NAVY

Data Link Solutions, Cedar Rapids, Iowa, is being awarded a $48,304,391 firm fixed price delivery order for Multifunctional Information Distribution System-Low Volume Terminals (MIDS-LVTs). The MIDS-LVT provides secure, high capacity, jam resistant, digital data and voice communications capability for Navy, Air Force and Army platforms. This delivery order combines purchases for the U.S. (76 percent) and the governments of Switzerland (4.8 percent), Belgium (4.5 percent), Taiwan (1 percent), and Poland (13.7 percent) under the Foreign Military Sales Program. Work will be performed in Wayne, N.J. (50 percent), and Cedar Rapids, Iowa (50 percent), and is expected to be completed by May 2006. Contract funds in the amount of $429,542 will expire at the end of the current fiscal year. This delivery order was competitively procured with two proposals solicited and two offers received via the SPAWAR E-commerce web site. The synopsis was released via the Federal Business Opportunities web site. The Space and Naval Warfare Systems Command in San Diego, Calif., is the contracting activity (N00039-00-D-2100).

ViaSat*, Carlsbad, Calif., is being awarded a $47,126,098 firm fixed price delivery order for Multifunctional Information Distribution System-Low Volume Terminals (MIDS-LVTs). The MIDS-LVT provides secure, high capacity, jam resistant, digital data and voice communications capability for Navy, Air Force and Army platforms. This delivery order combines purchases for the U.S. (92 percent) and the governments of Canada (2 percent), Japan (2 percent), and Taiwan (4 percent) under the Foreign Military Sales Program. Work will be performed in Carlsbad, Calif. (43 percent), Melbourne, Fla. (29 percent), and Munich, Germany (28 percent), and is expected to be completed by May 2006. Contract funds in the amount of $472,428 will expire at the end of the current fiscal year. This delivery order was competitively procured with two proposals solicited and two offers received via the SPAWAR E-commerce web site. The synopsis was released via the Federal Business Opportunities web site. Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-00-D-2101).

FlightFab, Inc., Beltsville, Md., is being awarded a $31,381,094 firm fixed price, indefinite-delivery/indefinite-quantity contract for procurement of Plastic Waste Processing (PWP) equipment. This PWP equipment is for installation aboard Navy ships. Work will be performed in Beltsville, Md., and is expected to be completed by June 2009. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and advertised via the Internet, with four offers received. The Naval Surface Warfare Center, Carderock Division, West Bethesda, Md., is the contracting activity (N00167-04-D-0038).

Moran Towing Corporation, Norfolk, Va., is being awarded a $6,901,055 firm fixed price contract for the charter of seven flag tractor tugs. The tractor tugs covered under this contract are the Marci Moran, Patricia Moran, Kerry Moran, Karen Moran, Susan Moran, Tracy Moran, and Wendy Moran. The ships will provide harbor support services and ship handling on a time charter basis. The contract includes four one-year options, which if exercised, would bring the total cumulative value of this contract to $41,308,701. Work will be performed in the Norfolk, Va., area, and is expected to be completed September 2005. Contract funds will not expire at the end of the current fiscal year. Contract funds are awarded subject to availability and will be obligated in FY05. This contract was competitively procured in excess of 200 proposals solicited and one technically acceptable proposal received. The Navys Military Sealift Command, Washington, D.C., is the contracting authority (N00033-04-C-1004).

AIR FORCE

TYBRIN Corp., Okaloosa, Fla., is being awarded a $25,000,000 firm fixed price and cost-plus award-fee contract. The item to be procured is aircraft compatibility scientific and engineering support. This is an indefinite delivery/indefinite quantity contract to provide aircraft compatibility technical support for specific tasks that fall within the general area of developing maintaining, and exercising computer programs, testing, analysis, documenting results in oral and written form, and software configuration management. Location of performance is Eglin Air Force Base, Fla. This work will be complete by September 2009. Solicitation began February 2004. Eglin Air Force Base, Fla., is the contracting activity (FA9200-04-D-0002).

Raytheon Missile Systems, Tucson, Ariz., is being awarded a $23,000,000 firm fixed price and time and material contract modification to provide for engineering services to develop software and equipment for functional ground test for advanced cruise missile, AGM-129A, and air-launched cruise missile, AGM-86B. Total funds have been obligated. This work will be complete by February 2007. Negotiations were completed June 2004. The Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (F34601-03-C-0090, P00066).

ARMY

Alliant Ammunition and Powder Company L.L.C., Radford, Va., was awarded on June 15, 2004, a $9,576,491 modification to a firm fixed price contract for facility use at Radford Army Ammunition Plant. Work will be performed in Radford, Va., and is expected to be completed by March 31, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Nov. 17, 2003. The U.S. Army Field Support Command, Rock Island, Ill., is the contracting activity (DAAA09-03-E-0001).

Goodrich Pump and Engine Control Systems Inc., West Hartford, Conn., was awarded on June 16, 2004, a delivery order amount of $5,670,000 as part of a $5,670,000 firm fixed price contract for 90 digital control units. Work will be performed in West Hartford, Conn., and is expected to be completed by Feb. 28, 2008. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on July 25, 2002, and one bid was received. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-03-D-0255).

Sypris Electronics L.L.C., Tampa, Fla., was awarded on June 16, 2004, a delivery order amount of $1,800,000 as part of a $9,500,000 firm fixed price contract for a data transfer device. Work will be performed in Tampa, Fla., and is expected to be completed by May 30, 2009. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on April 22, 2004. The U.S. Army Communications-Electronics Command, Fort Huachuca, Ariz., is the contracting activity (W9128Z-04-D-0002).

DEFENSE LOGISTICS AGENCY

AmeriQual Group LLC, Evansville, Ind., is being awarded a $5,517,250 firm fixed price with indefinite quantity type of contract for meals ready to eat (MREs) for all the U.S. military services. Performance completion date is expected to be June 19, 2005. Contract funds will expire at the end of the current fiscal year. There were 17 proposal solicitations and three responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SPM300-02-D-Z205).
