DEFENSE INFORMATION SYSTEMS AGENCY

Artel Inc., Reston, VA (a small disadvantaged business); Spacelink International LLC, Dulles, VA (a small business); and Arrowhead Space and Telecommunications, Inc., Falls Church, VA (a woman-owned small disadvantaged business) are being awarded indefinite delivery/indefinite quantity contracts for the Defense Information System Network - Global (DSTS-G). The contracts will provide continued military satellite communications augmentation through commercial space segment and earth terminal leases. The maximum cumulative face value for all three contracts is anticipated to be $2,196,000,000 over the life of the contracts if all options are exercised. Each contract awarded is for a base period of three years with seven one-year options. No funds are being obligated at this time. Competitive procedures were followed for the solicitation and were the basis for the awards. The acquisition was a total small business set aside. Four offers were received in response to the solicitation. The Defense Information Technology Contracting Organization-National Capital Region is the contracting activity. NAVY

McDonnell Douglas Company, a wholly owned subsidiary of the Boeing Company, St. Louis, Mo., is being awarded a $15,888,024 firm-fixed-price contract for F/A-18A/B/C/D in-service logistics and engineering support for the U.S. Navy and the governments of Canada, Spain, Australia, Finland, Kuwait, Switzerland, and Malaysia. This contract combines purchases for the U.S. Navy (63.3%), Canada (10.1%), Spain (7.9%), Australia (6.1%), Finland (4.5%), Kuwait (3.7%), Switzerland (3.2%), and Malaysia (1.2%) under the Foreign Military Sales Program. Work will be performed in St. Louis, Mo., and is expected to be completed by November 2001. Contract funds in the amount of $1,071,864 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-01-C-0002).

Sun Bay Contracting, Inc.*, Virginia Beach, Va.; Metrotec Associates, Inc.*, Virginia Beach, Va.; Ceres Environmental Services, Inc., Brooklyn Park, Minn.; Delaware Cornerstone Builders, Inc.*, Hyattsville, Md.; and URS Group, Inc., Gaithersburg, Md., are being awarded a firm-fixed-price indefinite-delivery/indefinite-quantity, multiple award construction contract. The total contract amount is not to exceed $30,000,000 (base year and two option years) with a guaranteed minimum of $100,000 to each contractor. Sun Bay Contracting, Inc. is being awarded the initial task order in the amount of $183,677 for demolition of Building 7 at the Naval Weapons Station, Yorktown. The remaining four contractors will be awarded the minimum guarantee of $100,000. The contract provides for demolition of government facilities at the Naval Station, Norfolk and other military installations. Work will be performed in the Hampton Roads, Va. area, and is expected to be completed by February 2004. Contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 46 proposals solicited and 18 offers received. These five contractors may compete for task orders under the terms and conditions of the existing multiple award contract. The Officer in Charge of Contracts, Sewells Point, Atlantic Division, Naval Facilities Engineering Command, Norfolk, Va., is the contracting activity (N62470-00-D-3365/N62470-01-D-3405/3406/3407/3408.

TALLA-COM, Inc., Tallahassee, Fla., is being awarded a $5,094,981 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for 500 UHF DAMA SATCOM amplifiers with minimum 100W, spare and repair parts, extended warranties, and maintenance training. Work will be performed in Tallahassee, Fla., and is expected to be completed by February 2006. Contract funds in the amount of $16,842 will expire at the end of the current fiscal year. This contract was competitively procured by electronic request for proposals with five proposals solicited and three offers received. The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity (N00421-01-D-0137).

Integrated Concepts & Research Corp.*, Eagle River, Alaska, is being awarded a not-to exceed $5,000,000 firm-fixed-price indefinite-quantity/indefinite-delivery contract for performing environmental services monitoring which includes determining the effectiveness of remedial actions by measuring levels of chemicals and their impact on biota, comparing to remedial action objectives, and measuring trends of contaminates in the environment. Work on this contract will also include operation and maintenance of sites that have ongoing remedial actions. The seed project value is $45,087 and is for hazardous waste management plans at the former Naval Air Facility, Adak, Alaska. Work may be performed at various Navy and Marine Corps installations in the United States, however, primarily in the state of Alaska, and is expected to be completed by February 2006. Contract funds will not expire at the end of the current fiscal year. The Engineering Field Activity Northwest, Naval Facilities Engineering Command, Poulsbo, Wash., is the contracting activity (N44255-00-D-2538).

AIR FORCE

Orincon Corp., San Diego, Calif., is being awarded an $8,444,092 cost-plus-award-fee contract to provide for research and development of capabilities to monitor network traffic in real-time, to alert analysts about information attack, and to provide recommendations for information-based countermeasures. This effort will also yield research and development methods, techniques, and components that provide the capability of coordinated attached detection. The work is expected to be completed December 2001. Negotiations were completed February 2001. Air Force Research Laboratory, Rome, N.Y., is the contracting activity (F30602-01/C-0034).

Lockheed Martin Space and Missile Systems, Sunnyvale, Calif., is being awarded an $8,057,604 modification to a cost-plus-award-fee contract to provide integration of the Special Microwave Imager Sounder onto the Defense Meteorological Satellite Program (DMSP) S-18 spacecraft, and integration of the DMSP S-18 spacecraft onto the Evolved Expendable Launch Vehicle (EELV). The work is expected to be completed December 2003. Space and Missile Systems Center, Los Angeles AFB, Calif., is the contracting activity (F04701-97/C-0024, P00060).
