ARMY

ELMCO Inc., Huntsville, Ala., was awarded on April 15, 2003, a $5,244,717 increment as part of a $23,718,814 cost-plus-fixed-fee contract for design, development, integration, testing and utilization of a Family of Systems Simulation capability. Work will be performed in Huntsville, Ala., and is expected to be completed by April 14, 2004. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Aug. 26, 1999, and eight bids were received. The U.S. Army Space and Missile Defense Command, Huntsville, Ala., is the contracting activity (DASG60-00-C-0059).

L3 Communications Systems-West, Salt Lake City, Utah, was awarded on April 14, 2003, a $23,487,051 firm-fixed-price, cost-plus-fixed-fee, time and materials contract for the Tactical Super High Frequency Satellite Terminal. Work will be performed in Salt Lake City, Utah, and is expected to be completed by April 6, 2010. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Oct. 31, 2002, and four bids were received. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-03-C-A005).

Electronic Data Systems, Herndon, Va., was awarded on April 16, 2003, a $17,160,000 firm-fixed-price contract for implementation of the Command Communications Survivability Program. Work will be performed in Arlington, Va., and is expected to be completed by April 30, 2005. Contract funds will not expire at the end of the current fiscal year. There were three bids solicited on Nov. 8, 2002, and two bids were received. The Pentagon Renovation Office, Arlington, Va., is the contracting activity (MDA947-03-C-0006).

Kiewit Construction Co., Anchorage, Alaska, was awarded on April 15, 2003, a $16,675,000 firm-fixed-price contract for construction of a complete and useable range maintenance facility. Work will be performed at Eielson Air Force Base, Alaska, and is expected to be completed by August 2005. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Sept. 25, 2002, and two bids were received. The U.S. Army Engineer District, Elmendorf Air Force Base, Alaska, is the contracting activity (DACA85-03-C-0005).

ITT Aerospace Communications Division, Fort Wayne, Ind., was awarded on April 14, 2003, a $6,975,000 firm-fixed-price contract for 248 Near Term Digital Radios and INFOSEC Upgrade Kits. Work will be performed in Fort Wayne, Ind. (75%), and at other locations to be obligated upon definitization (25%), and is expected to be completed by July 30, 2003. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 27, 2003. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-03-C-E406).

AIR FORCE

Thales-Raytheon Systems, Fullerton, Calif., is being awarded a $22,272,000 firm-fixed-price contract to provide the Battle Control System-Fixed Spiral 1 System. This will provide North American Aerospace Defense Command (NORAD) and Pacific Command commanders with an interoperable, open-architecture air defense command and control platform in support of NORAD's homeland defense mission. Total funds have been obligated. This work will be completed by January 2005. Solicitation began in January 2003, and negotiations were completed in April 2003. The Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-03-C-0046).

NAVY

Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded a $21,335,815 modification to a previously awarded cost-plus-incentive-fee contract (N00019-00-C-0183) for the procurement of one CV-22 aircraft crew trainer for the Air Force Flight Training School located at Hurlburt Field, Fort Walton Beach, Fla. Work will be performed in Fort Worth, Texas (45%); Tulsa, Okla. (45%); Philadelphia, Pa. (8%); and Fort Walton Beach, Fla. (2%), and is expected to be completed in July 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Ahtna Government Services Corp.*, Anchorage, Alaska, is being awarded $7,109,164 for Task Order 0001 and Task Order 0002 of a firm-fixed-price, multi-contaminant remedial action contract. Task Order 0001 ($2,906,525) is for the construction of a landfill cap for the Rubble Disposal Area and Task Order 0002 ($4,202,639) is for the construction of a landfill cap for the West Gate Landfill. This contract contains options that, if exercised, would bring the total cumulative value of this contract to a not to exceed amount of $30,000,000. Work will be performed in South Weymouth, Mass., and is expected to be completed by June 2005. Contract funds will not expire at the end of the current fiscal year. This contract was a sole source negotiated procurement awarded under Section 8(a) of the Small Business Act. The Engineering Field Activity Northeast, Naval Facilities Engineering Command, Lester, Pa., is the contracting activity (N62472-03-D-0022).

DEFENSE LOGISTICS AGENCY

Woodward Governor Co., Rockton, Ill., is being awarded a $5,116,568 fixed-price with economic price adjustment type of contract for aircraft parts for the U.S. Navy and U.S. Air Force. Performance completion date is expected to be Jan. 30, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source solicitation. The Defense Supply Center Richmond, Richmond, Va., is the contracting activity (SP0400-03-D-9402).
