AFB, Ga., is the contracting activity (F09603-98-C-0241-P00002).

Hydrogelogic, Inc., Sacramento, Calif.; and Radian International, Sacramento, Calif., were awarded on Dec. 11, 1998, a $49,000,000 indefinite-delivery/indefinite-quantity contract to provide for architect-engineer environmental services in support of the Installation Restoration program at McClellan AFB, Calif., and other Air Force installations in California, Arizona, and Nevada. Expected contract completion date is Dec. 10, 2005. Solicitation issue date was Sept. 4, 1998. Negotiation completion date was Dec. 4, 1998. Sacramento Air Logistics Center, McClellan AFB, Calif., is the contracting activity (F04699-99-D-0011).

Lockheed Martin Crop., Fort Worth, Texas, is being awarded a $6,611,764 requirements contract to provide for CY 1999-2000 contractor engineering technical services in support of the F-16 aircraft. Funds will be obligated as individual delivery orders are issued. Expected contract completion date is Dec. 31, 2000. Solicitation issue date was March 9, 1998. Negotiation completion date was Oct. 22, 1998. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33600-99-D-0016).

ERI Services, Bridgeport, Conn., is being awarded a $250,000,000 firm-fixed-price contract to provide for energy conservation audits, energy conservation measures, designs, energy efficient equipment installations, and maintenance services intended to reduce Air Force energy expenditures. Further funds will be obligated as individual task orders are issued. There were 17 firms solicited and five proposals received. Expected contract completion date is December, 2023. Solicitation issue date was May 15, 1998. Negotiation completion date was Nov. 25, 1998. Air Combat Command Contracting Squadron, Langley AFB, Va., is the contracting activity (F44650-99-D-0001).

Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $6,519,416 requirements contract to provide for CY 1999-200 contractor engineering technical services in support of the F-16 aircraft. There was one firm solicited and one proposal received. Expected contract completion date is Dec. 31, 2000. Solicitation issue date was March 9, 1998. Negotiation completion date was Oct. 22, 1998. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F336000-99-D-0018).

ARMY

The Institute for Defense Analyses, Alexandria, Va., a not-for-profit organization, is being awarded a $17,555,000 increment as part of a $480,489,598 cost-plus-fixed-fee contract. Task orders will be directed to individual issues to provide studies, analyses, and test and evaluation support to the Office of the Secretary of Defense, the Joint Staff, unified commands, and defense agencies. Projects will address issues of both long term and immediate concern in the following areas: national security issues, particularly those requiring scientific and technical expertise; exploration of issues in defense systems research and development; computer and software engineering; evaluation of military systems proposed or in development, and of military forces using those systems. Tasks will involve the comprehensive evaluation of defense systems and technologies, at all stages of development, deployment, and use. Analysis will require an in-depth understanding of mission requirements, system performance, underlying technologies, capabilities cost determination/estimation of defense programs and the support infrastructure. Work will be performed in Alexandria, Va., and is expected to be completed by Sept. 30, 2003. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Aug. 6, 1998. The contracting activity is the Defense Supply Service-Washington, Washington, D.C. (DASW01-98-C-0067).
