NAVY

ITT Industries, Avionics Division, Clifton, N.J., is being awarded a not-to-exceed $24,980,088 indefinite-delivery, indefinite-quantity contract to provide engineering services in support of the Tactical Aircraft Electronic Warfare Integrated Program Team for the support of the AN/ALQ-165 and AN/ALQ-214 tactical aircraft electronic warfare jammers. Services include investigation of anomalies, software engineering, systems engineering, support tools and facilities development and documentation. Work will be performed in Clifton, N.J., and is expected to be completed in June 2009. Contract funds in the amount of $520,000 will expire at the end of the current fiscal year. This contract was competitively procured through Request For Proposal with three offers received. The Naval Air Systems Command Weapons Division, Pt. Mugu, Calif., is the contracting activity (N68936-04-D-0007).

Oceaneering International, Inc., Upper Marlboro, Md., is being awarded a $19,350,887 indefinite-delivery/indefinite-quantity, term and completion type contract for technical services in support of the Deep Submergence Systems Program at Portsmouth Naval Shipyard. The Deep Submergence Systems program provides rapid non-nuclear engineering, production, planning yard support, and Navy sponsored deep ocean search, research, escape and rescue, and recovery services for underwater and surface systems. Work will be performed in Chesapeake, Va. (37 percent), Portsmouth, N.H. (35 percent), San Diego, Calif. (10 percent), Groton, Conn. (3 percent), Orlando, Fla. (3 percent), Upper Marlboro, Md. (3 percent), Bremerton, Wash. (3 percent), Kittery, Maine (3 percent), and Pearl Harbor, Hawaii (3 percent), and is expected to be completed by June 2009. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and advertised on the Internet, with three proposals solicited and one offer received. The Naval Undersea Warfare Center, Newport Division, Newport, R.I., is the contracting activity (N66604-04-D-0205).

Skanska USA Building Inc., Rockville, Md., is being awarded a $16,989,115 firm-fixed price contract for design and construction of the Naval Network and Space Operations Command addition at Naval Surface Warfare Center, Dahlgren. The work to be performed provides for the construction of 6,968 square meters (new Building B1705) including site improvements and 1,400 square meters of renovation to the existing Building B1700. Also included is the demolition and restoration of a 340 square meter Trailer 8. Work will be performed in Dahlgren, Va., and is expected to be completed by May 2006. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured as a Two Phase Design Build via the NAVFAC e-solicitation website with 17 offers received in Phase I, and four selected to proceed to Phase II. The Engineering Field Activity Chesapeake, Naval Facilities Engineering Command, Wash., D.C., is the contracting activity (N62477-02-C-0116).

BearingPoint LLC, Lexington Park, Md., is being awarded a $13,436,046 order against a previously awarded Blanket Purchase Agreement (N00421-00-A-0351) to conduct an interoperability analysis to determine commonality among the four Enterprise Resource Planning (ERP) pilot projects; SIGMA (Naval Air Systems Command); NEMAIS (Naval Sea Systems Command); SMART (Naval Supply Systems Command), and CABRILLO (Space and Naval Warfare Systems Command). Work will be performed in Annapolis, Md., and is expected to be completed in August 2004. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command Aircraft Division, Patuxent River, Md., is the contracting activity.

ARMY

Oshkosh Truck Corp., Oshkosh, Wis., was awarded on June 7, 2004, an $11,304,665 modification to a cost-plus-fixed-fee contract for technology insertion for the Heavy Expanded Mobility Tactical Truck. Work will be performed in Oshkosh, Wis., and is expected to be completed by June 30, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on June 1, 2004. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-03-C-S089).

McDonnell Douglas Helicopter Co., Mesa, Ariz., was awarded on June 4, 2004, a delivery order amount of $8,150,000 as part of a $16,300,000 firm-fixed-price contract for reset of 15 AH-64 Apache helicopters. Work will be performed in Mesa, Ariz., and is expected to be completed by Sept. 30, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on May 18, 2004. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-01-G-0024).

Straightline Construction Inc.*, Tacoma, Wash., was awarded on June 7, 2004, a $7,053,000 firm-fixed-price contract for construction of a Red Horse/Medical Training Facility for the Washington Air National Guard. Work will be performed in Tacoma, Wash., and is expected to be completed by June 14, 2005. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on March 29, 2004, and five bids were received. The U.S. Property and Fiscal Office for Washington, Tacoma, Wash., is the contracting activity (W912K3-04-C-0002).

DRS Test and Energy Management, Huntsville, Ala., was awarded on June 7, 2004, a $5,651,283 cost-plus-fixed-fee contract for systems technical support for direct support electrical system test sets and embedded diagnostics vehicle sets and spares for the A3 Bradley Fighting Vehicle. Work will be performed in Huntsville, Ala., and is expected to be completed by Dec. 30, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 1, 2004. The U.S. Army Tank-Automotive and Armaments Command, Rock Island, Ill., is the contracting activity (DAAE20-03-G-0001).

Anteon Corp., Fairfax, Va., was awarded on June 8, 2004, a delivery order amount of $150,000 as part of a $29,013,868 firm-fixed-price contract for contract advisory and assistance services. Work will be performed at Fort Lee, Va., and is expected to be completed by June 30, 2009. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Feb. 20, 2004, and one bid was received. The Northern Region Contracting Center, Fort Eustis, Va., is the contracting activity (W912SU-04-D-0012).
