Arco Products Co., Long Beach, Calif., is being awarded a $257,906,020 fixed price with economic price adjustment type contract for turbine fuel, aviation, JP-8 and Naval Distillate, F76, for the Defense Energy Support Center. Work will be performed in Ferndale, Wash. Work is expected to be completed by October 30, 2002. Contract funds will expire at the end of the current fiscal year. Valero Refining Company - California, San Antonio Texas, is being awarded a $142,275,124 fixed price with economic price adjustment type contract for turbine fuel, aviation JP-8, for the Defense Energy Support Center. Work will be performed in Benicia, Calif. Work is expected to be completed by October 30, 2002. Contract funds will expire at the end of the current fiscal year. Exxon Mobile Fuels Marketing Company, Fairfax, Va., is being awarded a $112,248,691 fixed price with economic price adjustment type contract for turbine fuel, aviation grade JP-5 & JP-8 for the Defense Energy Support Center. Work will be performed in Torrance, Va. Work is expected to be completed by October 30, 2002. Contract funds will expire at the end of the current fiscal year. Conoco, Inc., Houston, Texas, is being awarded a $87,289,618 fixed price with economic price adjustment type contract for Turbine Fuel, Aviation, JP-8, for the Defense Energy Support Center. Work will be performed in Ponca City, Okla.. Work is expected to be completed by October 30, 2002. Contract Funds will expire by the end of this current fiscal year. U.S. Foods International Inc.*, Gardena, Calif.., is being awarded a $32,000,000 firm fixed price with indefinite quantity type contract for full line food distribution for the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marine Corps and Child Development Centers in the Republic of Korea. Work will be performed in La Mirada, Calif. This action represents the invocation of the second year option. Work is expected to be completed by September 20, 2002. Phillips Petroleum Co., Bartlesville, Okla., is being awarded a $15,652,572 fixed price with economic price adjustment type contract for Tubine Fuel, Aviation, Grade JP-8, for the Defense Energy Support Center. Work will be performed in Commerce City, Colo. Work is expected to be completed by October 30, 2002. Contract funds will expire by the end of this current fiscal year. Wolverine World Wide, Rockford, Mich., is being awarded a $8,813,126 firm fixed price with indefinite delivery type contract for men's poromeric dress shoe for the U.S. Army, U.S. Marine Corps and U.S. Coast Guard. Work will be performed in Jonesboro, Ar., Big Rapids, Mich., and Howard City, Mich. This contract is a one-year contract with four one-year options. Work is expected to be completed by June 21, 2002 with deliveries still possible until 2003. Contract funds will expire at the end of the current fiscal year. Belleville Shoe Manufacturing Co.*, Belleville, Ill., is being awarded a $5,329,013 fixed price with economic price adjustment and indefinite delivery type contract for hot weather boots for the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marine Corps and the U.S. Coast Guard. Work is expected to be completed March 31, 2003. Contract funds will expire at the end of the current fiscal year. There were 53 proposals solicited and 4 responded. NAVY

Beneco-Picerne (a joint venture) Sandy, Utah, is being awarded an $18,900,000 firm-fixed price Task Order 0005 under a multiple award construction contract for design and construction of Navy Family Housing, Phase II, at Naval Air Station, Brunswick. The work to be performed includes providing 126 new units (122 two bedroom, 2 four bedroom junior enlisted family housing and 2 five bedroom senior enlisted) and associated supporting facilities as specified for naval families. Work also includes demolition of 224 existing housing units. Work will be performed in Brunswick, Maine, and is expected to be completed by July 2004. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 52 proposals solicited, seven offers received and award made on May 19, 2000. The total contract amount is not to exceed $250,000,000 (five-year performance period). The multiple contractors (four in number) may compete for task orders under the terms and conditions of the existing contract. Four offers were received for this task order. The Engineering Field Activity Northeast, Naval Facilities Engineering Command, Lester, Pa., is the contracting activity (N62472-99-D-0831).

Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded an $18,724,000 ceiling-priced modification to a previously awarded cost-plus-fixed-fee contract (N00019-93-C-0003) for assistance in the Interactive Electronic Technical Manual (IETM) verification effort and development and delivery of a comprehensive Illustrated Parts Breakdown (IPB) in support of the MV-22 aircraft. Work will be performed in New River, N.C., and is expected to be completed in August 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Cryptek Secure Communications, LLC, Sterling, Va., is being awarded a $7,500,000 firm-fixed-price contract for supplies and services for implementation of a Multi-Level Security System in support of the Joint Engineering Data Management Information and Control System (JEDMICS). Work will be performed in Sterling, Va., and is expected to be completed in September 2002. Contract funds will not expire at the end of the current fiscal year. Raytheon Co., El Segundo, Calif., is being awarded a $6,083,724 firm-fixed-price contract for the procurement of one APG-73 Radar Test Generator/Simulator for the Government of Finland under the Foreign Military Sales Program. Work will be performed in El Segundo, Calif., and is expected to completed in October 2003. Contract funds will not expire at the end of the current fiscal year. The Whiting-Turner Contracting Co., Baltimore, Md., is being awarded firm-fixed-price Task Order 0012 at $5,696,514 under a multiple award construction contract for the Research and Development Test Support Facility at the Naval Air Station Patuxent River. This project consists of a multi-story building located near the existing Hanger 201 complex and includes the demolition of sixteen buildings. The structure will house the airborne camera, aero-mechanics and flight controls, carrier suitability, ground ordnance test, landing systems test, propulsion power and mechanical support, engineering offices, and associated research and development test and evaluation laboratories. Work will be performed in Patuxent River, Md., and is expected to be completed by November 2002. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 60 proposals solicited, 24 offers received and award made to multiple contractors on August 19, 1999. The basic total contract amount is not to exceed $500,000,000 (base period and four option years). The multiple contractors (five in number) may compete for task orders under the terms and conditions of the existing contract. Three proposals were received for this task order. ARMY

J. D. Abrams, Austin, Texas, is being awarded $23,826,090 as part of a $25,431,990 (total if all options are exercised) firm-fixed-price contract for construction of a Rail Deployment Complex. Work will be performed at Fort Bliss, Texas, and completion is expected by July 21, 2003. There were 48 bids solicited on July 26, 2001, and three bids were received. Rush Construction Inc.*, Titusville, Fla., is being awarded a $13,599,000 firm-fixed-price contract for the design and construction of the Defense Equal Opportunity Management Institute. The project consists of a two-story facility with reinforced concrete foundation and floor slab, exterior walls, modified bitumen roof and concrete tile roof systems. Also included are elevators, utilities, parking and all necessary systems to support an educational facility, and the demolition of three facilities. Asbestos and lead based paint removal will be required. Work will be performed at Patrick Air Force Base, Fla., and completion is expected by Oct. 9, 2003. There were 111 bids solicited on March 30, 2001, and eight bids were received. The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (DACA01-01-C-0034).

R. L. Turner Construction, Zionsville, Ind., is being awarded a $10,192,305 firm-fixed-price contract for Phase II construction of the Grissom Service complex. Work will be performed at Grissom Air Reserve Base, Peru, Ind., and completion is expected by April 15, 2003. There were 106 bids solicited on July 23, 2001, and two bids were received. The U.S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (DACA27-01-C-0032).

Amigo Building Corp.*, San Antonio, Texas, is being awarded a $5,569,200 firm-fixed-price contract for demolition/renovations to existing Barracks Buildings 2273 and 2389. The project will include removing and replacing all windows, new flooring and acrylic wall coating, renovation of baths in soldier's quarters and the addition of cabinetry and small sinks. Work will be performed at Fort Polk, La., and completion is expected by June 30, 2002. There was an announcement on the World Wide Web on July 30, 2001, and two bids were received. The U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (DACA63-01-C-0012).

CIVIL WORKS - NON MILITARY

Everglades Partners Joint Venture, Jacksonville, Fla., was awarded on Sept. 20, 2001, a $1,000 increment as part of an $18,729,600 (base year total) firm-fixed-price contract with a cumulative total of $120,141,525, for architect engineer services, Comprehensive Everglades Restoration Plan. The base period is three years, plus four options periods, with each option period three years. Work will be performed in the following Florida locations: Orlando, Ft. Pierce, West Palm Beach, Ft. Lauderdale, Miami, Key West, Naples, and Ft. Myers, with completion of the base year expected by Sept. 19, 2004. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract. The U.S. Army Corps of Engineers, Jacksonville, Fla., is the contracting activity (DACW17-01-D-0034).

Great Lakes Dredge & Dock Co., Oak Brook, Ill., is being awarded a $76,666 increment of a $9,349,000 (base year total) firm-fixed-price contract, with a cumulative total of $14,995,500 if all options are exercised, for maintenance dredging at Fire Island Inlet and Shore westerly to Jones Inlet, N.Y., beach erosion. Work will be performed in Wrightstown, N.J., and completion is expected by Jan. 21, 2002. There were seven bids solicited on July 27, 2001, and two bids were received. The U.S. Army Corps of Engineers, New York, N.Y., is the contracting activity (DACW51-01-C-0031).

AIR FORCE

Lockheed Martin Corp., Orlando, Fla., is being award a $13,161,036 Firm-fixed price, time and material, cost-reimbursement with no fee contract to provide for development, fabrication, assembly, integration, inspection, test and delivery of the low altitude navigation and targeting infrared for night aerospace expeditionary force tester and electro-optical test stand upgrade. At this time, the total amount of funds has been obligated. This work will be completed by November 2005. There were three firms solicited in March 2001, and one proposal was received. Negotiations were completed September 2001. Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-01-C-0341).

ALPHATECH Inc., Burlington, Mass., is being awarded a $12,998,564 cost plus fixed fee contract to provide for the Stochastic, Hierarchical, Adaptive, Real-time Control (SHARC) Program. The SHARC Program seeks to overcome complexities barring practical automatic control of autonomous teams. At this time, $1,842,948 of the funds has been obligated. This work is to be completed by September 2005. Notice of solicitation was posted in Broad Agency Announcement 01-29 in May 2001, and 55 proposals were received. Negotiations were complete September 2001. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33165-01-C-3149).

Lockheed Martin Mission Systems, Santa Maria, Calif., is being awarded a $12,268,671 cost plus award fee contract modification to provide for efforts resulting from the change in the Range Standardization and Automation Phase IIA contractor from Spacelift Range System architect to supporting the Spacelift Range System Contract contractor. At this time, $2,798,264 of the funds has been obligated. This work will be completed in November 2005. Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-95-C-0029, P00110).

Medlin Construction Group, San Antonio, Texas, is being awarded an $11,575,000 firm-fixed price contract to provide for a new commissary at Charleston Air Force Base, S.C. This work will be completed in January 2003. There were 74 firms solicited in May 2001, and 3 proposals were received. Negotiations were completed September 2001. Medlin Construction will perform this work at Charleston Air Force, S.C. Air Education and Training Command, Lackland Air Force Base, Okla., is the contracting activity (F41689-01-C-0037).

ARINC, Inc., Annapolis, Md., is being awarding a $9,970,000 firm-fixed price indefinite-delivery/indefinite quantity contract to provide for various quantities of communication, navigation, surveillance/air traffic management workstations and related equipment; message generation software; operation and maintenance support for military aircraft and ground stations; and engineering support for updating equipment software. Funds will be obligated as individual delivery orders are issued. This work will be completed by September 2009. Solicitation began in April 2001; negotiations were completed August 2001. Air Force Flight Test Center, Edwards Air Force Base, Calif., is the contracting activity (F04700-01-D-0017).

Lockheed Martin Corp., Marietta, Ga., is being awarded a $7,707,532 firm-fixed price contract modification to provide for two readiness spares packages and one lot of aircrew training data updates in support of National Guard Bureau C-130J aircraft. At this time, the total amount of funds has been obligated. This work will be completed by December 2003. Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-00-C-0018, P0009).

Litton Systems Inc., San Carlos, Calif., is being awarded a $5,007,800 firm-fixed price contract to provide for four line items of spare parts for the AN/ALQ-172(V) Countermeasures System. At this time, the total amount of funds has been obligated. There were two firms solicited in August 2001, and two proposals were received. Negotiations were completed September 2001.
