AIR FORCE

The FPM Group, Ronkonkoma, N.Y., is being awarded a $1,100,000,000 (program maximum) indefinite delivery/indefinite quantity contract to provide for professional architect-engineer (A&E) services to perform preliminary environmental assessment through remedial design and other A&E services in support of environmental programs at worldwide locations. This contractor is one of 30 participating in this program. At this time, no funds have been obligated. Solicitation began in December 2002; negotiations were completed in February 2003. The estimated completion date of the basic contract and performance period is September 2011. The Air Force Center for Environmental Excellence, Brooks City-Base, Texas, is the contracting activity (F41624-02-R-8159).

Lockheed Martin Missiles and Fire Control, Orlando, Fla., is being awarded a $32,453,315 firm-fixed-price and cost-reimbursement with no fee contract modification to provide for repair of the line replacements units associated with the worldwide low altitude navigation and targeting infrared for night program. At this time, $5,298,578 of the funds has been obligated. This effort supports foreign military sales to Turkey, Saudi Arabia, Israel, Greece, Korea, Bahrain, Egypt, Taiwan and Singapore. This work will be complete by January 2004. The Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-02-D-0111-0001).

BAE Systems, Yonkers, N.Y., is being awarded a $13,884,000 (not-to-exceed) firm-fixed-price contract to provide for procurement of spare parts and five major components of the AN and ALR 56M system totaling 8 shipments in support of the Navy KC-130J aircraft. At this time, $6,942,000 of the funds has been obligated. Solicitation began in September 2002; negotiations were completed in December 2002. This work will be completed by January 2005. The Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-03-C-0022).

Mine Safety Appliances, Murrysville, Pa., is being awarded an $11,005,144 (not-to-exceed) firm-fixed-price contract modification to provide for chemical and biological gas mask kits in support of the U.S. Navy and Air Force. This includes 1,984 small Navy kits, 3,344 medium Navy kits, 2,133 large Navy kits, 1,780 small Air Force face pieces; 24,432 medium Air Force face pieces, and 16,457 large Air Force face pieces. At this time, $8,253,858 of the funds has been obligated. Deliver dates begin June 30, 2003 at a rate of 7,000 units per month and continue at the same rate per month until production is complete. The Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-03-C-0058, P00001).

NAVY

Raytheon Systems, dba Raytheon Systems Co., Tucson, Ariz., is being awarded a ceiling-priced $35,133,328 undefinitized firm-fixed-price contract for the refurbishment and upgrade of 330 AIM-9M All Up Round (AUR) missiles and 36 AIM-9M Captive Air Training Missiles (CATM), including associated spare components and containers. These refurbished missiles will be sold to the governments of the United Arab Emirates (150 AUR and 20 CATM), Oman (100 AUR and 10 CATM), and the Czech Republic (80 AUR and 6 CATM) at a minimum exchange rate of 30:1. Work will be performed in Tucson, Ariz. (83 percent); Rock Center, W.V. (14 percent); and Andover, Mass. (3 percent), and is expected to be completed in February 2005. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. This contract combines purchases for the governments of the United Arab Emirates ($12,183,479; 46%); Oman ($7,659,152; 29%); and the Czech Republic ($6,507,552; 25%) under the Foreign Military Sales Program. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-03-C-0003).

Harper Construction Co., Inc., San Diego is being awarded $17,250,000 for firm-fixed-priced Task Order 002 under previously awarded construction contract (N68711-02-D-8019) for FY 03 project H-01-99-05, whole-house revitalization, phase V, Santa Cruz, San Miguel, Bard Estates, and Bruns Park Neighborhoods, Naval Base Ventura County, California. The work includes revitalization of 213 housing units, which are the fifth and final phase of a housing revitalization effort located in four housing areas. Work will be performed in Point Mugu, Calif. (75 percent) and Port Hueneme, Calif. (25 percent), and is to be completed by September 2004. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured via the NAVFAC e-solicitation website, with 11 proposals received and award was made on March 29, 2002. The total contract amount is not to exceed $250,000,000, which includes the base period and four option years. The multiple contractors (three in number) may compete for task orders under the terms and conditions of the existing contract. Three offers were received for this task order. The Naval Facilities Engineering Command, Southwest Division, San Diego, Calif., is the contracting activity.

McDonnell Douglas Corp., St. Louis is being awarded a $14,784,692 modification to a previously awarded firm-fixed-priced contract (N00019-03-C-6528) for the procurement of long lead parts and material needed for the production of eight T-45 training system airframes. Work will be performed in St. Louis (52 percent) and Warton, Brough, England (48 percent), and is to be completed in September 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Black Construction Corp., Barrigada, Guam, is being awarded a 13,464,000 firm-fixed-price contract for the wholehouse revitalization of 62 family housing units in the New Apra Heights housing complex in Guam. Work will be performed at Guam, Marianas Islands, and is to be completed by August 2003. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Naval Facilities e-solicitation Web Site, with eight offers received. The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-01-C-1360).

Combined Systems Inc.,* Plainview, N.Y., is being awarded a $13,200,000 fixed-price, indefinite-quantity/indefinite-delivery contract for a maximum of 800,000 non-lethal rubber ball cartridges and 800,000 foam rubber batons. Work will be performed in Jamestown, Penn., and is expected to be completed by June 2009. Contract funds in the amount of $1,925,220.88 will expire at the end of the current fiscal year. The solicitation was posted on the World Wide Web, with four offers received. The Naval Surface Warfare Center, Crane, Ind., is the contracting activity (N00164-03-D-0006).

ARMY

Alliant Techsystems Inc., Arden Hills, Minn., was awarded a $76,771,360 modification to a firm-fixed-price contract for 44,934 M831A1 TP-T 120mm cartridges and 103,466 M865 TPDCSC-T 120mm cartridges on Feb. 5, 2003. Work will be performed in Middletown, Iowa, and is to be completed by Oct. 31, 2004. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on Sept. 1, 1998, and two bids were received. The U.S. Army Joint Munitions Command, Rock Island, Ill., is the contracting activity (DAAA09-99-C-0020).

General Dynamics Ordnance & Tactical Systems, St. Petersburg, Fla., was awarded a $71,367,624 modification to a firm-fixed-price contract for 44,935 M831A1 TP-T 120mm cartridges and 103,467 M865 TPDSCS-T 120mm cartridges on Feb. 5, 2003. Work will be performed in Middletown, Iowa, and is to be completed by Sept. 30, 2004. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on Sept. 1, 1998, and two bids were received. The U.S. Army Joint Munitions Command, Rock Island, Ill., is the contracting activity (DAAA09-99-C-0021).

Lucent Technologies Inc., Murray Hill, N.J., was awarded a $3,115,238 increment as part of a $5,184,155 cost-plus-fixed-fee contract for technology for the frequency agile digitally synthesized transmitters on Jan. 30, 2003. Work will be performed in Murray Hill, N.J. (85 percent), Troy, N.Y. (2.3 percent), Richardson, Texas (5 percent), New York, N.Y. (2.7 percent), and Los Angeles (4.9 percent), and is to be completed by June 30, 2004. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via Broad Agency Announcement on April 25, 2002, and eight bids were received. The Defense Advanced Research Project Agency, Arlington, Va., is the contracting activity (MDA972-03-C-0027).

DEFENSE LOGISTICS AGENCY

ExxonMobil Fuels Marketing, Fairfax, Va., is being awarded a $12,996,800 fixed-price with economic-price adjustment type contract for JP5 gallons of fuel for the U.S. Navy. Work will also be performed in Sicily, Italy. The performance completion date is July 30, 2003. Contract funds will expire at the end of the current fiscal year. There were 11 proposals solicited and three responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-03-D-0487)
