NAVY

The DD 21 Alliance, comprised of Bath Iron Works Corp., Bath, Maine, and Ingalls Shipbuilding, Pascagoula, Miss., is being awarded a not-to-exceed $60,155,724 firm-fixed-price advance agreement modification to previously awarded contract (N00024-98-9-2300) for the extension of the DD 21 Phase II Period of Performance. Work will be performed in Bath, Maine (32.5%); Pascagoula, Miss. (32.5%); Minneapolis, Minn. (30%); and Woodland, Calif. (5%), and is expected to be completed in December 2001. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

The Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded a $47,000,000 ceiling priced modification to a previously awarded cost-plus-fixed-fee contract (N00019-00-C-0183) for the procurement of nonrecurring engineering for retrofit engineering change proposal kits required to correct deficiencies in support of the V-22 program's return to flight efforts. Work will be performed in New River, N.C., and is expected to completed in October 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Stronghold Engineering Inc., Riverside, Calif.; Baldi Brothers Inc., Beaumont, Calif.; and Halbert Construction, El Cajon, Calif., are being awarded an aggregate amount of $30,000,000 (guaranteed minimum of $50,000) to each contractor (base period), indefinite-delivery/indefinite-quantity, multiple award construction contract. The total contract amount is not-to-exceed $150,000,000 (base period and four option years). The aggregate of $150,000,000 will potentially be shared among all three contractors. The work to be performed for subsequent task orders will consist of new construction and design/build for new construction, renovation, alteration, repair and associated architecture/engineering work. Work will be performed in various locations within the counties of Imperial, San Bernardino, Kern and Inyo, Calif.; Arizona; and New Mexico. Term of contract is not to exceed five years or until the not-to-exceed amount is expended, whichever comes first. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the NAVFAC e-solicitation website with four offers received. These three contractors may compete for task orders under the terms and conditions of the awarded contract. The Naval Facilities Engineering Command, Southwest Division, San Diego, Calif., is the contracting activity (N68711-00-D-8329/8330/8331).

Raytheon Sensors & Electronic Systems, El Segundo, Calif., is being issued a $27,090,128 firm-fixed-price contract to procure 107 line items consisting of 15 various components of the AN/APG-73 radar in support of F/A-18 aircraft. These components include transmitters, receivers, antennas and power supplies. Work will be performed at El Segundo, Calif., and is expected to be completed in October 2005. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (N00383-01-G-100A).

Digital Systems International Corp., Arlington ,Va., is being awarded a $9,263,392 cost-plus-fixed-fee service contract for scientific, engineering and technical support services for the Defense Advanced Research Projects Agency. This contract contains options which, if exercised, would bring the total cumulative value of the contract to $48,251,944. Work will be performed in Alexandria Va., and is expected to be completed by December 2006. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and released on the World Wide Web with one offer received. The Naval Surface Warfare Center, Indian Head Division, Indian Head, Md., is the contracting activity (N00174-02-D-0002).

AmerInd Inc., Alexandria, Va., is being awarded a $6,083,201 modification to previously awarded contract (N00024-99-C-2902) for trainer and training product support for operational submarine shore based trainers and submarine programs, as well as operational Command and Control Systems submarine shore based trainers. Work will be performed in Alexandria, Va. (80%), and Kings Bay, Ga. (20%), and is expected to be completed in September 2002. Contract funds in the amount of $4,277,060 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

ARMY

Laughlin, Marinaccio & Owens Inc.*, Arlington, Va., is being awarded a $50,000,000 (includes base year and four option periods) firm-fixed-price, indefinite-delivery/indefinite-quantity with cost-reimbursable line items contract. An appropriation number and dollar value will be issued with each delivery order. The contractor will assist the Army National Guard in obtaining airtime from the Non-Commercial Sustaining Announcement Program (NCSA). NCSA is a hybrid of public service advertising and paid broadcast advertising. Each Army National Guard state has an agreement with its State Broadcasters Association that states that the Broadcasters Association will, for a fee, provide a certain ratio of spot announcements for each spot covered by the fee over a specified period of time. This includes both radio and TV. The Army National Guard was the first, and remains the only, national NCSA participant. Work will be performed primarily in Arlington, Va., and completion is expected by Oct. 24, 2002. Bids were solicited on Feb. 2, 2001, and three bids were received. The U.S. Army National Guard Bureau, Falls Church, Va., is the contracting activity (DAHA90-02-D-0001).

Royal Ordnance North America Inc., Kingsport, Tenn., is being awarded an $11,440,000 modification to firm-fixed-price contract DAAA09-98-E-0006 for the operation and maintenance of the Holston Army Ammunition Plant in accordance with the scopes of work included in the contract. Work will be performed in Kingsport, Tenn., and completion is expected by Dec. 31, 2002. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Oct. 11, 2001. The U.S. Army Operations & Support Command, Rock Island, Ill., is the contracting activity.

McDonnell Douglas Helicopter Co., Mesa, Ariz., is being awarded an $8,971,800 delivery order amount as part of firm-fixed-price contract DAAH23-99-G-0014 for parts applicable to the AH-64 Apache helicopter. Work will be performed in Mesa, Ariz., and completion is expected by Aug. 5, 2004. This is a sole source contract initiated on March 20, 2001. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-99-G-0014).

Computational Sensors Corp.*, Santa Barbara, Calif., is being awarded a $2,011,170 increment as part of a $5,908,900 cost-plus-fixed-fee/level-of-effort contract for research, development, test and evaluation of a Spatio-Temporal Motion Energy Seeker. Work will be performed in Santa Barbara, Calif., and completion is expected by Sept. 30, 2004. Contract funds will not expire at the end of the current fiscal year. There was a broad agency announcement on April 15, 2000, and three bids were received. The U.S. Army Space & Missile Defense Command, Huntsville, Ala., is the contracting activity (DASG60-01-C-0097).

DEFENSE LOGISTICS AGENCY

Bremen-Bowden, Bowdon, Ga., is being awarded a $21,924,999 firm-fixed-price contract for a maximum of 48,438 men's and 44,051 women's melton, blue overcoats for the U.S. Navy. This contract is a base-year contract with four one-year option periods. Work is expected to be completed Oct. 31, 2002. Contract funds will expire at the end of the current fiscal year. There were 94 proposals solicited, and six responded. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0100-02-D-0303).
