Healy Tibbitts Builders, Inc., Aiea, Hawaii; Nova Group, Inc., Napa, Calif.; and Hawaiian Dredging Construction Company, Inc., Honolulu, Hawaii, are each being awarded a maximum amount of $50,000,000 with a guaranteed minimum of $25,000 (base period only), firm-fixed price, indefinite-delivery/indefinite-quantity multiple award construction contract. The work to be performed provides for design and construction of pier/wharf and other waterfront facilities, such as warehouse construction, rehabilitation and/or improvements; site improvements; utility connections; maintenance and construction dredging; and incidental related work. The contracts will be awarded for a base period of one year with four one-year option periods. Each contractor will potentially be awarded a maximum of $250,000,000 over the five-year period with a maximum of $750,000,000 worth of projects to be placed on all multiple contracts over the five-year term. Term of contract is not to exceed five years or until the NTE amount is expended, whichever comes first. Work will be performed at various Navy and Marine Corps and miscellaneous federal and other facilities in the state of Hawaii, with the base period work expected to be completed by June 2005. McLaughlin Research Corp. (MRC), New London, Conn., is being awarded an $18,640,248 indefinite-delivery/indefinite-quantity contract for life-cycle support services relating to various Naval Undersea Warfare Center torpedo programs. Contract services will include: analyzing, verifying and maintaining data of a configuration management program; performing configuration audits; developing, analyzing, and revising engineering documentation; supporting the implementation and integration of reliability and quality assurance considerations into the overall program; assessing life cycle cost. Work will be performed in Newport, R.I. (80 percent) and Keyport, Wash. (20 percent), and is expected to be completed by June 2009. Armtec Countermeasures Co., Coachella, Calif., is being awarded a $12,639,069 definite-delivery/definite-quantity contract for manufacture of RR188 chaff cartridges for the Air Force Air Countermeasures Program. This contract includes two additional option years, which if exercised, bring the total estimated value of the contract to $52,582,385. Work will be performed in Lillington, N.
