CONTRACTS

NAVY

Yardney Technical Products Inc., Pawcatuck, Conn., is being awarded a $44,029,714 modification to previously awarded indefinite-delivery/indefinite-quantity contract (N00164-03-D-6923) to exercise a Phase II option to procure a maximum of four Lithium Ion batteries and related hardware support requirements for the Advanced Seal Delivery Program. Work will be performed in Pawcatuck, Conn., and is expected to be completed by May 2009. Contract funds will not expire at the end of the current fiscal year. The initial solicitation was competitively procured via the World Wide Web, with four offers received. The Naval Surface Warfare Center, Crane, Ind., is the contracting activity.

Insight Technology Inc.,* Londonderry, N.H., is being awarded a $9,985,000 indefinite-delivery/indefinite-quantity, fixed price contract for Close Quarters Battle Sights (CQBS). The CQBS is a stand-alone boresightable thermal weapon mounted sight, which is compatible with current day optic sights used on weapon systems including the M-4, M-16, and M-249. This contract directly supports Space and Naval Warfare Systems Center, Charleston, S.C. This contract includes one one-year option, which, if exercised, would bring the cumulative value of the contract to $19,970,000. Work will be performed in the contractors facility in Londonderry N.H., and is expected to be completed by May 2006. Contract funds in the amount of $1,591,423 will not expire at the end of the current fiscal year. This contract was not competitively procured, as Insight Technology is the only responsible source. The Space and Naval Warfare Systems Center, Charleston, S.C. is the contracting activity (N65236-04-D-7102).

ARMY

Absher Construction Co., Puyallup, Wash., was awarded on May 18, 2004, a $42,543,637 firm-fixed-price contract for design and construction of a new barracks complex. Work will be performed at Fort Lewis, Wash., and is expected to be completed by July 20, 2006. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Nov. 5, 2003, and 11 bids were received. The U.S. Army Corps of Engineers, Seattle, Wash., is the contracting activity (W912DW-04-C-0010).

IAP Worldwide Services*, Irmo, S.C., was awarded on May 18, 2004, a $12,342,226 firm-fixed-price contract for design and construction of a Power Plant and Electrical Distribution. Work will be performed at Camp Anaconda, Iraq, and is expected to be completed by Aug. 23, 2004. Contract funds will not expire at the end of the current fiscal year. There were 100 bids solicited on March 8, 2004, and 16 bids were received. The U.S. Army Corps of Engineers, Germany, is the contracting activity (W912GB-04-C-0023).

IAP Worldwide Services*, Irmo, S.C., was awarded on May 18, 2004, a $10,613,120 firm-fixed-price contract for design and construction of a Power Plant and Electrical Distribution. Work will be performed at Camp Speicher, Iraq, and is expected to be completed by Aug. 23, 2004. Contract funds will not expire at the end of the current fiscal year. There were 100 bids solicited on March 8, 2004, and 13 bids were received. The U.S. Army Corps of Engineers, Germany, is the contracting activity (W912GB-04-C-0022).

Ahern and Associates Inc., South Charleston, W.V., was awarded on May 14, 2004, a $7,374,940 firm-fixed-price contract for Bluestone Dam Safety Assurance, Phase 2A. Work will be performed in Summers County, W.V., and is expected to be completed by Oct. 31, 2005. Contract funds will not expire at the end of the current fiscal year. There were 79 bids solicited on Feb. 2, 2004, and five bids were received. The U.S. Army Corps of Engineers, Huntington, W.V., is the contracting activity (W91237-04-C-0003).

DEFENSE LOGISTICS AGENCY

Reliant Energy Services, Edison, N.J., is being awarded a $35,918, 249 firm fixed price for electricity to serve the U.S. Navy, U.S. Air Force and one federal civilian agency in Maryland. Performance completion date is expected to be December 2005. Contract funds will not expire at the end of the current fiscal year. There were 36 proposals solicited and four responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-04-D-8007)

Graybar Electric Co. Inc., St. Louis, Mo., is being awarded $28,800,000 fixed price with economic price adjustment and indefinite delivery/quantity type of contract for prime vendor for maintenance, repair and operations supplies and related services for the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marine corps and federal civilian agencies. This contract is exercising its second year option. Performance completion date is expected to be August 18, 2006. Contract funds will not expire at the end of this fiscal year. This was a web proposal solicitation and five responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0500-04-D-BP14).

Procurenet Inc.*, Fairfield, N.J., is being awarded $23,000,000 fixed price with economic price adjustment and indefinite delivery/quantity type of contract for prime vendor for maintenance, repair and operations supplies and related services for the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marine corps and federal civilian agencies. This contract is exercising its second year option. Performance completion date is expected to be August 18, 2006. Contract funds will not expire at the end of this fiscal year. Logistica Food Supplier, Guayaquil, Ecquador, is being awarded a $9,000,000 firm fixed price with indefinite quantity type contract for prime vendor for food and beverage items for the U.S. Navy, U.S. Air Force and federal civilian agencies. The U.S. partner and where work will also be performed is U.S. Foodservice, La Mirada, Calif. Performance completion date is expected to be July 9, 2005. Contract funds will expire at the end of the current fiscal year. There were 81 proposals solicited and five responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa.

AIR FORCE

Lockheed Martin Mission Systems, Colorado Springs, Colo., is being awarded an $18,732,681 cost-plus-award-fee contract modification to provide for the Theater Battle Management Core Systems (TBMCS) program. The TBMCS program provides force and unit level commanders an automated command, control and intelligence capability that greatly improves the joint forces air campaigns and commanders ability to plan and execute theater air campaigns and operations. This action covers the remaining effort for the development, integration, and test of Spiral 1.1.3 and selected long lead items. Spiral 1.1.3 is projected to be complete with government testing in April 2004. At this time, $12,994,402 of the funds has been obligated. This work is estimated to be complete by May 2004. The Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-95-C-0143, P00361).

Olmos Construction, Inc., San Antonio, Texas, is being awarded a $7,000,000 (maximum) indefinite delivery/indefinite quantity contract to provide for all labor, materials, and equipment to rebuild and repair base and airfield pavement on Randolph Air Force Base, Canyon Lake, Seguin Auxiliary Airfield, Hondo Auxiliary Airfield and/or Camp Bullis, Texas. At this time, no funds have been obligated. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than this amount. This work will be complete by September 2003. Solicitation was posted electronically through Electronic Posting System in January 2003, and two proposals were received. Negotiations were completed in April 2003. The Air Education and Training Command, Randolph Air Force Base, Texas, is the contracting activity (F41691-03-D-0003).
