AIR FORCE

Cabrera Services Inc., East Hartford, Conn., is being awarded a $1,100,000,000 indefinite delivery/indefinite quantity contract to provide Professional Architect-Engineer (A&E) services to perform preliminary environmental assessment through remedial design and other A&E services in support of locations worldwide. Funds will be obligated as individual delivery orders are issued. The Air Force can issue delivery orders on the basis of fair opportunities to any of the participating contractors totaling up to the maximum amount indicated above, though actual requirements may necessitate less than this amount. Solicitation began in December 2002 and negotiations were completed in March 2003. This work will be completed by September 2011. The Air Force Center for Environmental Excellence, Brooks Air Force Base, Texas, is the contracting activity (F41624-03-D-8593).

Washington Group International, Boise, Idaho, is being awarded a $1,100,000,000 indefinite delivery/indefinite quantity contract to provide Professional Architect-Engineer (A&E) services to perform preliminary environmental assessment through remedial design and other A&E services in support of locations worldwide. Funds will be obligated as individual delivery orders are issued. The Boeing Co., Anaheim, Calif., is being awarded a $29,144,252 firm fixed price, cost plus award fee contract modification to provide Combat Survivor Evader Locator (CSEL) Low Rate Initial Production 2. Lot 3, will include the procurement of the following: 689-Radio Sets, 70-Radio Set Spares, 689-3 Year Standard Warranties, 55-Radio Set Adapters, 55-Radio Set Mission Landing Applications, 55-Radio Set Adapter Spares, 557-Prime Radio Set Batteries, 1,562-Rechargeable Radio Set Batteries, 97-Rechargeable Radio Set Battery Adapters, and 689-Warranty Exclusions. Additionally, this modification, Combat Survivor Evader Locator Block 2 will consist of software upgrades consisting of the following: all engineering development, logistics, systems engineering, configuration management, and testing necessary to redesign the CSEL system to meet interoperability requirements and associated information assurance mandates. The locations of performance are: Interstate Electronic Corp., Anaheim, Calif.; Senior System Technology, Palmdale, Calif.; The Boeing Co., Strategic Systems Group, Anaheim Calif. At this time, $12,937,036 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed April 2005. Negotiations were completed in April 2003. The Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-96-C-0020, P00123).

Flight Safety Services Corp., Centennial, Colo., is being awarded an $11,931,621 firm- fixed-price contract modification to update the Avionics Modernization Program (AMP) Engineering Manufacturing Development Weapon System trainer design baseline to include integration of AMP and non-AMP related modifications; enhance the debrief station with newer technology; and re-host the AMP operational flight program into a commercial personal computer compatible systems. Location of performance is Flight Safety Services Corp., Centennial, Colo., (25%); CAE Quebec, Canada (65%). Total funds have been obligated. This work will completed February 2005. The Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (F42630-99-C-0170-P00069).

NAVY

McDonnell Douglas Corp., a wholly owned subsidiary of the Boeing Co., St. Louis, Mo., is being awarded an estimated $57,100,000 cost-plus-incentive-fee, award-fee contract for the F/A-18 E/F Integrated Readiness Support Team (FIRST) Program to provide performance-based logistics (PBL) support strategy for the F/A-18 E/F air vehicle and the Advanced Targeting Forward Looking Infrared (ATFLIR) system. Work will be performed in St. Louis, Mo., and is expected to be completed in December 2003. Contract funds in the amount of $129,029 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-03-C-0041).

General Dynamics Armament and Technical Products, Burlington, Vt., is being awarded a $9,529,535 firm-fixed-price modification (N00024-01-C-5158) to exercise an option for AEGIS MK 82 Mod 0 Guided Missile Directors with MK 200 Mod 0 Director Controllers in support of Japanese (50%) and Korean (50%) Foreign Military Sales (FMS). This AEGIS equipment will be installed aboard Japanese Kongo Class Destroyer 2317 and Korean Class Destroyer KDX. Work will be performed in Burlington, Vt., and is expected to be completed in April 2005. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Electric Boat Corp., Groton, Conn., is being awarded a firm-fixed-price contract in the amount of $7,098,653 for Advance Planning associated with the Selected Restricted Availability (SRA) of USS Seawolf (SSN 21). The contractor will perform advance planning, design documentation, engineering, procurement, shipchecks, fabrication and preliminary shipyard work and/or any other work necessary to prepare and make ready for the accomplishment of alterations, repairs, maintenance, testing and routine work on SSN 21 during the SRA. Work will be performed in Groton, Conn., and is expected to be completed by February 2004. Contract funds in the amount of $6,197,000 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-03-C-4400).

ARMY

Honeywell International Inc., Phoenix, Ariz., was awarded on April 2, 2003, a $34,818,435 modification to a firm-fixed-price contract for the C47 Cargo Helicopter. Work will be performed in Phoenix, Ariz. (73%) and Greer, S.C. (27%), and is expected to be completed by Dec. 31, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 4, 2003. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-01-C-0152).

Genesoft Inc., South San Francisco, Calif., was awarded on April 8, 2003, a $5,500,465 modification to a cost reimbursement contract for development of countermeasures to biowarfare agents. Work will be performed in South San Francisco, Calif., and is expected to be completed by April 3, 2004. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via Broad Agency Announcement on Sept. 4, 2001, and 388 bids were received. The U.S. Army Robert Morris Acquisition Center, Research Triangle Park, N.C., is the contracting activity (DAAD19-03-C-0001).

DEFENSE LOGISTICS AGENCY

Terry Manufacturing Co. Inc.*(small disadvantaged business), Roanoke, Ala., is being awarded a $11,647,350 firm-fixed-price with indefinite quantity/delivery type of contract for coats for the U.S. Army, U.S. Navy, U.S. Air Force, and U.S. Marine Corps. Performance completion date is expected to be April 17, 2004. Contract funds will expire at the end of the current fiscal year. There were 64 solicitations and 15 responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0100-00-D-0320).

Refinery Associates of Texas Inc.*, New Braunfels, Texas, is being awarded $7,675,524 fixed price with economic price adjustment for turbine fuel for Defense Energy Support Center. This contract is for the period May 1, 2003 through June 30, 2003, with a 30-day carry-over period. Performance completion date is expected to be June 30, 2003. Contract funds will expire at the end of the current fiscal year. There were 11 solicitations and four responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-03-D-0498).
