NAVY

Lockheed Martin Tactical Systems, Naval Electronics & Surveillance Systems, St. Paul, Minn., is being awarded a $37,640,717 modification to a previously awarded firm-fixed-price contract (N00019-99-C-1275) to exercise an option for the manufacture, assembly, test, and installation of four anti-surface warfare improvement program kits for the P-3C Update III aircraft, installation of five electronic flight display systems, and associated data and sustaining engineering and logistics support. Work will be performed in Egan, Minn., (26 percent), Greenville, S.C. (22 percent); Clearwater, Fla. (16 percent); Farmingdale, N.Y. (11 percent); Burlington, Ontario, Canada (9 percent); Morgan Hill, Calif. (9 percent); and at various locations across the United States (7 percent), and is to be completed in June 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Sparton Defense Electronics, DeLeon Springs, Fla., is receiving a $14,156,370 split award of a firm-fixed-price contract for 30,636 AN/SSQ-53F sonobuoys and associated data. AN/SSQ-53F sonobuoys are dropped from various airborne platforms and utilized for search and detection of submerged submarines. Work will be performed in DeLeon Springs and is to be completed by February 2005. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured; three firms were solicited and two offers were received. The Naval Surface Warfare Center, Crane Division, Crane Ind., is the contracting activity (N00164-03-C-6717).

C-Systems International (*Hubzone), Alexandria, Va., is being awarded an estimated $7,077,751 indefinite-delivery and indefinite-quantity, multiple-award contract for administrative support services for the Naval Air Systems Command Aircraft Division's platform and weapons program offices. Work will be performed in Patuxent River, Md. (96 pecent); Jacksonville, Fla. (2 percent); Cherry Point, N.C. (1 percent), and Lakehurst, N.J. (1 percent), and is to be completed in February 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured under an electronic request for proposal as a small business set-aside with one hubzone reservation, with 79 proposals solicited and 23 offers received. Work will be performed in Patuxent River, Md. (96 percent); Jacksonville, Fla. (2 percent); Cherry Point, N.C. (1 percent), and Lakehurst, N.J. (1 percent), and is to be completed in February 2004. Contract funds in the amount of $100,000 will expire at the end of the current fiscal year. Undersea Sensor Systems Inc., Columbia City, Ind., is receiving a $5,754,399 firm-fixed-price contract for 10,398 AN/SSQ-53F sonobuoys and associated data. AN/SSQ-53F sonobuoys are dropped from various airborne platforms and utilized for search and detection of submerged submarines. Work will be performed in Columbia City, Ind. (95 percent) and Dartmouth, Nova Scotia, Canada, (5 percent), and is to be completed by February 2005. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured, with three proposals solicited and two offers received. The Naval Surface Warfare Center, Crane Division, Crane Ind., is the contracting activity (N00164-03-C-6716).

AIR FORCE

Raytheon Co., Goleta, Calif., is being awarded $27,946,744 firm-fixed-price contract modification to provide for AN/ALE-50(V) towed decoy, 1,012 each for the Air Force and 300 each for the Navy. Total funds have been obligated. This work will be completed by April 2005. The solicitation began in June 2001 and negotiations were completed in June 2002. The Headquarters Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-02-C-0383-P00002).

The Boeing Co., Fort Walton Beach, Fla., is being awarded a $18,965,025 cost-plus fixed-fee contract modification to provide for design and development effort for modification of one C-130 cargo aircraft to the current AC-130 gunship configuration. At this time, $14,223,025 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed by October 2005. The solicitation began in October 2002 and negotiations were completed in February 2003. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-02-C-2037-P00001).

DEFENSE LOGISTICS AGENCY

Coastal Aruba Refining Co., N.V., Houston is being awarded a $14,788,000 fixed-price with economic-price-adjustment type of contract for aviation turbine fuel-grade JP8 for Defense Energy Support Center. Work will also be performed in San Nicolas, Aruba. Performance completion date is April 30, 2004. Contract funds will expire at the end of the current fiscal year. There were 520 proposals solicited and 22 responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-03-D-0489)
