NAVY

Lockheed Martin, Cherry Hill, N.J., is being awarded a $14,478,061 cost-plus-award-fee contract for operation and maintenance of the systems, equipment and facilities at the Tactical Training Ranges in Fallon, Nev., and Yuma, Ariz. The contract includes options which if exercised, will bring the cumulative value of the entire contract to $88,647,865. Work will be performed in Fallon, Nev. (72%); Yuma, Ariz. (22%); El Centro, Calif. (3%); Miramar, Calif. (2%); and Lemoore, Calif. (1%); and is expected to be completed by Sept. 2003. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured with 52 proposals solicited and three offers received. The Fleet and Industrial Supply Center, San Diego, Calif., Detachment Seal Beach, is the contracting activity (N00244-99-C-0008).

Niking Corp., Pearl City, Hawaii, is being awarded a $5,015,848 firm-fixed-price contract for phased wholehouse revitalization of occupied one- and two-story quarters at Naval Computer and Telecommunications Area Master Station, Eastern Pacific, Wahiawa, Oahu, Hawaii. The contract will also provide for removal of hazardous materials. Work will be performed in Wahiawa, Oahu, Hawaii, and is expected to be completed by Nov. 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 45 proposals solicited and nine offers received. The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-96-C-1389).

ARMY

J. C. Chang & Associates*, Torrance, Calif., is being awarded an $8,380,765 firm-fixed-price contract to design/build an addition and make alterations to an existing missile maintenance facility (Building 6601). The facility needs to be upgraded to meet current space conditioning, life safety and hazardous-material abatement requirements. Additional spaces shall include administrative/classrooms, a warehouse, proof load testing and vault storage. Additions shall include new concrete slabs, concrete masonry walls, steel frame upper floors and roof, a new heating ventilating and air conditioning system, fire protection, communications pre-wiring, utilities connections, site work, landscaping and paving. Altered spaces shall be for the missile service shop, the technical training lab/shop, and general building demolition. Alterations shall include weatherproofing, insulation upgrade, fire protection upgrade, surface material remodeling, utility upgrade, Comm/Lan upgrade, seismic standards upgrade, and asbestos abatement. Work will be performed at Vandenberg Air Force Base, Calif., and is expected to be completed by Aug. 31, 2000. Contract funds will not expire at the end of the current fiscal year. There were 60 bids solicited on Oct. 1, 1998, and four bids were received. The contracting activity is the U.S. Army Corps of Engineers, Sacramento, Calif. (DACA05-99-C-0013).

Raytheon Electronic Systems Division, Bedford, Mass., is being awarded a $33,500,000 modification to a firm-fixed-price contract for the PATRIOT Remote Launch Communication Enhancement Upgrade. Work will be performed in Bedford, Mass., and is expected to be completed by June 1, 2001. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Oct. 26, 1998. The contracting activity is the U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala. (DAAH01-98-C-0073).

AIR FORCE

United Technologies Corp., West Palm Beach, Fla., is being awarded a $39,930,505 face value increase to a firm-fixed-price contract which definitizes production of six F119 engines (four install, two spare), and associated data, engineering support, and preliminary field support applicable to the F-22 Production Representative Test Vehicle aircraft. Expected contract completion date is May 24, 2001. Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-98-C-2004-P00002).

Lockheed Martin Corp., Marietta, Ga., is being awarded a $456,575,881 face value increase to a firm-fixed-price contract to provide for two F-22 Production Representative Test Vehicle aircraft and associated equipment. Expected contract completion date is Dec. 31, 2002. Solicitation issue date was Dec. 23, 1997. Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-97-C-0030-P00003).

Lockheed Martin Corp., Marietta, Ga., is being awarded a $46,626,953 face value increase to a firm-fixed-price contract to provide for CY 1999 sustaining labor in support of the F-22 Production Representative Test Vehicle (PRTV) and Production Program. Expected contract completion date is Dec. 31, 1999. Solicitation issue date was Dec. 23, 1997. Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-97-C-0031-P00003).

Northrop Grumman Corp., Pico Rivera, Calif., is being awarded a $44,115,477 face value increase to a firm-fixed-price contract to provide for Phase 4B-1A of the Long Term Software Support program in support of the B-2 aircraft. This effort includes acquisition of long-lead items to upgrade existing systems, replace existing equipment, develop new systems, and rehost software. Expected contract completion date is April 30, 2001. Negotiation completion date was Dec. 18, 1998. Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (F34601-95-C-0694-P00044).

Rockwell International Corp., Cedar Rapids, Iowa, is being awarded a $23,750,000 face value increase to a firm-fixed-price contract to provide for 352 kits to upgrade the interphone system on the C/KC-135 aircraft, and associated warranty, program support, data, and spares. The interphone system allows for communication between crew members and with aircraft being refueled. Expected contract completion date is July 2000. Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (F34601-96-C-0001-P00066).
