AIR FORCE

Northrop Grumman Systems Corp., Melbourne, Fla., is being awarded a $106,954,257 contract modification to definitize the production effort for the Joint Surveillance Target Attack Radar System Lot X aircraft. Total funds have been obligated. This work will be completed by March 2004. Negotiations were completed February 2001. The Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-01-C-0015-PZ0004).

The University of Southern California, Los Angeles is being awarded a $7,955,852 contract to provide for military application and platforms, which have an urgent and growing need for power efficient computing and communications. (a) Empower platforms to perform new missions, (b) enable dramatically extended mission timelines, (c) enable new capabilities on existing missions, and (d) reduce logistics costs by requiring fewer energy resources and less frequent replenishment cycles. The technology base exists to address power efficient computing. This program is focused on developing radio nodes for the research and development of the Power Aware Computing and Communications infrastructure. At this time, $1,399,999 of the funds has been obligated. This work will be completed by March 2005. Solicitation began March 2001. Negotiations were completed June 2002. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33615-02-2-4005).

McDonnell Douglas Corp., Long Beach, Calif., is being awarded a $5,809,000 undefinitized contract modification issued under the Defensive Systems Upgrade Program Engineering and Manufacturing Development (DSUP) contract. The B-1 program office is issuing a modification under subject contract for a risk reduction effort to determine the feasibility of an alternate fiber option towed decoy to maintain electrical and fiber optic continuity as well as communicate with on-board DSUP components. At this time, $2,904,500 of the funds has been obligated. This work will be completed by July 2003. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-97-C-0002, P00061).

NAVY

Photon Research Associates, Inc.*, San Diego is being awarded a $15,563,534 cost-plus-award-fee, completion-type, research, development and implementation contract for the Battlespace Environment and Signatures Toolkit, which is a sophisticated package of software, simulations and models. This contract contains options, which if exercised, will bring the total cumulative value of this contract to $55,563,534. Work will be performed in Arlington, Va. (87.5 percent); San Diego (9.5 percent); and Albuquerque, N.M (three percent), and is to be completed by June 2007. Contract funds in the amount of $2,000,000 will expire at the end of the current fiscal year. This contract was competitively procured via the Internet, with one offer received. The Naval Research Laboratory, Washington, D.C., is the contracting activity (N00173-02-C-6022).

Blue Rock Structures, Inc.*, Pollocksville, N.C., is being awarded a $5,109,600 firm-fixed-price contract for construction of an engineer equipment maintenance shop at Camp Lejeune Marine Corps Base, Jacksonville, N.C. The work provides for demolition and removal, site work, and provisions for a one-story equipment maintenance facility, a one-story wash rack pump house and a hazardous and flammable storage building and incidental related work. Work will be performed in Jacksonville and is to be completed by July 2003. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Facilities e-solicitation Web site with 15 proposals received. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-02-C-3389).

ARMY

Pyrotechnic Specialties Inc., Byron, Ga., is being awarded a $6,174,208 firm-fixed-price contract for M49A1 Trip Flare Surface. Work will be performed in Byron and is to be completed by Oct. 30, 2004. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the worldwide web on Nov. 28, 2001, and five bids were received. The U. S. Army Operations Support Command, Rock Island, Ill., is the contracting activity (DAAA09-02-C-0030).

On June 13, 2002, Western Summit Constructors, Inc., Denver was awarded a $6,232,911 construction contract for flood-proofing existing well and associated generator. Work will be performed at Fort Leavenworth, Kan., and is to be completed by Dec. 20, 2003. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on March 6, 2001, and four bids were received. The U. S. Army Engineer District, Kansas City, Mo., is the contracting activity (DACA41-02-C-0004).
