CONTRACTS

NAVY

Vektrex Electronic Systems Inc.,* San Diego, Calif., is being awarded a not to exceed $25,000,000 indefinite-delivery, indefinite-quantity contract for a Phase III, Small Business Innovative Research (SBIR) Program for Topic N01-008 entitled Automatic Test Equipment (ATE) Commercial-off-the Shelf (COTS) Replacement for Obsolete Instruments. The contractor will provide services and materials for engineering tasks including research and development, prototype development and fabrication, demonstration/validation, product development services, product application studies and modeling, fabrication/production of hardware, software design, software development and fabrication, retrofitting developed products into existing air and sea-based platforms and in-service engineering pertaining to the development of Composite Replacement Instruments (CRIs) related to obsolescence cure and prevention technology. Work will be performed in San Diego, Calif., and is expected to be completed in May 2009. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured using SBIR Program Solicitation under Topic N01-008 and six offers were received. The Naval Air Systems Command Aircraft Division, Lakehurst, N.J. is the contracting activity (N68335-04-D-0013).

Vericor Power System Inc., Alpharetta, Ga., is being awarded a not-to-exceed $17,548,000 firm-fixed-price delivery order under previously awarded contract (N00104-00-G-A118) for conversion of 16 EFT40B marine gas turbine engines (MGTE). Work will be performed in Alpharetta, Ga., and is expected to be completed by November 2004. Contract funds will not expire by the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point is the contracting activity (Order 0065).

Raytheon Integrated Defense Systems, Sudbury, Mass., is being awarded a $6,087,849 cost-plus-fixed-fee modification to exercise an option under previously awarded contract N00024-03-C-5117, for additional engineering technical services relative to Fiscal Year 2004 production of the SPY-1D (V) Aegis Weapon System (AWS) Transmitter Group and MK99 Fire Control System. The AWS is the primary anti-air warfare defensive weapons system for Ticonderoga-Class cruisers and Arleigh Burke-Class destroyers. The heart of the AWS is the AN/SPY-1 Radar System, a three-dimensional, air/surface search and tracking radar. This high-powered radar is able to perform search, track and missile guidance functions simultaneously with a capability of over 100 targets. Work will be performed in Sudbury, Mass. (90 percent) and Andover, Mass. (10 percent), and is expected to be completed by May 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

AIR FORCE

ACS Defense Inc., Burlington, Mass., is being awarded a $7,823,143 contract modification to provide for Information Technology Services Program advisory and assistance services, associated travel and other direct costs. Total funds have been obligated. This work will be complete April 2005. The Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (F19628-02-F-8181 P00014).

ARMY

Jay Cashman Inc., Boston, Mass., was awarded on May 21, 2004, a $12,821,650 firm-fixed-price contract for a New Stone Seawall. Work will be performed in Avalon, N.J., and is expected to be completed by Nov. 25, 2005. Contract funds will not expire at the end of the current fiscal year. There were 48 bids solicited on March 24, 2004, and five bids were received. The U.S. Army Corps of Engineers, Philadelphia, Pa., is the contracting activity (W912BU-04-C-0017).

Tug Hill Construction Inc.*, Felts Mills, N.Y., was awarded on May 21, 2004, a $10,610,000 firm-fixed-price contract for Mountain Ramp Expansion Service to upgrade and enhance the mountain ramp. Work will be performed at Fort Drum, N.Y., and is expected to be completed by Aug. 30, 2005. Contract funds will not expire at the end of the current fiscal year. There were 34 bids solicited on March 17, 2004, and four bids were received. The U.S. Army Corps of Engineers, New York, N.Y., is the contracting activity (W912DS-04-C-0012).

Kalmar RT Center L.L.C., Cibolo, Texas, was awarded on May 21, 2004, a delivery order amount of $4,000,000 as part of a $12,000,000 firm-fixed-price contract for 60 Rough Terrain Container Handlers. Work will be performed in Cibolo, Texas, and is expected to be completed by June 15, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on April 20, 2004. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-04-D-0160).

HydroGeoLogic Inc., Herndon, Va., was awarded on May 21, 2004, a delivery order amount of $3,399,978 as part of a $14,500,000 cost and firm-fixed-price contract for Environmental Remediation Services. Performance location will be determined with each delivery order, and is expected to be completed by May 30, 2007. Contract funds will not expire at the end of the current fiscal year. There were 47 bids solicited on Dec. 10, 2003, and two bids were received. The U.S. Army Corps of Engineers, Omaha, Neb., is the contracting activity (W9128F-04-D-0025).

DRS Tactical Systems Inc., Palm Bay, Fla., was awarded on May 21, 2004, a delivery order amount of $0 as part of a $97,506,000 firm-fixed-price contract for Force XXI Battle Command Brigade and Below Appliqu Computer Hardware. Work will be performed in Palm Bay, Fla., and is expected to be completed by May 21, 2004. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on Feb. 24, 2004, and two bids were received. The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (W15P7T-04-D-G204).

DEFENSE LOGISTICS AGENCY

Armor Works, LLC* (Veteran Owned Small Business), Tempe, Ariz., is being awarded a $9,224,570 firm fixed price for small arms protective inserts for the U.S. Air Force. There was one proposal solicited and one responded. Performance completion date is expected to be October 30, 2004. Contract funds will expire at the end of the current fiscal year. Outdoor Venture Corp.*, Stearns, Ky.,(in HUB/Zone), is being awarded a $7,490,763 firm fixed price with indefinite quantity/delivery type contract for various types and colors of modular command posts for the U.S. Army, U.S. Navy, U.S. Air Force and U.S. Marine Corps. Performance completion date is expected to be May 20, 2005. Contract funds will not expire at the end of the current fiscal year. There were 50 proposals solicited and three responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0100-04-D-6017)

BMMI*, Sitra Bahrain, is being awarded a $6,300,000 firm fixed price with indefinite delivery of full line food distribution for the U.S. Army, U.S. Navy, U.S. Air Force and U.S. Marine Corps located in Southwest Asia. This action represents the invocation of the fourth term option year. Performance completion date is expected to be August 1, 2005. Contract funds will expire at the end of the current fiscal year. Contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa.
