CONTRACTS

 

NAVY

 

            Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $576,451,250 modification to convert a previously awarded undefinitized contract action (N00019-03-C-0044) to a definitized multiyear contract for the fiscal year 2004-2007 procurement of three Hawkeye 2000 E-2C (HE2K) aircraft and five trainer E-2C, as well as all associated support equipment, aircraft components, long-lead material items, integrated logistics support, logistics support, training, sustaining engineering, spare and repair parts, incorporation of engineering change proposals, repair and/or modification of government furnished property, and all associated publications and technical, financial and administrative data.  In addition, one HE2K and one E-2C trainer will undergo system development and demonstration (SDD) modification.  Work will be performed in St. Augustine, Fla., and is expected to be completed in September 2009.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

 

            Knight’s Armament Company, Vero Beach, Fla., is being awarded a potential value $14,700,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for maximum quantities of 22,000 suppressors, 10,000 compensators and 10,000 installations materials for the M4A1 carbine.  M4A1 suppressors and compensators suppress sound and flash for the standard M4A1 carbine while maintaining the point of impact.  Work will be performed in Vero Beach, Fla., and is expected to be completed by January 2009.  Contract funds will not expire at the end of the current fiscal year.  The contract was competitively procured via the Federal Business Opportunity website, with six proposals solicited and five offers received.  The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity (N00164-04-D-0003).

 

            Rockwell Collins Government Systems, Inc., Cedar Rapids, Iowa, is being awarded a $9,458,441 modification to a previously awarded firm-fixed-priced contract (N00019-02-D-3004) to exercise an option for 63 RT-1556B receiver transmitters, 3 RT-1747D receiver transmitters, 52 RT-1794 (c) receiver transmitters, 47 RT-1824 (c) receiver transmitters, and 1 RT-1851(C) receiver transmitter.  Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in January 2006.  Contract funds in the amount of $27,128 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

 

AIR FORCE

 

            Lockheed Martin, Sunnyvale, Calif., is being awarded a $471,983,874 cost-plus fixed-fee contract, and Boeing Satellite Systems, El Segundo, Calif., is being awarded a $471,999,016 cost-plus fixed-fee contract to provide for transformational communications military satellite communication space segment risk reduction and system definition phase.  The scope of activities for this effort include a robust risk reduction program (e.g. laser communication subsystem, satellite processor/router subsystem) and the necessary program management and systems engineering to develop an initial design of a system of survivable Satellite Operations Center, and CONUS gateway elements that are capable of the TCM requirements.  Locations of performance are:  Lockheed Martin Corp., Lockheed Martin Space System, Sunnyvale, Calif. and The Boeing Satellite System, El Segundo, Calif.  At this time, $35,000,000 of the funds has been obligated for both.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by March. 2006.  Solicitation began August 2003 and Negotiations were completed December 2003.  The Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (FA8808-04-C-0022, 0023).

 

            M7 Aerospace, San Antonio, Texas, is being awarded a $32,140,832 firm fixed price contract to provide for contractor logistics support for the C-20 Aircraft.  At this time, $9,444,861 has been obligated.  Further funds will be obligated as individual delivery orders are issued.  This work will be complete by September 2004.  Solicitation began June 2003 and Negotiations were completed December 2003.  The Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (FA8106-04-C-0003).

 

            Lockheed Martin Corp., Sunnyvale, Calif., is being awarded a $7,714,556 cost-plus award-fee modification.  This action exercises option 3 for continued orbital operations support for the Defense Satellite Communications System III program from Feb. 1, 2004 to Jan. 31, 2005.  Effort consists of satellite operations and operational software and hardware maintenance for normal and anomalous satellite operations and ground systems.  Total funds have been obligated.  This work will be complete by January 2005.  The Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-97-C-0042, P00096).

 

ARMY

 

            United Defense L.P., York, Pa., was awarded on Jan. 20, 2004, an $8,670,000 modification to a firm-fixed-price contract for 60 Bradley ugraded (recap) conduct of fire trainer units.  Work will be performed in York, Pa. (83%), Aiken, S.C. (5%), San Jose, Calif. (8%), and Fayette, Pa. (4%), and is expected to be completed by Dec. 30, 2005.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated in October 2003.  The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-C-M016).

 

            Alliant Techsystems, Plymouth, Minn., was awarded on Jan. 20, 2004, a $6,722,758 modification to a firm-fixed-price contract for 138,660 25MM M793 cartridges and 441,120 25MM M910 cartridges.  Work will be performed in St. Paul, Minn., and is expected to be completed by March 30, 2005.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on April 20, 1999.  The U.S. Army Field Support Command, Rock Island, Ill., is the contracting activity (DAAA09-99-C-0066).

 

MISSILE DEFENSE AGENCY

 

            Lockheed Martin Integrated Systems and Solutions, of Gaithersburg, Md. is being issued a sole source modification to HQ0006-02-9-0002 to extend the period of performance and increase the agreement value by $26,400,000.  This modification is for the development, integration, and installation of the command, control, battle management and communications capability for the Ballistic Missile Defense System (BMDS).  This work is central to the integration of formerly stand-alone system elements into an effective, layered BMDS, and the interoperability of missile defense command and control operations, at the various combatant commander’s sites.  The current effort is expected to be completed March 31, 2004.  Funds will not expire at the end of the current fiscal year.  The contracting activity is the Missile Defense Agency, 7100 Defense Pentagon, Washington, D.C. 20301-7100.  The work under this modification will be funded using Fiscal Year 04 RDT&E funds.  (HQ0006-02-9-0002)  

 

            The Boeing Company of Huntsville, Ala. is being issued a sole source modification to HQ0006-02-9-0001 to extend the period of performance to March 31, 2004 and increase the value by $19,933,816.  The extension will continue the system engineering and integration work necessary to develop an integrated and layered Ballistic Missile Defense System (BMDS) architecture, as well as provide block technical definitions, element requirements, schedules, and verification strategies to enable execution of the BMDS program.  Funds will not expire at the end of the current fiscal year.   The contracting activity is the Missile Defense Agency, 7100 Defense Pentagon, Washington, D.C. 20301-7100.  The work under this modification will be funded using Fiscal Year 2004 RDT&E funds.  (HQ0006–02-9-0001)
