CONTRACTS

 

AIR FORCE

 

Lockheed Martin-Mission Systems, Colorado Springs, Colo., is being awarded a $287,472,700 cost-plus award-fee contract modification.  This action definitizes the Target System Architecture supplemental agreement and the exercises the 4th option for the Integrated Space Command and Control (ISC2).  ISC2 will modernize the command and control (C2) system of North American Aerospace Defense Command and United States Strategic Command (USSTRATCOM) into and integrated, interoperable, state of the art capability to support the National Command Authority and the Canadian Chief of Defense Staff for the defense of North America.  The C2 system provides warning of ballistic missile, aircraft, space and information attacks against North America.  At this time, $48,513,799 of the funds has been obligated.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by December 2008.  The Electronic Systems Center Detachments, Peterson Air Force Base, Colo., is the contracting activity (F19628-00-C-0019, P00048).

 

Pratt and Whitney Military Aftermarket Services, San Antonio, Texas, is being awarded a $72,896,408 firm fixed price contract to provide for Overhaul and Repair of F100-PW-100/200/220/220E/229 engine modules applicable to the F-15 and F-16 aircraft.  No funds have been obligated.  This work will be complete by December 2009.  Solicitations began April 2003 and negotiations were completed December 2003.  The Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (FA8104-04-D-0010).

 

BAE Systems, Greenlawn, N.Y., is being awarded a $26,786,966 firm fixed price contract to provide for two reconnaissance pods and one ground station support equipment, technical manuals, spares, training, and repair services.  Total funds have been obligated.  This work will be complete by February 2009.  Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-04-C-3401).

 

The Boeing Co., Seal Beach, Calif., is being awarded an $11,000,000 cost-plus award-fee contract modification.  This modification is to cover the effort required to:  1) provide System Engineering support (i.e., system requirements development, concept of operations, Transition Plan, etc.) 2) perform associated design, coding, integration and testing development activities (i.e. data transfer automation between Legacy and the Architecture Evolutions Plan (AEP) software tools to support automated comparison of Legacy and AEP; etc.), 3) acquire the required hardware and software tools to support comparison of process test suites and High Fidelity System Simulator (HFSS)/System Simulators, etc.) 4) provide the necessary training and documentation, 5) perform the required confidence and system test activities, and 6) accomplish transition analysis (i.e., compare Legacy and AEP data/outputs, develop measurement tolerance, etc.  At this time, $5,700,000 of the funds has been obligated.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by January 2006.  Negotiations were completed December 2003.  The Headquarters Space and Missile Systems center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-96-C-0025, P00279).

 

            Raytheon Missile Systems, Tucson, Ariz., is being awarded a $7,720,536 firm fixed price, time and materials contract modification to provide for follow-on Sustaining Engineering Services for the Advanced Cruise Missile, AGM-129A.  At this time, $4,488,896 of the funds has been obligated.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by December 2004.  The Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (F34601-02-C-0090, P00052).

 

ARMY

 

Boeing Defense and Space Group, Philadelphia, Pa., was awarded on Dec. 19, 2003, a delivery order amount of $44,233,585 as part of a $44,233,585 firm-fixed-price contract for Aft, Forward, and Combining Transmissions.  Work will be performed in Ridley Park, Pa., and is expected to be completed by Sept. 30, 2006.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on July 31, 2003.  The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-03-G-0012).

 

Oshkosh Truck Corp., Oshkosh, Wis., was awarded on Dec. 19, 2003, a $39,496,310 modification to a firm-fixed-price contract for rebuild of the Palletized Load System M1074/M1075 and the Palletized Load System Trailer, Heavy Equipment Transport M1070 and the Heavy Equipment Transport Trailer M1000, and the Heavy Expanded Mobility Tactical Truck Family of Vehicles.  Work will be performed in Oshkosh, Wis. (75%) and St. Louis, Mo. (25%), and is expected to be completed by Sept. 30, 2004.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Oct. 1, 2003.  The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-04-C-0016).

 

Lockheed Martin Missiles and Fire Control, Orlando, Fla., was awarded on Dec. 22, 2003, a delivery order amount of $7,577,037 as part of an $11,163,597 firm-fixed-price contract for a Sight/Pilot Night Vision Sensor.  Work will be performed in Orlando, Fla., and is expected to be completed by Dec. 31, 2004.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Oct. 24, 2003.  The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-99-G-0013).

 

General Dynamics Armament and Technical Products, Burlington, Vt., was awarded on Dec. 23, 2003, a $5,451,123 increment as part of a $63,760,936 cost-plus-fixed-fee contract for further development of the ammunition and weapon for the XM307 weapon system.  Work will be performed in Burlington, Vt., and is expected to be completed by Dec. 31, 2004.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Oct. 31, 2003.  The U.S. Army Tank-Automotive and Armaments Command, Picatinny Arsenal, N.J., is the contracting activity (DAAA21-94-C-0049).

 

Fordice Construction Co.*, Vicksburg, Miss., was awarded on Dec. 19, 2003, a $5,446,160 firm-fixed-price contract for casting 90,000 squares of articulated concrete mattresses.  Work will be performed in St. Francisville, La., and is expected to be completed by Aug. 27, 2004.  Contract funds will not expire at the end of the current fiscal year.  There were 14 bids solicited on Oct. 3, 2003, and two bids were received.  The U.S. Army Corps of Engineers, New Orleans, La., is the contracting activity (W912P8-04-C-0014).

 

Northrop Grumman Electronic Systems, Belcamp, Md., was awarded on Dec. 22, 2003, a $4,615,000 increment as part of a $17,734,770 cost-plus-fixed-fee contract to acquire logistic support services for maintenance of the Airborne Reconnaissance Low Multifunction aircraft fleet.  Work will be performed in Belcamp, Md., and is expected to be completed by Jan. 30, 2004.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Dec. 19, 2003.  The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-03-C-P404).

 

Kiewit Pacific, Vancouver, Wash., was awarded on Dec. 22, 2003, a $1,000,000 increment as part of an $11,330,000 firm-fixed-price contract for emergency repair of Navigation Lock at John Day Dam.  Work will be performed in Klickitat, Wash., and is expected to be completed by July 7, 2004.  Contract funds will not expire at the end of the current fiscal year.  There were 93 bids solicited on Nov. 20, 2003, and two bids were received.  The U.S. Army Engineer District, Portland, Ore., is the contracting activity (W9127N-04-C-0006).

 

 

DEFENSE LOGISTICS AGENCY

 

Johnson Outdoors, Binghamton, N.Y., is being awarded $42,900,000 firm fixed price type of contract for a modular, general-purpose tent system for the U.S. Army and U.S. Navy.  Performance completion date is expected to be April 11, 2005.  Contract funds will expire at the end of the current fiscal year.  There was one proposal solicitation and one responded.  The contracting activity is Defense Supply Center Philadelphia, Philadelphia, Pa.  (SP0100-01-C-6502).

 

NAVY

EG&G Technical Services, Gaithersburg, Md., is being awarded a $25,140,104 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee pricing contract for engineering, technical and logistics services for programs support in the following functional areas: programmatic, training, assessments, Planned Maintenance Systems (PMS), logistics and Continuous Integrated Logistics Support (CILS).  The contractor will also perform data analysis and reliability engineering and identification, compilation and production of measures of effectiveness (MOEs) and other metrics as required. This contract contains options, which if exercised, bring the total estimated value of the contract to $275,780,331.  Work will be performed at Norfolk, Va. (75%), other ports in the Continental US including New London, Conn.; Mayport, Fla.; Kittery, Maine; Ingleside, Texas; Cherry Point, N.C.; and Beaufort, S.C. (19%), Navy ships at sea (5%), and various ports outside the Continental US (1%).  Work is to be completed by December 2004.  Contract funds will expire at the end of the current fiscal year.  This contract was issued under full and open competition and posted to the Navy Electronic Commerce Online Web site, with two offers received.  The Fleet and Industrial Supply Center, Norfolk, Va., is the contracting activity (N00189-04-D-0010).

 

Sierracin Sylmar Corp., Sylmar, Calif., is being awarded a $7,201,920 requirements contract for the repair of day vision and night vision windscreens that are part of the F/A-18 aircraft.  This contract contains options, which if exercised, will bring the total cumulative value of this contract to $20,666,645.  Work will be performed in Sylmar, Calif., and is expected to be completed by December 2004.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Inventory Control Point, Philadelphia, Pa. is the contracting activity (N00383-04-D-024D).

 

            The Entwistle Co., Hudson, Mass., is being awarded a $5,684,780 firm-fixed-price contract for the purchase of catapult trough covers for use on USS John Stennis (CVN 74). The catapult trough covers make up the runway directly above the catapult on an aircraft carrier.   Work will be performed in Hudson, Mass. Work is expected to be completed by September 2004.  Contract funds will not expire at the end of the current fiscal year.  This contract was procured on a limited competitive basis.  The Naval Inventory Control Point, Mechanicsburg, Pa. is the contracting activity (N00104-04-C-CA07).

 

DEFENSE COMMISSARY AGENCY

 

Northeast Military Sales, Inc. of Sterling, Massachusetts was awarded a $14,315,626.32, firm fixed-price, Performance Based Service Acquisition contract for in-store delicatessen and bakery operations for product resale on December 23, 2003.  Work will be performed on-site at the delivery location as an operations service for delicatessen and bakery products at 10 commissary locations in the Defense Commissary Agency, Eastern Region.  The contract is for a base year beginning February 1, 2004 through January 31, 2006.  If both option years are exercised, to include four award terms the contract will be completed in January 31, 2012.  Contract funds will not expire at the end of the current fiscal year.  Twenty-two firms were solicited and five offers were received.  The contracting activity is the Defense Commissary Agency, Resale Contracting Division, Resale Services Support Branch, 1300 E Avenue, Fort Lee, VA 23801-1800.  (HDEC02-04-D-0019).
