CONTRACTS

 

NAVY

 

            Lockheed Martin Tactical Systems, Eagan, Minn., is being awarded a $27,574,754 indefinite-delivery/indefinite-quantity contract for system design, development, hardware procurement, test and evaluation, installation and life cycle support to integrate data link functionality and C4ISR capability onto various Taiwan military platforms and sites.  This contract contains options, which if exercised, would bring the total cumulative value of this contract $2,151,104,675.  This contract involves Foreign Military Sales to Taiwan (100%).  Work will be performed in San Diego, Calif. (72.8%); Taiwan (14.6%); Eagan, Minn. (3.3%); various other U.S. locations (9.3%) and is expected to be completed by June 2004.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with unlimited proposals solicited and two offers received via the Space and Naval Warfare Systems Command E-commerce web site.  The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-03-D-0085).

 

            DG21, Dallas, Texas, is being awarded an estimated $6,496,400 modification to increase the indefinite-quantity portion of the fourth option period under a combination firm-fixed price, indefinite-quantity contract with award fee provisions for base operating support services at the U.S. Navy Support Facility, Diego Garcia, in support of Operation Enduring Freedom and Operation Iraqi Freedom and its mission in Diego Garcia.  The award of this increase to option four brings the total contract value to $285,583,289.  Work will be performed at the U.S. Navy Support Facility, Diego Garcia, British Indian Ocean Territory, and is expected to be completed by May 2006.  Contract funds will expire at the end of the current fiscal year.  The basic contract was competitively procured with 28 proposals solicited, two offers received, and award made to DG21 on March 8, 1999.  The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-98-D-4500).

 

            Unidyne Corporation, Norfolk, Va., is being awarded an $8,415,530 modification to a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract (N65236-99-D-3812) for an increase in the number of man-hours in the level of effort for engineering, technical, and logistics services for the installation, removal, and testing of navigation and other systems in ships and shore facilities supporting Naval Sea Systems Command.  This modification is for an increase to the current, fourth option year and will bring the cumulative value of the contract to $52,301,688.  Work will be performed in Norfolk, Va. (90%); San Diego, Calif. (5%); and Groton, Conn. (5%), and is expected to be completed by December 2003.   The originial contract was competitively procured under full and open competition.  This modification was negotiated on a sole source basis with Unidyne Corp., the incumbent contractor.  The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity.

 

            Naval Systems Associates, LC, Columbia, Md., is being awarded a $41,611,528 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, completion contract for naval architecture and marine engineering services to improve the performance, effectiveness and affordability of ship/submarine design, manufacture and support through management, assessment, research, development and integration of current and emerging technologies.  Work will be performed in Columbia, Md., and is expected to be completed by September 2008.  Contract funds will not expire at the end of the current fiscal year.  The contract was competitively procured and advertised on the Internet, with two offers received.  The Naval Surface Warfare Center, Carderock Division, West Bethesda, Md., is the contracting activity (N00167-03-D-0075).

 

            Titan Corporation, Mt. Laurel, N.J., is being awarded a $8,840,575 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for engineering and technical services to support Space and Naval Warfare Systems Command Joint Unmanned Aerial Vehicle Operations to include hardware integration, systems engineering, software engineering and software integration.  This contract includes options, which if exercised, would bring the total cumulative value of this contract to $36,662,710.  Work will be performed in Charleston, S.C. (25%) and Norfolk, Va. (75%) and is expected to be completed by September 2004.  Contract funds will not expire at the end of the fiscal year.  This contract was competitively procured under full and open competition.  The Request for Proposal was posted on the SPAWAR Business Opportunity website. Fifty offerors were registered on the SPAWAR E-commerce web site, with two offers received.  The Space and Naval Warfare Systems Center, Charleston, is the contracting activity (N65236-03-D-7849).

 

            McDonnell Douglas Corp., a wholly-owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded a $14,968,538 delivery order under a previously awarded cost-plus-fixed-fee indefinite-delivery/indefinite-quantity contract (N68335-00-D-0102) for the design, development, demonstration, and production of two consolidated automated support system (CASS) operational test program sets for the F/A-18 advanced targeting forward looking infrared shop replaceable assembly.  Work will be performed in St. Louis, Mo., and is expected to be completed in February 2007.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

 

            Lockheed Martin Mission Systems and Sensors, Eagan, Minn., is being awarded a $14,400,000 modification to a previously awarded firm-fixed-price contract (N00019-99-C-1275) to exercise an option to provide non-recurring engineering in support of the P-3 anti-submarine warfare improvement program (AIP) digital instantaneous frequency measurement effort.  Work will be performed in Morgan Hill, Calif. (63%); Egan, Minn. (36%); and Greensville, S.C. (1%), and is expected to be completed in September 2005.  Contract funds in the amount of $1,777,619 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-99-C-1275).

 

            Black Construction Corporation, GMF, Guam, is being awarded a $6,617,567 firm-fixed-price contract for design and construction of Phase III of the Army National Guard Readiness Center at Barrigada, Guam, to provide a modern facility to house the Headquarters of the Guam Area Command.  Work will be performed in Barrigada, Guam, Marianas Islands, and is expected to be completed by July 2005.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with 10 proposals solicited and two offers received.  The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-03-C-1303).

           

AIR FORCE

 

            Chugach Eareckson Support Services, Anchorage, Alaska, is being awarded an $18,373,700.21 firm fixed price with award fee contract modification to provide for operation, maintenance of the Eareckson Air Station for twelve months period (Oct. 1, 2003 through Sept. 30, 2004).  At this time, $15,818,912 of the funds has been obligated.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by September 2004.  Pacific Air Forces, Elmendorf AFB, Alaska, is the contracting activity (F65501-00-C-0005).

 

            Dyncorp Technical Services, Vance Air Force Base, Okla., is being awarded a $59,040,267 fixed price incentive firm target with award fee contract modification to provide for operation and maintenance for Vance Air Force Base, Okla. in support of the T-37/T-38/T-1A/T-38C/T-6 undergraduate pilot training for the third option year/period Oct. 1, 2003 through Sept. 30, 2003.  No funds have been obligated.  This work will be complete by September 2004.  Air Education and Training Command, Randolph AFB, Texas, is the contracting activity (F41689-00-C-0503, P00027).

 

            Lockheed Martin Missiles and Fire Control, Orlando, Fla., is being awarded a $18,460,262 firm fixed price, indefinite delivery delivery/indefinite quantity contract to provide for advanced targeting pods, containers, pylons, warranty, spares, and associated support.  The mission involves the Air Force (Air Combat Command) and the Air National Guard.  The manor objective of the program is to acquire state-of-the-art targeting pods to support the F-16 and F-15 aircraft.  Total funds have been obligated.  This work will be complete by January 2005.  Solicitation began March 2001 and Negotiations were completed July 2001.  The Headquarters Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-D-2029).

 

 

            The Phoenix Management Incorporated, Austin, Texas, is being awarded a $11,303,811 firm fixed price award fee contract modification to provide for option year II of multi-wing logistics support acquisition encompassing supply and fuels management at five Air Force Space Command Wings as well as inclusion of wing-unique functions such as:  vehicle operations and maintenance, surface freight, and material control.  Period of performance is Oct. 1, 2003 through  Sept. 30, 2004.  Phoenix Management Incorporated will perform services on government military installations.  Option Year II covers Peterson, Buckley, Schriever, Malmstrom and FE Warren Air Force Base.  No funds have been obligated.  This work will be complete by September 2004.  The 21st Space Wing, Peterson Air Force Base, Colo., is the contracting activity (F05603-01-C-0001, P00056).

 

            United Technologies Corp., East Hartford, Conn., is being awarded a $7,039,885 firm fixed price contract to provide for Duct Fan 67 each, applicable to the F100-220/220E engine.  Total funds have been obligated.  This work will be complete by July 2005.  Solicitation began December 2002 and Negotiations were completed August 2003.  The Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (F34601-01-G--0006-0671).

 

ARMY

 

            Nan Inc., Honolulu, Hawaii, was awarded on Sept. 11, 2003, a $54,950,000 firm-fixed-price contract for renovation of four three-story concrete buildings to house the barracks, community activities, company operations, battalion headquarters and dining facilities.  Work will be performed in Oahu, Hawaii, and is expected to be completed by March 28, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were 34 bids solicited on July 3, 2003, and three bids were received.  The U.S. Army Engineer District, Fort Shafter, Hawaii, is the contracting activity (DACA83-03-C-0014).

 

            J. Kokolakis Contracting Inc., Rocky Point, N.Y., was awarded on Sept. 11, 2003, an $11,709,300 firm-fixed-price contract for an air traffic control tower and crash fire station.  Work will be performed at Mac Dill Air Force Base, Fla., and is expected to be completed by Dec. 20, 2004.  Contract funds will not expire at the end of the current fiscal year.  There were 197 bids solicited on June 19, 2003, and five bids were received.  The U.S. Army Engineer District, Mobile, Ala., is the contracting activity (DACA01-03-C-0019).

 

            A.S. Horner Inc., Albuquerque, N.M., was awarded on Sept. 11, 2003, an $8,714,000 firm-fixed-price contract for upgrade of Munitions Maintenance Storage Complex Security.  Work will be performed at Kirtland Air Force Base, N.M., and is expected to be completed by Sept. 24, 2004.  Contract funds will not expire at the end of the current fiscal year.  There were 43 bids solicited on June 18, 2003, and eight bids were received.  The U.S. Army Engineer District, Albuquerque, N.M., is the contracting activity (DACA47-03-C-0021).

 

DEFENSE LOGISTICS AGENCY

 

            DJ Manufacturing, Caguas*(In-HUB Zone), Puerto Rico, is being awarded a $7,128,960 firm fixed price with indefinite delivery type of contract for jackets for the U.S. Army.  Performance completion date is expected to be Sept. 9, 2004.  Contract funds will expire at the end of the current fiscal year.  There were 52 proposals solicited and eight responded.  The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa.  (SP0100-03-D-0329)

 

            American Power Source*, Fall River, Mass., is being awarded a $6,211,840 firm fixed price type of contract for jackets for the U.S. Army.  Performance completion date is expected to be Sept. 9, 2004.  Contract funds will expire at the end of the current fiscal year.  There were 52 proposals solicited and eight responded.  The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa.  (SP0100-03-D-0328)
