TRICARE MANAGEMENT ACTIVITY
Martin's Point Health Care, Portland, Maine, was awarded a sole-source contract of $93,458,710 (DASW01-03-C-0049); Brighton Marine Health Center, Boston, Mass., was awarded a sole-source contract of $69,058,944 (DASW01-03-C-0051); Johns Hopkins Medical Services Corp., Baltimore, Md., was awarded a sole-source contract of $118,288,092 (DASW01-03-C-0052); CHRISTUS Health, Houston, Texas, was awarded a sole-source contract of $112,219,718 (DASW01-03-C-0050); and Pacific Medical Clinics, Seattle, Wash., was awarded a sole-source contract of $95,974,536 (DASW01-03-C-0048). These organizations are being awarded contracts to continue providing health care services to enrolled TRICARE beneficiaries in their respective geographic service areas for a 12-month base period and four 12-month option periods. The contract award of approximately $489,000,000 is a firm-fixed price for the 1-year base period, with health care services beginning June 1, 2003. By law, the contracts are negotiated and entered into on a sole-source basis. Solicitations began in October 2002, and the contracts are expected to be completed in May 2008. The Department of the Army, Defense Contract Command-Washington, is the contracting activity.
BTG Inc., Fairfax, Va., is being awarded a $32,890,308 contract modification to provide for integrated broadcast service (IBS). The goal is to integrate the four near-real-time intelligence broadcast systems into an integrated, interactive service, using a common format, a common radio and theater-tailorable dissemination architecture. This contract action provides for installation of the first information management element (IME) at the IBS facility, providing IBS with a single-site initial operational capability; installation of the second, third and fourth IME in combatant command facilities, providing IBS with a global initial operational capability; upgrade of each IME to at least a threshold full operational capability; a "final service activation" to each IME, consisting of, at minimum, a hardware and software technical refresh (optional); procurement of on-site contractor support for each IME location; procurement of contractor help desk support beginning with the first IME delivery/upgrade; and procurement of one additional special study. At this time, $6,387,274 of the funds has been obligated. This work will be complete June 2009. General Dynamics Advanced Information Systems Inc., Bloomington, Minn., is being awarded an estimated value $24,606,753 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of AN/AYK-14(V) Navy standard airborne computer weapons replaceable assemblies, shop replaceable assemblies and associated equipment and services for installation in scheduled aircraft production deliveries, aircraft upgrades and associated Naval inventory control point fleet spares. Platforms utilizing the AN/AYK-14(V) include domestic and foreign military sales F/A-18, AV-8B, F-14, EA-6B, E-2C, SH-60B and EP-3E. Work will be performed in Bloomington, Minn., and is expected to be completed in November 2004. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-03-D-0039).
Purdy Corp., Manchester, Conn., is being awarded a $16,289,583 firm-fixed-price, long-term requirements contract for four similar spindles assemblies used in support of the H-60 aircraft. Work will be performed in Manchester, Conn., and is expected to be completed by August 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured, with two proposals solicited and two offers received. The Navy Inventory Control Point Philadelphia, Pa., is the contracting activity (N00383-03-D-009N).
Forrester Construction Co., Rockville, Md., is being awarded $9,011,120 for firm-fixed-price Task Order 0017 under an indefinite-quantity multiple award construction contract for a bachelor enlisted quarters replacement at Naval Air Facility, Andrews Air Force Base. The work to be performed under this task order includes the demolition of existing Building 1686 along with the associated lot along Colorado Avenue and the design and construction of a new 60 1+1 unit, 3-story, 3,960-square-meter bachelor enlisted quarters, site improvement, utility connections and incidental related work. Work will be performed in Camp Springs, Md., and is expected to be completed by May 2005. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured, with 60 proposals solicited, 24 offers received and award made to multiple contractors on Aug. 19, 1999. The basic total contract amount for all contractors is not to exceed $500,000,000 (base period and four option years). The multiple contractors (five in number) may compete for task orders under the terms and conditions of the existing contract. Four offers were received for this task order. The Engineering Field Activity Chesapeake, Naval Facilities Engineering Command, Washington, D.C., is the contracting activity (N62477-99-D-0118).
ManTech Systems Engineering Corp., Fairfax, Va., is being awarded an $8,920,114 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee (completion) modification to previously awarded contract (N00167-00-D-0110) for 93,234 hours of additional engineering and technical support for the design, development, operation and maintenance of Naval vehicle ship acoustics and acoustic technology. Work will be performed in Fairfax, Va., and is expected to be completed by October 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Surface Warfare Center, Carderock Division, West Bethesda, Md., is the contracting activity.
