CONTRACTS

 

NAVY

 

            Parsons-UXB Joint Venture, Honolulu, Hawaii, is being awarded a $25,000,000 modification to increase the ceiling limit under a previously awarded cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract (N62742-95-D-1369) for unexploded ordinance clearance and environmental restoration of Kaho’olawe Island.  Work will be performed on Kaho’olawe Island, Hawaii, and is expected to be completed by November 2004.  Contract funds will not expire at the end of the current fiscal year.  The basic contract was competitively procured with 120 proposals solicited, eight offers received and award made on July 29, 1997.  The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity.

 

            Spec-Built Systems Inc., National City, Calif., is being awarded a $10,109,083 firm-fixed-price requirements contract for lightweight modular berths for installation onboard U.S. Naval ships.  Work will be performed in National City, Calif., and is expected to be completed by January 2007.  Contract funds will expire at the end of the current fiscal year.  The contract was competitively procured and advertised on the Internet, with three offers received.  The Naval Surface Warfare Center, Carderock Division, Philadelphia, Pa., is the contracting activity (N65540-04-D-0002).

 

            Northrop-Grumman St. Augustine, St. Augustine, Fla., is being awarded a $9,594,000 order under a previously awarded fixed-ceiling-price, definite-delivery/definite-quantity contract (N00383-99-G-019B) for repair of EA-6B outer wing panels.  Work will be performed at St. Augustine, Fla., and is expected to be completed by May 2005.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  Naval Inventory Control Point is the contracting activity. (Order 7031).

 

            Centennial Contractors Enterprises Inc., Vienna, Va., is being awarded $6,495,049 for firm-fixed-price Task Order 0035 under an indefinite-delivery/indefinite-quantity job order contract for repair of aircraft parking apron at Chambers Field, Naval Station, Norfolk.  Work will be performed in Norfolk, Va., and is expected to be completed by June 2005.  Contract funds will not expire at the end of the current fiscal year.  The basic contract was competitively procured with 50 proposals solicited, six offers received and award made on June 26, 2001.  The total contract amount is not to exceed $125,000,000, which includes the base period and four option years.  This task order was negotiated under the terms and conditions of the existing contract.  The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62470-01-D-1011).

 

DEFENSE LOGISTICS AGENCY

 

            Sysco/Louisville, Louisville, Ky., is being awarded $18,900,000 firm fixed price with indefinite/quantity delivery type of contract for prime vendor food and beverage support for the U.S. Army, U.S. Air Force and Job Corps.  Performance completion date is expected to be Oct. 30, 2004.  Contract funds will expire at the end of the current fiscal year.  There were 31 proposals solicited and four responded.  The contracting activity is the Defense Supply Center Philadelphia, Pa.  (SPM300-04-D-3021).

 

ARMY

 

            Oshkosh Truck Corp., Oshkosh, Wis., was awarded on Oct. 22, 2003, a $10,000,000 firm-fixed-price contract for rebuilding of a Family of Heavy Tactical Vehicles.  Work will be performed in Oshkosh, Wis. (75%) and St. Louis, Mo. (25%), and is expected to be completed by March 2004.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Oct. 1, 2003.  The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-04-C-0016).

 

            CAS Inc., Huntsville, Ala., was awarded on Oct. 22, 2003, a $7,925,339 modification to a firm-fixed-price contract for the Lower Tier Project Office Missile Systems Independent Integration Analysis.  Work will be performed in Huntsville, Ala., and is expected to be completed by Jan. 31, 2004.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on May 21, 2003, and one bid was received.  The U.S. Army Aviation and Missile Command, Huntsville, Ala., is the contracting activity (W31P4Q-04-C-0004).

 

            Raytheon Co., Tewksbury, Mass., was awarded on Oct. 27, 2003, a $7,651,380 modification to a firm-fixed-price and cost-plus-fixed-fee contract for 312 man-months of HAWK Technical Assistance.  Work will be performed in Egypt, and is expected to be completed by Dec. 31, 2005.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Dec. 31, 2002.  The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH01-03-C-0048).

 

            Parker Aerospace, Irvine, Calif., was awarded on Oct. 27, 2003, a delivery order amount of $4,170,114 as part of a $73,408,155 firm-fixed-price contract for spare parts in support of the Apache (AH-64), Blackhawk (UH-60), Chinook (CH-47), and Kiowa (OH-58) Helicopters and the T-700 engines.  Work will be performed in Irvine, Calif., and is expected to be completed by Sept. 30, 2007.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Oct. 16, 2002.  The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-03-D-0068).

 

            Northrop Grumman Systems Corp., Bethpage, N.Y., was awarded on Oct. 27, 2003, a $2,184,890 increment as part of a $14,119,375 cost-plus-fixed-fee contract for a Propulsion Prognosis System.  Work will be performed in Bethpage, N.Y. (37.8%), El Segundo, Calif. (5.7%), Alcoa Center, Pa. (6.2%), Sunnyvale, Calif. (2.5%), Pittsburgh, Pa. (2.3%), Ithaca, N.Y. (3.4%), Atlanta, Ga. (5.3%), Rochester, N.Y. (5.6%), Waltham, Mass. (3.3%), Bethlehem, Pa. (3.1%), Los Angeles, Calif. (1.5%), Mississippi State, Miss. (6.8%), Virginia Beach, Va. (5%), San Diego, Calif. (3.1%), Troy, N.Y. (1.4%), Strafford, Conn. (0.3%), Chelmsford, Mass. (3.7%), and Philadelphia, Pa. (3%), and is expected to be completed by Nov. 8, 2003.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via Broad Agency Announcement on Jan. 3, 2003, and 30 bids were received.  The Defense Advanced Research Projects Agency Contracts Management Office, Arlington, Va., is the contracting activity (HR0011-04-C-0003).

 

            Prestolite Electrical Inc., Ann Arbor, Mich., was awarded on Oct. 23, 2003, a delivery order amount of $125,013 as part of a $5,045,688 firm-fixed-price contract for an Alternating Generator.  Work will be performed in Arcade, N.Y., and is expected to be completed by Oct. 20, 2008.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on July 10, 2003, and two bids were received.  The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-03-D-S083).

 

AIR FORCE

 

            Lockheed Martin Missiles and Fire Control, Orlando, Fla., is being awarded a $9,579,547 firm fixed price contract to provide for Egypt Advanced Deployment Kit/Electro-Optical Test Set upgrade for LANTIRN Support Equipment.  At this time, $6,879,547 of the funds has been obligated.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by August 2005.  Solicitation began January 2003 and negotiations were completed September 2003.  Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-99-D-2046, 000204).

 

            The Boeing Co., St. Louis, Mo., is being awarded a $6,924,295 cost-plus fixed-fee contract modification.  This is a follow-on restructure of The Common Low Observable Verification System (CLOVers) program, which is an Air Force Development effort.  CLOVers is a common, easily deployable, user-friendly Low Observable Verification measurement System suitable for the flight line environment.  CLOVers primary function is to assess Radar Cross Section integrity to support and maintain stealth capabilities for various Air Force platforms such as B-2, F177 and F-22.  ACC approved the extension of the Engineering and Manufacturing Development program until Sept. 29, 2006 due to funding constraints.  The locations of performance are:  The Boeing Co., St. Louis, Mo. and Veridian Systems Division, 1925 Green Road, Ann Arbor, Mich. 48105.  No funds have been obligated.  This work will be complete by September 2006.  Solicitation began November 2001 and negotiations were completed June 2002.  Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-99-C-2023, P00022).

 

            Progressive, Arlington, Texas, is being awarded a $5,711,588 firm fixed price contract to provide for European Participating Air Forces High Priority Modification Kits in support of Falcon STAR program.  This contract is for the procurement of three types of F-16 modification kits in support of the program.  In total, 665 kits will be procured under the basic contract.  This effort supports foreign military sales to Belgium, Denmark, Netherlands, and Norway.  Total funds have been obligated.  This work will be complete by September 2008.  Solicitation began May 2003 and negotiations were completed October 2003.  The Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (FA8232-04-C-0001).
