Dolphin Technology, Rome, N.Y., is being awarded a $35,500,000 indefinite delivery/indefinite quantity contract. The objective of this effort is to develop information support server environment guard software development and conduct system support for the Air Force Command and Control Intelligence Surveillance and Reconnaissance Center (AFC2&ISRC/A-2) and the Department of Defense Intelligence Information System community. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than this amount. At this time, $137,000 of the funds have been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed by January 2009. Telecordia Technologies Inc., N.J., is being awarded an $8,003,097 cost-plus fixed-fee contract. The objective of this effort is to develop dynamic quarantine defenses for U.S. military networks against large-scale malicious code attacks such as computer-based worms. The objective is to develop, test and validate a robust and distributed network defense detection, response and recover prototype capability that provides real-time defenses against fast and stealthy worm attacks. The final deliverable is a prototype system. At this time, $2,480,740 of the funds have been obligated. Further funds will be obligated as individual delivery orders are issued. Hawaiian Dredging Construction Company, Inc., Honolulu, Hawaii, is being awarded an $8,020,000 firm-fixed-price contract for repair of Bravo Docks 15-19 at Naval Station, Pearl Harbor. Work will be performed in Oahu, Hawaii, and is expected to be completed by January 2006. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 14 proposals solicited and four offers received. The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-03-C-1308). The Navy originally awarded this contract to Nova Group, Inc. (N62742-03-C-1309) on Sept. 26, 2003. Hawaiian Dredging Construction Company (HDCC) filed a complaint for declaratory judgment and injunctive relief (bid protest) protesting the award. HDCC claimed the contracting officers decision to find HDCCs bid non-responsive was unreasonable. As a result of a Court order, HDCC is being awarded the subject contract and the contract previously awarded Nova Group, Inc. will be terminated for convenience.
