DEFENSE LOGISTICS AGENCY

Lankford/Sysco Food Services Inc., Pocomoke City, Md., is being awarded a $25,100,000 indefinite-quantity/delivery type of contract for prime vendor food and beverage support for the U.S. Army. Performance completion date is expected to be May 29, 2004. Contract funds will expire at the end of the current fiscal year. There were 140 solicitations, and five responded. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SPM300-03-D-2978).

The Public Warehousing Co., KSC, Safat, Kuwait, is being awarded a $22,391,904 firm-fixed-price with indefinite-quantity type of contract for prime vendor for food and non-food products for the U.S. Army, U.S. Navy and U.S. Air Force. Work also will be performed in Pocomoke City, Md., and Doha City, Qatar. Performance completion date is expected to be June 30, 2004. Contract funds will expire at the end of the current fiscal year. There were 500 solicitations, and two responded. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0300-03-D-3061).

AIR FORCE

Rockwell Collins Inc., Cedar Rapids, Iowa, is being awarded an $11,351,483 contract; Raytheon Co., El Segundo, Calif., is being awarded an $11,298,869 contract; and L3/Interstate Electronics Corp., Anaheim, Calif., is being awarded a $10,425,619 contract. These programs research and development announcement (PRDA) contracts are intended to reduce risk and advance technology required for the future development of modernized military Global Positioning System User Equipment (MUE). The desired outcome at the conclusion of the PRDA contract is a more complete understanding by the government and industry of the technical and implementation requirements and associated risk regarding the implementation, certification, integration and operation of the MUE security architecture; the ability to design, develop and produce MUE that can effectively detect, acquire, track and process M-Code and M-Code navigation data under nominal and stressed conditions; and the feasibility and advisability of implementing Y-Code signal in MUE. Locations of performance are Rockwell Collins Inc., Rapids, Iowa; Raytheon Co., El Segundo, Calif.; and L3/Interstate Electronic Corp., Anaheim, Calif. At this time, $777,000 (Rockwell Collins Inc.), $810,000 (Raytheon Co.), and $630,000 (L3/Interstate Electronics Corp.) of the funds have been added. This work will be completed by February 2005. Solicitations were completed in February 2003. The Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity.

Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $10,524,089 contract to provide for contractor engineering technical services in support of the F-16 aircraft for foreign military sales requirements. At this time, no funds have been obligated. This work will be completed in December 2004. Solicitation began in April 2002, and negotiations were completed in May 2003. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33600-02-D-0015).

Sabreliner Corp., St. Louis, Mo., is being awarded a $10,473,652 firm-fixed-price contract modification to provide for C-20 contractor logistics support for the C-20 aircraft. Total funds have been obligated. This work will be completed in September 2003. Solicitations began March 2003, and negotiations were completed in May 2003. The Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (F34601-95-C-0538, P00338).

Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $9,453,139 contract to provide for contractor engineering technical services in support of the F-16 aircraft for foreign military sales requirements. At this time, no funds have been obligated. This work will be completed in December 2004. Solicitation began in April 2002, and negotiations were completed in May 2003. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33600-02-D-0014).

Rhino Corps., Albuquerque, N.M., is being awarded a $5,600,000 cost-plus-fixed-fee contract to provide for the integration of program management, engineering, scientific, computational, analysis, testing, technical reporting, documentation, targeting/intelligence and office administration in support of Nuclear Weapons and Counterproliferation Agency programs. At this time, $400,000 of the funds has been obligated. This work will be completed in May 2005. Solicitations began in January 2003, and negotiations were completed in April 2003. The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (F29601-03-C-0203).

NAVY

Brown & Root Services, a division of Kellogg Brown & Root, Arlington, Va., is being awarded $10,704,503 for Task Order 0039 under a cost reimbursement, indefinite-delivery/indefinite-quantity construction contract for Camp Fox retrograde facilities. Work includes construction and maintenance of temporary warehouse facilities, gravel and concrete hardstands, area lighting, vehicle/equipment wash facilities and equipment, billeting facilities, unimproved road repair and maintenance and water delivery. Work will be performed at Camp Fox, Kuwait, and is expected to be completed by July 2003. Contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 44 proposals solicited, three offers received and award made on June 29, 2000. The total contract amount is not to exceed $300,000,000, which includes the base period and four option years. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-00-D-0005).

Litton Systems Inc., Navigation Systems Division, Woodland Hills, Calif., is being awarded an $8,908,845 modification to a previously awarded firm-fixed-contract (N00421-01-C-0260) to exercise an option for the procurement of 55 CN-1649/ASN-139 inertial navigation units and 55 MT-6436/ASN-139 inertial mounts for the U.S. Navy F/A-18 E/F aircraft (45 each) and the E-2C aircraft (10 each). Work will be performed in Salt Lake City, Utah (90%), and Woodland Hills, Calif. (10%), and is expected to be competed in July 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command Aircraft Division, Patuxent River, Md., is the contracting activity.
