DEFENSE LOGISTICS AGENCY

Thermo Pac Inc., Stone Mountain, Ga., is being awarded a $10,352,737 fixed-price-with-economic-price-adjustment indefinite-quantity contract for meals ready to eat spreads to include plain cheddar cheese; jalapeno cheddar cheese; peanut butter; apple jelly; grape jelly; strawberry jam; and blackberry jam. Fifty-five proposals were solicited and two were received. Work is expected to be completed by Dec. 31, 2000. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SPO300-00-D-Z118).

Texaco Caribbean, San Pedro Sula, Honduras, is being awarded a $9,541,265 fixed-price-with-economic-price-adjustment contract for gasoline, Jet A1 fuel, and diesel fuel #2. Thirty-two proposals were solicited and three were received. Work is expected to be completed by Dec. 31, 2001. Funds will not expire at the end of the fiscal year. The Defense Energy Support Center, Fort Belvoir, Va., is the contracting activity (SP0600-00-D-1253).

Exide Corporation, Reading, Pa., is being awarded a $12,013,500 fixed-price-with-economic-price-adjustment contract for charged battery items under the Vehicular Wet Battery program. Twenty-one proposals were solicited and two were received. Work will be performed in Manchester, Iowa, and is expected to be completed by Dec. 20, 2001. The Defense Supply Center Richmond, Richmond, Va., is the contracting activity (SP0430-00-D-0134).

Usibelli Coal Mine, Inc.*, Healy, Alaska, is being awarded an $18,104,000 fixed-price-with-economic-price-adjustment contract for sub-bituminous coal. Work is expected to be completed by May 31, 2002. The Defense Energy Support Center, Fort Belvoir, Va., is the contracting activity (SP0600-97-D-0674).

ARMY

Freightliner Corp., Portland, Ore., is being awarded a $9,895,929 modification to firm-fixed-price contract DAAE07-96-C-X076, for 33 Dump Trucks (M917A1) and 18 material

control systems for use with the dump trucks. Work will be performed in Portland, Ore., and is expected to be completed by Aug. 31, 2000. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on April 12, 1995. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity.

ILC Manufactured Products Division, Frederica, Del., is being awarded a $6,469,243 modification to firm-fixed-price contract DAAE20-97-C-0031, for 24,205 Small Masks (M40A1), 48,410 Medium Masks (M40A1), and 8,069 Large Masks (M40A1), used for chemical protection. Work will be performed in Frederica, Del., and is expected to be completed by April 30, 2001. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on Sept. 30, 1996, and two bids were received. The U.S. Army Tank-Automotive & Armaments Command, Rock Island, Ill., is the contracting activity.

Raytheon Gulf Systems, a subsidiary of Raytheon Co., Tewksbury, Mass., is being awarded $11,440,000 (base year) as part of an $18,500,000 (total if all options are exercised) firm-fixed-price contract for technical assistance for the PATRIOT Missile Systems in Kuwait. Work will be performed in Tewksbury, Mass., and in Kuwait, and is expected to be completed by Dec. 31, 2003. This is a sole source contract, initiated on July 10, 1997. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH01-00-C-0011).

AIR FORCE

Rockwell Collins Inc., Cedar Rapids, Iowa, is being awarded a $9,165,341 option to a firm-fixed-price contract, F33657-98-C-0036, to provide for eight each prototype Group A and B Global Air Traffic Management modification kits in support of the KC-135 aircraft. Expected contract completion date is May 30, 2003. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity.

Raytheon Systems Company, Tucson, Ariz., is being awarded a $46,299,152 modification to a firm-fixed-price contract, F08626-99-C-0251-P00003, to provide for 1,206 EGBU-15 air-to-ground guided munitions applicable to the F-15 aircraft, 41 weapon control units, 12 load crew trainer modification kits, and associated engineering support, training, and spares. Expected contract completion date is Oct. 31, 2000. Solicitation issue date was Oct. 18, 1999. Negotiation completion date was Dec. 14, 1999. Air Armament Center, Eglin AFB, Fla., is the contracting activity.

Lockheed Martin Corp., Marietta, Ga., is being awarded a $28,838,626 modification to a cost-plus-award-fee contract, F33657-98-C-0006-P00011, to provide for FY2000 engineering and manufacturing development in support of the Avionics Modernization Program for the C-5 aircraft. Expected contract completion date is September 2001. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity.

NAVY
Northrop Grumman Corp., Bethpage, N.Y., is being awarded a $104,600,000 modification to previously awarded contract N00019-97-C-0147 multiyear advanced acquisition contract for the procurement of two airborne early warning E-2T aircraft for the government of Taiwan under the Foreign Military Sales Program. Work will be performed in St. Augustine, Fla. (80%), Bethpage, N.Y. (20%), and is expected to be completed by September 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Associated Naval Architects, Inc., Portsmouth, Va. (ANA); Davis Boat Works, Newport News, Va (DBW); and Norfolk Shipbuilding and Drydock Corp, Norfolk, Va., (NORSHIPCO) are each being awarded an indefinite-deliver/indefinite-quantity, multiple award contract. The potential combined value of task orders to be issued against the three contracts is $52,500,000. Each of the contractors will provide marine services and industrial support for patrol coastal class ships and manned boats and craft, or their associated systems. Work will be performed in locations determined when task orders are awarded, and is expected to be completed by September 2002. Contract funds in the amount of $50,000 per contract ($150,000) will expire at the end of the current fiscal year. This contract was competitively procured via the internet and Commerce Business Daily, and three proposals were received. The contract was awarded to these three contractors and they may compete for task orders under the terms and conditions of the multiple awardee contract. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (ANA: N00024-00-D-8507; DBW: N00024-00-D-8508; and NORSHIPCO: N00024-00-D-8509).

Lockheed Martin Corp., Lockheed Martin Information Systems, Orlando, Fla., is being awarded a $34,600,000 modification to previously awarded contract N61339-93-C-0004 to exercise an option for the production of 51 close combat tactical trainer modules with ancillary equipment for the U.S. Army. Work will be performed in Orlando, Fla., and is expected to be completed by August 2001. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Training Systems Division, Orlando, Fla. is the contracting activity.

Lockheed Martin Integrated Systems, Inc., Syracuse, N.Y., is being awarded a $24,250,000 modification to previously awarded contract N00024-96-C-6300 for the incorporation of system change one functionality to the AN/SQQ-89(V)15. System change one includes: integration of the torpedo recognition and alertment functional segment software into the baseline design; upgrade of the sonar performance prediction functional segment; introduction of digital weapons interface changes to the fire control system; introduction of digital audio distribution and; other display improvements for the Surface Ship Anti-Surface Warfare Combat System Program Office. Work will be performed in Syracuse, N.Y., and is expected to be completed by December 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Arlington, Va., is the contracting activity.

Newport News Shipbuilding, Newport News, Va., is being awarded a $15,506,389 option under a previously awarded contract to exercise three options to provide for aircraft carrier engineering support services which will provide engineering, technical, and design agent services. These efforts include conducting and supporting feasibility and tradeoff studies on new and modified shipboard systems, and supporting ship design efforts. Work will be performed in Newport News, Va., and is expected to be completed by September 2000. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-99-C-2100).

McDonnell Douglas Corp., Long Beach, Calif., is being awarded a $13,050,762 cost-plus-fixed-fee contract for engineering development and modification design of software and hardware, aircraft integration, and flight test evaluation and demonstration for the X-31 vectoring extremely short take-off and landing control tailless operations research program. Work will be performed in Patuxent River, Md. (75%) and Long Beach, Calif. (25%), and is expected to be completed by February 2002. Contract funds in the amount of $3,224,846 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity (N00019-00-C-0181).

Talley Defense Systems, Mesa, Ariz., is being awarded an $11,175,835 fixed-price contract for production of 5,326 shoulder-launched multipurpose assault weapon high explosive dual purpose encased assault rockets and first article testing for the U.S. Marine Corps. This contract contains options, which, if exercised, would bring the total cumulative value of this contract to $93,789,557. Work will be performed in Mesa, Ariz., and is expected to be completed by January 2002. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the contracting command web page, and two offers were received. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va., is the contracting activity (N00178-00-C-1016).
