Raytheon Co., El Segundo, Calif., is being awarded a $5,555,669 cost-plus fixed-fee contract. The Cognitive Engine Technology (COGENT) program is a DARPA/IPTO funded architecture for cognitive information processing technology development program. The main goal of the COGENT program is to develop a cognitive system model that can support the implementation of challenging DoD applications, architectural attribute definition, and the development of an open heterogeneous hardware and software system architecture that can provide the needed application speedups and future growth. At this time, $1,097,607 of the funds have been obligated. This work will be complete by July 2006. Solicitation began January 2004 and negotiations were completed July 2004. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-04-C-7126).


Dyer Construction Co. Inc.*, Dyer, Ind., was awarded on July 19, 2004, a $600,000 increment as part of a $6,091,070 firm-fixed-price contract for construction of a flood control project. Work will be performed in Ford Heights, Ill., and is expected to be completed by Sept. 23, 2008. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on May 10, 2004, and six bids were received. The U.S. Army Corps of Engineers, Chicago, Ill., is the contracting activity (W912P6-04-C-0004).
