NAVY

Team Keyport Services of Poulsbo, Wash., is being awarded a $31,137,582 cost-plus-fixed-fee contract for technical and engineering services in support of Naval Undersea Warfare Center, Keyport, Wash. These services will include technical data collection, reduction and analysis, technical studies and reports, system development and documentation, system operation and maintenance, configuration and management and drafting, emerging technology studies, operational test support, prototype hardware, and material and/or chemical analysis. This contract contains four options, which, if exercised, will bring the total estimated value of the contract to $183,808,518. Work will be performed in Keyport, Wash. (80%); San Diego, Calif. (10%); Oahu, Hawaii (5%); and Kauai, Hawaii (5%), and is expected to be completed by March 2000. Various funding will be used; therefore, some contract funds may expire at the end of the current fiscal year. This contract was competitively procured with 72 firms solicited, and two offers were received. The Fleet and Industrial Supply Center, Puget Sound, Bremerton, Wash., is the contracting activity (N00406-99-D-005D-5130).

Semcor Incorporated, Mount Laurel, N.J., is being awarded a $8,587,868 indefinite delivery/indefinite quantity, time and materials delivery order contract for engineering and technical services in support of the Naval Air Systems Command's aircraft structure analysis effort. Work will be performed in Patuxent River, Md. (90%), and Mount Laurel, N.J. (10%), and is expected to be completed by March 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured by an electronic request for proposals with two proposals received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-99-D-1086).

Lockheed Martin Corporation, Lockheed Martin Electronics and Missiles, Orlando, Fla., is being awarded a $6,175,759 firm-fixed-price contract to provide contractor maintenance support technicians to perform intermediate-level maintenance on low-altitude navigation and targeting infrared systems for night targeting pods (both ashore and afloat) in support of the F-14 precision strike capability. Work will be performed in Orlando, Fla., and is expected to be completed by March 2007. Contract funds will not expire at the end of the current fiscal year.

This contract was competitively procured with nine firms solicited and one offer received. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-99-C-0016).

AIR FORCE

American Renovation and Construction Company, San Diego, Calif., is being awarded a $6,233,629 firm-fixed-price contract to provide for construction of 36 units of military family housing at MacDill AFB, Fla. Expected contract completion date is 365 days from issuance of Notice to Proceed. Solicitation issue date was Jan. 22, 1999. Negotiation completion date was March 16, 1999. The 6th Contracting Squadron, MacDill AFB, Fla., is the contracting activity (F08602-99-CK006).

Northrop Grumman Corp., Melbourne, Fla., is being awarded a $1,200,000,000 indefinite-delivery/indefinite-quantity contract to provide for engineering and manufacturing development of enhancements and upgrades to the Joint Surveillance Target Attack Radar System (JSTARS). Funds will be obligated as individual delivery orders are issued. There was one firm solicited and one proposal received. Expected contract completion date is March 2005. Solicitation issue date was Aug. 14, 1998. Negotiation completion date was March 22, 1999. Electronic Systems Center, Hanscom AFB, Mass., is the contracting activity (F19628-99-D-0001).

Lockheed Martin Integrated Systems, Orlando, Fla., is being awarded a $63,200,000 face value increase to a cost-plus-award-fee contract to provide for a six-month extension of risk reduction activities in support of engineering and manufacturing development for the Joint Air-to-Surface Standoff Missile (JASSM). Expected contract completion date is March 1, 2002. Air Armament Center, Eglin AFB, Fla., is the contracting activity (F08626-96-C-0002-P00046).

ARMY

General Dynamics Land Systems Division, Sterling Heights, Mich., was awarded on March 25, 1999, a $9,359,860 modification to a delivery order for cost-plus-fixed-fee contract DAAE20-97-G-0002. The contractor will provide various system enhancement program spares in support of the Abrams M1A2 tank. Work will be performed in Tallahassee, Fla. (70%); Muskegon, Mich. (15%); Imperial Valley, Calif. (15%), and is expected to be completed by Dec. 31, 2000. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated in April 1998. The U.S. Army Tank-Automotive & Armaments Command, Rock Island, Ill., is the contracting activity.

Advanced Electronics Co., Riyadh, Kingdom of Saudi Arabia, is being awarded $2,727,412 (base year) as part of a $10,703,640 (total with four option-years) firm-fixed-price with cost-plus-fixed-fee and cost-reimbursable contract line-options contract for services for the repair of the Target Acquisition Designation Sight/Pilot Night Vision Sensor (TADS/PNVS by the Special Repair Activity (SRA). Work will be performed in the Kingdom of Saudi Arabia,

and is expected to be completed by March 31, 2004. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Dec. 3, 1998. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-99-C-0084).

Raytheon Systems Co., Los Angeles, Calif., is being awarded a $1,750,000 modification to cost-plus-award-fee contract DAAH01-98-C-0213, for development of an improved transmitter for Sentinel Radar. Work will be performed in Los Angeles, Calif., and is expected to be completed by April 30, 2001. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on April 14, 1998. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity.

Pease Construction, Lakewood, Wash., is being awarded a $6,530,047 firm-fixed-price contract for construction of a Close Combat Tactical Trainer facility. The contractor will construct a 4,440 sq. meter masonry/steel combined-arms tactical close combat training facility to house 39 fixed training modules to be provided by others. The project includes site work and supporting utilities. Work will be performed at Ft. Lewis, Wash., and is expected to be completed by July 10, 2000. Contract funds will not expire at the end of the current fiscal year. There were 191 bids solicited on Feb. 5, 1999, and eight bids were received. The U.S. Army Corps of Engineers, Seattle, Wash., is the contracting activity (DACA67-99-C-0025).
