MISSILE DEFENSE AGENCY

Lockheed Martin Space Systems Co., Sunnyvale, Calif., is being awarded an indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract to deliver manufacturing improvements in optics production for the Airborne Laser. The period of performance for this award is from August 2003 through Aug. 22, 2013. The value of this contract is not to exceed $250,000,000. The scope of the initial effort, valued at $6,756,444, is to improve process controls for the grinding, coating and polishing of large and small optics. Tesoro Refining & Marketing Co., San Antonio, Texas, is being awarded a $179,958,345 fixed-price with economic price adjustment type of contract for fuel for the Defense Energy Support Center. NAVY

Toyon Research Corp.*, Goleta, Calif., is being awarded a not-to-exceed $21,750,000 indefinite-delivery, indefinite-quantity contract for a Phase III Small Business Innovative Research (SBIR) Program under Topic N99-193, entitled "GPS Ground Plane Nulling Antenna." The contractor will provide services and materials for engineering tasks including research and development, prototype development and fabrication, demonstration/validation, product development services, product application studies and modeling, fabrication/production of hardware, software design, software development and fabrication, retrofitting developed products into existing air- and sea-based platforms and in-service engineering pertaining to the development of inexpensive, lightweight antennas designed as drop-in replacements for existing antennas on DoD platforms. Work will be performed in Goleta, Calif., and is expected to be completed in August 2008. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured using SBIR Program solicitation under Topic N99-193, and six offers were received. The Naval Air Systems Command Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-03-D-0147).

Lockheed Martin Corp., Information Systems Division, Orlando, Fla., is being awarded a $17,237,208 modification to a previously awarded firm-fixed-priced contract (N00019-00-C-0480) to exercise an option for the development of 93 test program sets in support of the Navy’s F/A-18 platforms. Work will be performed in Orlando, Fla., and is expected to be completed in October 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded a $14,624,557 firm-fixed-priced order against a previously issued basic ordering agreement (N00019-03-G-0009) to procure retrofit kits, tooling, support equipment, design and development efforts and technical data necessary to incorporate several engineering change proposals, which are for various structural repairs and enhancements, into the F/A-18E/F aircraft. Work will be performed in El Segundo, Calif. (60%), and St. Louis, Mo. (40%), and is expected to be completed in December 2006. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded an $8,608,940 cost-plus-incentive-fee modification to the previously awarded V-22 engineering, manufacturing and development contract (N00019-93-C-0006) for the aircraft battle damage repair manual. This manual will provide the aircraft battle damage repair engineers with enough information to design adequate repairs for a damaged V-22 aircraft in a wartime environment. Work will be performed in Ridley Park, Pa. (50%), and Fort Worth, Texas (50%), and is expected to be completed in August 2006. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

AIR FORCE

Essex Cryogenics, St. Louis, Mo., is being awarded a $13,198,169 firm-fixed-price contract to provide for next generation portable therapeutic liquid oxygen, first article (one each) and production best estimated quantity (502 each). At this time, $866,852 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by August 2008. Solicitation began April 2003, and negotiations were completed August 2003. Headquarters 311th Human Systems Wing, Brooks City-Base, Texas, is the contracting activity (F41624-03-D-1014).

Lockheed Martin Missiles and Space, King of Prussia, Pa., is being awarded a $6,786,942 firm-fixed-price contract modification to pour six Apogee kick motors for the modernized Block IIR space vehicles. Lockheed Martin will perform this effort at Alliant Techsystem, Elkton, Md. Total funds have been obligated. This work will be complete by December 2005. Negotiations were completed July 2003. U.S. SPECIAL OPERATIONS COMMAND

Aircraft Materials Ltd., Devonshire, United Kingdom, is being awarded an indefinite-quantity, indefinite-delivery contract with firm-fixed-price, cost and labor-hour line items for new 11-meter airdrop platforms, repairs to existing government-owned airdrop platforms and sustaining engineering in support of U.S. Special Operation Command PEO Maritime and Rotary Wing. The maximum dollar value of this contract is $8,000,000 and $18,869 (estimated) for the first delivery order. The work will be performed in the United Kingdom and Fayetteville, N.C., and delivery orders may be issued from Aug. 22, 2003, to Dec. 31, 2008. This contract was awarded on a sole-source basis pursuant to 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The contract number is USZA22-03-D-0011, and the first delivery order is USZA22-03-D-0011-0001. The U.S. Special Operations Command, MacDill Air Force Base, Fla., is the contracting activity.
