TRW ICBM Systems, Clearfield, Utah, is being awarded a $46,387,003.02 contract to provide for Minuteman Minimum Essential Communication Network (MEECN) Program integrates and extremely high frequency (EHF) and very low frequency and low frequency (VLF/LF) communication capability into the 50 operational Minuteman Launch Control Centers (LCC's) at Wing I Malstrom Air Force Base (20 sites), Wing II Minot Air Force Base (15 sites), and Wing V F.E. Warren (15 sites). As the newest link in the MEECN, this effort provides LLCs with the ability to receive emergency action messages in the EHF and VLF and LF spectra and send force report back messages over EHF. For the Minuteman LLC, this includes integration into the higher authority communications rapid message processor element processor, missile procedure trainers and minuteman enhanced procedures, as well as five development and maintenance systems, will be modified to reflect changes to the intercontinental ballistic missile system. At this time, $46,387,003.02 of the funds has been obligated. This work will be completed by December 2005. Solicitation began in September 2001. Harper Construction Co., San Diego is being awarded $14,795,145 for Task Order 0001 under a firm-fixed-price, indefinite-delivery and indefinite-quantity multiple award construction contract for the design and construction of a bachelor enlisted quarters at Headquarters Area 13, Marine Corps Base Camp Pendleton. This will include site utilities, site improvements, building systems, equipment, and finishes. Work will be performed in Oceanside, Calif., and is to be completed by April 2004. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured via the Naval Facility e-solicitation Web site with 11 proposals received and award made on March 29, 2002. The total basic contract amount is not to exceed $600,000,000, which includes the base period and four option years. The multiple contractors (four in number) may compete for task orders under the terms and conditions of the existing contract. Four proposals were received for this task order. Northrup Grumman Information Technology, Inc., Defense Mission Systems Division, Reston Va., is being awarded a ceiling $10,000,000 fixed-price, indefinite-delivery, and requirements contract for Tactical Data Link support, which includes test, interoperability, certification, and training equipment for the AEGIS Computer Center. This contract combines support for the U.S. Navy (80 percent), Japan (eight percent), Spain (eight percent), and Australia (four percent), under the Foreign Military Sales Program. Work will be performed in San Diego and is to be completed by June 2007. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured.
