Computer Science Corp., Falls Church, Va. (F08935-02-A-0008); Science Applications International Corp., McLean, Va. (F08635-02-A-0010); Scientific Research Corp., Atlanta, Ga.(F08635-02-A-0013); and Titan Systems Corp., Billerica, Mass. (F08635-02-A-0013), are being awarded blanket purchase agreements to participate in a program with a maximum value of $400,000,000 to provide advisory and assistance service in support of Department of Defense Joint Test and Evaluation (JT&E) programs. These services will include data collection and analysis, task management, engineering analysis, financial management and administrative and presentation support. JT&E programs involve two or more services working together in areas such as joint tactics, techniques and procedures. The programs will seek to achieve improvements in interoperability of service systems, improvement in technical and operational concepts, improved performance of systems, validation of testing methodologies and formulation of data for validating models, simulations and test beds. Funds will be obligated as individual task orders are issued. Task orders can be issued to the four contractors totaling up to the program maximum. This work will be complete October 2007. Nine firms were solicited in June 2001, and nine proposals were received. Negotiations were completed in September 2001. Northrop Grumman Corp, Melbourne, Fla., is being awarded a $26,000,000 (not-to-exceed) fixed-price incentive/cost-plus-fixed-fee contract modification to provide for advanced procurement in support of one Lot X aircraft (P16) Joint Surveillance Target Attack Radar System (JSTARS) aircraft. Israel Military Industries Limited, Bethesda, Md., is being awarded a $6,237,815 firm-fixed-price contract to provide for production of 100,600 gallon tanks and 105 non-jettisonable pylons as part of the Peace Marble V foreign military sales program in support of F-16 aircraft. At this time, the total amount funds have been obligated. This work will be complete April 2004. Solicitation began in July 2001; negotiations were completed October 2001. This contract will be performed and delivered entirely outside the United States and supports military sales to Israel.
