NAVY

Solipsys Corp.,* Laurel, Md., is being awarded a not-to-exceed $49,724,040 indefinite-delivery and indefinite-quantity contract to provide production, demonstration and validation of the Tactical Component Network (TCN) as a virtual multi-level network and the packing of TCN components into a server development toolkit. Work will be performed in Lihue, Hawaii (90 percent) and Laurel, Md. (10 percent) and is to be completed by May 2007. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured using the Small Business Innovative Research Program Phase III solicitation provisions under Topics Open Architectures for Command and Control System Development (N98-072) and Multi-Level Networking (N98-077). The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-02-D-3065).

Northrop Grumman, PRB Systems Inc., Hollywood, Md., is being awarded a $17,190,363 indefinite-delivery and indefinite-quantity, cost-plus-fixed-fee contract to provide analysis, design, development, integration and test of Electronic Combat, Electronic Warfare and Support Equipment for current programs at the Naval Air Systems Command, Naval Air Warfare Center Weapons Division, Point Mugu, Calif. Work will be performed at Point Mugu, Calif. (90 percent) and China Lake, Calif. (10 percent), and is expected to be completed by May 2007. Contract funds in the amount of $150,000 will expire at the end of the current fiscal year. This contract was competitively procured by electronic solicitation with one offer received. The Naval Air Systems Command, Naval Air Warfare Center Weapons Division, Point Mugu, Calif., is the contracting activity (N68936-02-D-0025).

Raytheon Co., Electromagnetic Systems Division, Goleta, Calif., is being awarded a $16,129,953 modification to previously awarded firm-fixed-price contract (N00019-99-C-1051) to exercise an option to provide 80 AN and ALE-50A Integrated Multi-Platform Launch Controllers for the U.S. Navy and 29 for the U.S. Air Force, including associated supplies, services, and technical data. Work will be performed in Goleta and is to be completed by May 2004. Contract funds in the amount of $147,600 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

BAE Systems Applied Technologies Inc., Rockville, Md., is being awarded a $12,217,342 modification to a previously awarded cost-plus-fixed-fee term contract (N00421-01-C-0169) to exercise an option for engineering and technical services for life cycle support of communication-electronic (C-E) equipment supporting the Special Communications Requirements Division at the Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Patuxent River, St. Inigoes, Md. The estimated level of effort for this option is 250,000 man-hours. Work will be performed in California, Md. (63 percent); Fayetteville, N.C. (12 percent); Chesapeake, Va. (eight percent); San Diego, Calif. (seven percent); Ft. Bliss, Texas (four percent); Ft. Walton Beach, Fla. (two percent); Panzer Kaserne, Germany (two percent); and Puerto Rico (two percent), and is expected to be completed by June 2003. Contract funds will expire at the end of the current fiscal year. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

WareOnEarth Communications Inc., Annandale, Va., is being awarded a $9,524,252 indefinite-delivery and indefinite-quantity, cost-plus-fixed-fee contract for program management, high performance computing, information security, modeling and simulation, systems engineering, integration, technical support and integrated logistics support for designated Navy Cryptographic requirements. This contract includes options, which if exercised, would bring the total cumulative value of this contract to $49,957,161. The work will be performed in Charleston, S.C. (80 percent) and Norfolk, Va. (20 percent), and is to be completed by May 2007. Contract funds in the amount of $100,000 will expire at the end of the current fiscal year. The contract was competitively procured with the Request for Proposal posted on the Space & Naval Warfare Systems Command System Center Business Opportunities Web site, with three offers received. The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity (N65236-02-D-7838).

Raytheon Systems Co., Defense Systems Segment, Naval & Maritime Systems, Sudbury, Mass., is being awarded a $5,433,801 cost-plus-fixed-fee modification to previously awarded contract (N00024-98-C-5103) to exercise an option for engineering services relative to the AEGIS Weapon System (AWS) OT-188/SPY-1D (V) Transmitter Groups and Fire Control System (FCS) MK99 MOD 3. Work will be performed in Sudbury, Mass. (80 percent) and Andover, Mass. (20 percent), and is to be completed by June 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Sauer Inc. d/b/a Sauer Southeast, Jacksonville, Fla., is being awarded a $5,348,000 firm-fixed-priced contract for design and construction of two child development centers at the Marine Corps Air Station, Beaufort, S.C. The work includes renovations to one building to meet current child development center criteria. Work will be performed in Beaufort, S.C. and is to be completed by February 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 32 proposals solicited and six offers received. The Southern Division, Naval Facilities Engineering Command, North Charleston, S.C., is the contracting activity (N62467-01-D-0297).

AIR FORCE

Science Applications International Corp., San Antonio, Texas, is being awarded a $25,000,000 indefinite delivery and indefinite quantity contract to provide for procuring Architect-Engineer Environmental Services for the Education and Training Command (AETC). The contract includes the four environmental pillars-compliance, restoration, pollution prevention, and cultural and natural resources. Task orders will be issued against the contract to satisfy AETC environmental requirements such as environmental assessments, natural and cultural resources surveys, community relation's plans, etc. AETC contracting may place task orders against the contract, on a non-interference basis, to satisfy requirements for other DoD installations. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than the above. At this time, $50,000 of the funds has been obligated. This work will be completed by May 2007. Solicitation began April 2001; Negotiations were completed May 2002. The Air Education and Training Command, Randolph Air Force Base, Texas, is the contracting activity (F41689-02-D-0001).

ARMY

Ahern and Associates Inc., South Charleston, W.V., is being awarded a $4,729,976 increment as part of a $12,746,475 firm-fixed-price contract for a flood damage reduction project for Duck Creek. Work will be performed in Cincinnati and is to be completed by June 10, 2004. Contract funds will not expire at the end of the current fiscal year. There were 115 bids solicited on April 2, 2002, and six bids were received. The U. S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (DACW27-02-C-0015).

On May 29, 2002, General Dynamics Land Systems Inc., Sterling Heights, Mich., was awarded a $76,934,218 modification to a cost-plus fixed-fee contract (DAAE07-01-C-N075) for System Technical Support for the Abrams Tank Program. Work will be performed in Sterling Heights, Mich., and is to be completed by Sept. 30, 2006. Of the total contract funds, $834,218 will expire at the end of the current fiscal year. This was a sole source contract initiated on Nov. 23, 2001. The U. S. Army Tank and Automotive Command, Warren, Mich., is the contracting activity.

On May 29, 2002, Record Steel and Construction Inc., Meridian, Idaho was awarded a delivery order amount of $10,036,301 as part of a $11,408,491 cumulative total firm-fixed price contract for design build construction of a 108 unit dormitory at Buckley Air Force Base. Work will be performed in Aurora, Colo., and is to be completed by Dec. 31, 2003. Contract funds will not expire at the end of the current fiscal year. There were three bids solicited on Feb. 26, 2002, and three bids were received. The U. S. Army Corps of Engineers, Omaha, Neb. is the contracting activity (DACA67-00-D-0202).

On May 29, 2002, Textron System Corp., Wilmington, Mass., was awarded a $7,059,649 modification to a cost-plus incentive-fee contract (DAAE-30-96-C-0019), for the Wide Area Munitions PIP and Advance Hornet Restructure Effort and extension to the performance schedule. Work will be performed in Wilmington, Mass., (80 percent) and Rochester, N.Y. (20 percent), and is to be completed by April 30, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole-source contract initiated on Jan. 4, 1996. The U. S. Army Tank and Automotive Command, Picatinny Arsenal, N.J. is the contracting activity.
