Northrop Grumman Corp., Bethpage, NY., is being awarded a $5,708,061 ($5,530,957 Government Share; $177,104 Contractor Share) cost-share contract, F33615-99-C-5310, to provide for fabrication and demonstration of a computer driven, reconfigurable tool for use in stretch forming aircraft sheet metal components. Stinar Corp., St. Paul, Minn., is being awarded a $6,763,048 firm-fixed-price contract, F09603-99-C-0317, to provide for one four-wheel and 203 two-wheel Flightline Tow Tractors. The first vehicle will be delivered 210 calendar days after the effective date of the contract, with a ramp up to 20 vehicles per month beginning 330 calendar days. Completion of delivery of all vehicles will be within 570 calendar days from the effective date of the contract. Solicitation issue date was March 10, 1999. The Boeing Company, Fairfax, Va., was awarded on Sept. 28, a $6,000,000 indefinite-delivery/indefinite-quantity contract, F19628-99-D-0023, to provide for 16 (best estimated quantity) Airborne Broadcast Intelligence Hardware Systems applicable to the C-5, C-17, C-130, C-141, KC-10, and KC-135 aircraft. This system is a hazard avoidance device that is capable of being loaded on and off aircraft as mission requirements dictate. Expected contract completion date is September 2000. United Technologies Corp., San Antonio, Texas, was awarded on Sept. 28, a $7,353,091 firm-fixed-price contract, F41608-99-D-0556, to provide for 5,760 airseals and turbine blades retaining plates applicable to the F100PW220 engine on the F-15 and F-16 aircraft. Expected contract completion date is September 2000. Solicitation issue date was July 29, 1998. Negotiation completion date was Sept. 17, 1999. Rockwell Collins Inc., Cedar Rapids, Iowa, was awarded on Sept. 28, a $9,700,000 indefinite-delivery/indefinite-quantity contract, F19628-99-D-0017-D.O. 0001, to provide for engineering services to assist in the installation of Traffic Collision and Avoidance System and Terrain Awareness and warning equipment on various aircraft. ARMY

Rockwell Collins, Cedar Rapids, Iowa, is being awarded a firm-fixed-price contract (appropriation number and dollar value will be issued with each delivery order) in the amount of $17,474,200 for commercial items for electronic components of the AN/ARN-149, to include R-2382 receivers, C-12192 controls, C12491 controls and AS-4480 antennas. Work will be performed in Cedar Rapids, Iowa, and is expected to be completed by Sept. 27, 2004. This is a sole source contract initiated on July 14, 1999. The U.S. Army Communications & Electronics Command, Ft. Monmouth, N.J., is the contracting activity (DAAB07-99-D-B611).

GTE Government Systems Corp., Communications Systems Division, Taunton, Mass., is being awarded a $14,462,169 modification to firm-fixed-price contract DAAB07-94-C-N853, to exercise options for common hardware/software items for Project Manager Army Tactical Command and Control Systems (PM ATCCS), computers and associated peripherals for battlefield commanders. Work will be performed in Taunton, Mass., and is expected to be completed by April 10, 2005. Of the total contract funds, $2,000,971 will expire at the end of the current fiscal year. There were 50 bids solicited on April 21, 1994, and three bids were received. The U.S. Army Communications & Electronics Command, Ft. Monmouth, N.J., is the contracting activity.

(75%), and Downey, Calif. (25%), and is expected to be completed by Aug. 31, 2000. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on July 29, 1999. The U.S. Army Tank-Automotive & Armaments Command, Picatinny Arsenal, N.J., is the contracting activity (DAAE30-99-C-1114).

Mitchell Construction Co. Inc., Austin, Texas, is being awarded an $8,217,000 firm-fixed-price contract for construction of whole neighborhood revitalization of 104 single family, duplex housing units in Gardner Hills. The contractor will upgrade housing to current housing standards and improve streetscape and supporting infrastructure. Renovations include new garages, new heating and air conditioning, new wiring and panels, plumbing, new kitchens and bathrooms, windows and roofs. Site work includes replacement of asphalt roads, new driveways, sidewalks, patios, playgrounds, trails, and landscaping; underground electrical distribution, cable and telephone, sewer main and lateral replacement and storm drainage improvements. Demolition involves lead paint and asbestos abatement. The award also includes three additives: four ND-2A units with garages, associated infrastructure and site utilities, two ND-2A and two ND-2AF units with garages, associated infrastructure and site utilities, and four ND-2A units with garages and site utilities. Work will be performed in Hopkinsville, Ky., and is expected to be completed by June 30, 2001. Contract funds will not expire at the end of the current fiscal year. There were 139 bids solicited on Aug. 17, 1999, and seven bids were received. The U.S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (DACA27-99-C-0051).

Strats Corp., Grand Forks, N.D., is being awarded a $9,121,558 firm-fixed-price contract for construction to repair/maintain a runway at Grand Forks Air Force Base, N.D. Work will be performed in Grand Forks, N.D., and is expected to be completed by Sept. 23, 2000. Contract funds will not expire at the end of the current fiscal year. There were 57 bids solicited on Aug. 9, 1999, and three bids were received. The U.S. Army Corps of Engineers, Omaha, Neb., is the contracting activity (DACA45-99-C-0068).

DRS Optronics Inc., Palm Bay, Fla., is being awarded a $9,409,356 firm-fixed-price contract for various spare parts for the improved Bradley Acquisition System. Work will be performed in Palm Bay, Fla., and is expected to be completed by Dec. 30, 2000. Contract funds will not expire at the end of the current fiscal year. Raytheon Co., Bedford, Mass., is being awarded a $7,306,265 modification to firm-fixed-price contract DAAH01-95-C-0446, for 5 PATRIOT L01 Exciter Frequency Converters, part of the PATRIOT Radar System. Work will be performed in Bedford, Mass., and is expected to be completed by April 1, 2000. Contract funds will not expire at the end of the current fiscal year. Triton Marine Construction Corp., Bremerton, Wash., is being awarded a $5,389,450 firm-fixed-price contract for the upgrade/construction of a Central Vehicle Wash Facility. The contractor will construct a tracked vehicle wash facility as an addition to an existing wheeled vehicle wash facility. Construction consists of a vehicle drive-through concrete "birdbath" equipped with high pressure water canons. The project includes rock removal and earthwork, and construction of a sand filter system, sedimentation chamber and drying bed, equalization and water basins, oil water separator, associated pumps, pump house piping, lighting, asphalt paving and curbing, concrete hardstand and concrete joint repair. Work will be performed in Yakima, Wash., and is expected to be completed by March 15, 2001. Contract funds will not expire at the end of the current fiscal year. There were 40 bids solicited on April 6, 1999, and three bids were received. The U.S. Army Corps of Engineers, Seattle, Wash., is the contracting activity (DACA67-99-C-0037).

NAVY

Kalama Services, Orange, Calif., is being awarded a $19,036,211 modification to previously awarded contract N62742-94-D-0519 to provide all labor, supervision, administration, and management necessary to carry on the base operating support services under the cognizance of the Field Command Defense Special Weapons Agency at Johnston Atoll (a national wildlife refuge). Work will be performed in Johnstoll Atoll (Islands), near Hawaii, and is expected to be completed by April 2000. Contract funds will expire at the end of the current fiscal year. With this modification award, the total cumulative value of this contract is $152,184,076. The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity.

United Defense LP, Armament Systems Division, Minneapolis, Minn., is being awarded an $11,512,125 modification to previously awarded contract N00024-99-C-4059 to exercise an option to provide Virginia class submarine fixed propulsor assemblies, and repair/rework of government furnished material for propulsor rotor tailcone assembly. Work will be performed in Minneapolis, Minn., and is expected to be completed by December 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Arlington, Va., is the contracting activity.

Lockheed Martin Fairchild Systems, Syosset, N.Y., is being issued a not-to-exceed $6,527,553 ceiling-priced-order for 12 spare parts for the low rate initial production (LRIP3) effort to support the production of the F/A-18E/F aircraft's advanced tactical air reconnaissance system. Work will be performed in Syosset, N.Y., and is expected to be completed by October 2001. Contract funds will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (N00383-97-G-001D).

James N. Gray Company*, Richmond, Va., is being awarded a $6,432,771 firm-fixed-price contract for design and construction of a one-story administrative/data processing building; a one-story, medium and high bay operational storage facility, service life extension program

warehouse; and a container holding yard at the Fleet and Industrial Supply Center, Cheatham Annex. This contract also includes all architectural, structural, mechanical and electrical work, site work and incidental related work. This contract contains options, which, if exercised, will bring the total cumulative value of this contract to $10,244,259. Work will be performed in Williamsburg, Va., and is expected to be completed by June 2001. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with one 111 proposals solicited and nine offers received. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-98-C-8109).
