DEFENSE LOGISTICS AGENCY

ExxonMobil Fuels Marketing Co. Corp., Fairfax, Va., is being awarded a $70,809,066 fixed price with economic price adjustment type contract for fuel for Defense Energy Support Center. Work will also be performed in Torrance, Calif,. Performance completion date is expected to be Sept. 30, 2005. Contract funds will expire at the end of the current fiscal year. There were 62 proposals solicited and 16 responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-04-D-0513)

Paramount Petroleum Corp.,* Paramount, Calif., is being awarded a $60,729,250 fixed price with economic price adjustment type contract for fuel for Defense Energy Support Center. Performance completion date is expected to be Sept. 30, 2005. Contract funds will expire at the end of the current fiscal year. There were 62 proposals solicited and 16 responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-04-D-0514)

NAVY

Lockheed Martin Systems Integration-Owego, Owego, N.Y., is being awarded a $56,500,000 cost-plus-fixed-fee delivery order against a previously issued Basic Ordering Agreement (N00019-03-G-0014) for risk reduction activities in support of the Presidential Helicopter Replacement Program (VXX). Work will be performed in Owego, N.Y., and is expected to be completed in November 2004. Contract funds will not expire at the end of the fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Sikorsky Aircraft, Corp., Stratford, Conn., is being awarded a $56,500,000 cost-plus-fixed-fee delivery order against a previously issued Basic Ordering Agreement (N00019-03-G-0003) for risk reduction activities in support of the Presidential Helicopter Replacement Program (VXX). Communications & Power Industries Inc., Palo Alto, Calif., is being awarded a $22,259,300 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for production of AN/SPY-1D (V) Radar System Continuous Wave Illuminators. Work will be performed in Palo Alto, Calif., and is expected to be completed by August 2009. Contract funds will not expire at the end of the current fiscal year. The contract was not competitively procured. This contract combines support of the U.S. Navy (50 percent) with the governments of Japan (25 percent) and Korea (25 percent), under the Foreign Military Sales program. The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity (N00164-04-D-8902).

Litton Systems Inc., Navigation Systems Division, Woodland Hills, Calif., is being awarded a $9,076,645 modification to a previously awarded firm-fixed-price contract (N00019-03-C-0049) for the procurement of 5 AN/UPX-24(V) interrogator sets; 58 control indicators; 8 retrofit kits, and associated technical data for the U.S. Navy (4 AN/UPX-24(V) interrogator sets, 43 control indicators and 8 retrofit kits) and for the Government of Japan (1 AN/UPX-24(V) interrogator set and 15 control indicators). The AN/UPX-24(V) Interrogator Set is one of two major subsystems that comprises the Interrogator System AN/UPX-29 and provides a centralized identification system for Fleet tactical surface ships. Work will be performed in San Diego, Calif. (85 percent) and Woodland Hills, Calif. (15 percent), and is expected to be completed in April 2006. Contract funds will not expire at the end of the current fiscal year. This contract combines purchases for the U.S. Navy ($7,587,892; 84 percent); and for the Government of Japan ($1,488,753; 16 percent) under the Foreign Military Sales Program. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Titan Systems Corp., SEMCOR Aviation Engineering Group, Mt. Laurel, N.J., is being awarded an $8,131,595 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00421-01-D-0147) to exercise an option for engineering and technical services in support of the VH Executive Helicopter Transport Program and the Satellite Navigation Program. Work will be performed in Patuxent River, Md. (95 percent) and Lexington Park, Md. (5 percent), and is expected to be completed in August 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command Aircraft Division, Patuxent River, Md. is the contracting activity.

Lobar Inc.*, Dillsburg, Pa.; eciConstruction, LLC*, Dillsburg, Pa.; The Bedwell Co.*, West Chester, Pa.; and Eagle Design, Inc.*, Pittsburg, Pa., are being awarded a firm-fixed price, indefinite-delivery/indefinite-quantity multiple award construction contract. The total contract amount is not to exceed $15,000,000 (base year and two option years) with a guaranteed minimum of $5,000 to each contractor. Lobar Inc. is being awarded the first task order of $1,061,000 (including the minimum guarantee) for renovations to Building #312, at the Naval Support Activity, Mechanicsburg. The work to be performed provides for new construction, renovation, maintenance, alteration, repair, demolition and design/build projects concentrated in, but not limited to, installations anywhere within the Engineering Field Northeasts area of responsibility. Work for this task order, is expected to be completed by February 2005. The remaining three contractors are being awarded the minimum guarantee of $5,000. Work will be performed primarily in Mechanicsburg, Pa. and surrounding Naval and Marine Corp Reserve Centers, and is expected to be completed by August 2007. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 47 proposals solicited and 14 offers received. These four contractors may compete for task orders under the terms and conditions of the existing contract. The Engineering Field Activity Northeast, Naval Facilities Engineering Command, Lester, Pa., is the contracting activity (N62472-04-D-0033/0034/ 0035/0036).

ARMY

Stewart & Stevenson Tactical Vehicle Systems, Sealy, Texas, was awarded on Aug. 23, 2004, a $13,826,347 modification to a firm-fixed-price contract for 659 M1082 and 86 M1095 Trailers for the Family of Medium Tactical Vehicles. Work will be performed in Sealy, Texas, and is expected to be completed by Nov. 15, 2008. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on July 17, 2002, and two bids were received. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-03-C-S023).

Performance location will be determined with each delivery order, and is expected to be completed by Aug. 12, 2006. Contract funds will not expire at the end of the current fiscal year.
