NAVY

ITT Industries Avionics Div., Clifton, N. J., is being awarded a $63,677,442 firm-fixed-price contract for the first full rate production and delivery of 19 AN/ALQ-214(V)2 Integrated Defensive Electronic Countermeasure (IDECM) Radio Frequency Countermeasure (RFCM) units and subsystems for the F/A-18E/F, including non-recurring engineering efforts to support follow-on production. In addition, this contract provides for the procurement of spares consisting of 3 receivers, 4 modulators, 4 processors, 7 low band amplifiers, and 15 high band amplifiers. Work will be performed in Clifton, N.J., and is expected to be completed in August 2007. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity (N00019-04-C-0074).

J. F. Taylor Inc., Lexington Park, Md., is being awarded a $43,024,167 cost-plus-fixed fee, indefinite-delivery/indefinite-quantity completion service contract, for analysis, design, development, fabrication, manufacture, installation, implementation, testing, training and program management in support of Flight Simulation training systems. Work will be performed in Lexington Park, Md., and is expected to be completed by September 2009. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and advertised via the Internet, with one offer received. The Naval Sea Systems Command, Indian Head Division, Indian Head, Md., is the contracting activity (N00174-04-D-0016).

Systems Engineering Group Inc., Columbia, Md., is being awarded a $7,829,216 cost-plus-award-fee contract for threat engineering services in support of missile design and development, test and evaluation, sensor development and analysis, and systems engineering. Work will be performed at Columbia, Md., and work is expected to be completed by August 2005. Contract funds will not expire at the end of the fiscal year. This contract was not competitively procured. The Fleet Industrial Supply Center, San Diego, Calif., Regional Contracts Department is the contracting activity (N00244-04-C-0025).

Epsilon Systems*, San Diego, Calif.; Indus Technology Inc*, San Diego, Calif.; Ocean Systems Engineering Corp. (OSEC)*, Carlsbad, Calif.; Space & C4I Associates Inc.*, San Diego, Calif.; SYS Technologies Inc.*, San Diego, Calif.; Tele-Consultants, Inc*, San Diego, Calif.; and Tri Star Engineering Inc.*, Bedford, Ind., are each being awarded an indefinite-delivery/indefinite-quantity multiple award contract forEngineering, Logistics, Installation, Test and Evaluation (ELITE) services. Each contractor will be awardedthe minimum amount of $2,500 at the time of award. These contracts include a two-year base period and four 6-month award terms, making the total potential period of performance four years. When combined, the aggregate value of all task orders awarded over the life of these seven contracts will be approximately $160,000,000, covering a maximum of 2 million staff hours over the four-year period of performance. These seven contractors may compete for task orders under the terms and conditions of the awarded contracts. Work will be performed in San Diego, Calif., and is expected to be completed by September 2006. If all options are exercised, work will continue through September 2008. Contract funds will not expire at the end of the current fiscal year. The multiple award contracts were competitively procured by full and open competition, 100% Small Business Set-Aside (with at least one award to a firm that is eligible under Section 8(a) of the Small Business Act) via the SPAWAR Business Opportunity Page, E-commerce web site, and Federal Business Opportunities site, with 11 offers received. The Space & Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-04-D-0006, 0007, 0008, 0009, 00010, 00011, 0015).

AIR FORCE

Lockheed Martin Corp., Bethesda, Md., is being awarded a $55,587,085 firm fixed price contract modification. This acquisition is for the procurement of Programmed Depot Maintenance, modification and upgrade of 6 each C-130E aircraft, formerly owned by the Royal Australian Air Force, purchased under separate contract by the Pakistan Air Force. This effort supports 100% foreign military sales to Pakistan Air Force. The location of performance is Lockheed Martin Services, Greenville, S.C. Total funds have been obligated. This work will be complete by October 2005. Negotiations were completed August 2004. The Headquarters Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (FA8504-04-C-0009, PZ0001).

Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $35,768,080 firm fixed price contract to provide for European Participation Air Force M3 Modular Mission Computer (MMC) Upgrade to MMC 7000. This effort supports foreign military sales to Norway, Belgium, Portugal, The Netherlands, and Denmark. At this time, $38,903,508 of the funds have been obligated. This work will be complete by January 2009. Negotiations were completed May 2004. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-00-C-2189-P00027).

Lockheed Martin Space Systems, Sunnyvale, Calif., is being awarded a $ 8,541,836 cost-plus award-fee/incentive fee contract modification to provide for the Enhanced Technical Intelligence Exploitation of Space Based Infrared Systems (SBIRS) Sensor data (ETIESS). ETIESS adds additional hardware and software to the Interim Test Center, Mission Control Station, Interim Mission Control Station Backup, and an Other Government Facility to coordinate mission-planning activities between SBIRS entities and the other facility until June 2010. The locations of performance are Lockheed Martin Integrated Systems and Solutions (division), Boulder, Colo. and Northrop Grumman Electronic Systems (subcontractor), Azusa, Calif. At this time, $3,520,000 has been obligated. This work will be complete by June 2010. The Headquarter Space and Missile Systems Center, Los Angeles Air Force Base, Calif. is the contracting activity (F04701-95-C-0017 P00276).

Lockheed Martin Corp., Marietta, Ga., is being awarded a $8,400,000 firm fixed price contract. This acquisition is for the purchase of seven each C-130E aircraft for the Pakistan Air Force. This effort supports foreign military sales to the Pakistan Air Forces. Total funds have been obligated. This work will be complete by December 2004. Solicitation began May 2004 and negotiations were completed August 2004. The Headquarters Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (FA8504-04-C-0006).

Raytheon Aircraft Co., Wichita, Kan., is being awarded a $7,817,738 commercial firm fixed price contract modification to provide for miscellaneous change proposal 057 Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD) for the last half of FY06 and all of FY07 for both USAF and USN (Options). Total Funds have been obligated. This work will be complete by March 2007. The Headquarters Air Force Material Command, Wright -Patterson, Air Force Base, Ohio is the contracting activity (F33657-01-C-0022 P00064).

Northrop Grumman Systems Corp., Rolling Meadows, Ill., is being awarded a $6,158,940 firm fixed price contract modification to provide for Advanced Targeting Upgrades, Purchase of Support Equipment and Spares for LITENING Extended Range Precision Attack Targeting Pods for Air Combat Command. Total funds have been obligated. Negotiations were completed July 2004. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-03-C-2006, P00014).

ARMY

General Dynamics Land Systems, Sterling Heights, Mich., was awarded on Sept. 1, 2004, a $22,425,966 firm-fixed-price contract for repair and modification to 111 M1A2 System Enhancement Package Tanks. Work will be performed in Limo, Ohio, and is expected to be completed by July 30, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on July 14, 2004. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-G-N001).

Dimensions International Inc., Alexandria, Va., was awarded on Aug. 31, 2004, a $19,051,442 labor hour contract for Asset Visibility and Accountability Support Services. Work will be performed in Iraq (95 percent) and Kuwait (5 percent), and is expected to be completed by Aug. 31, 2005. Contract funds will not expire at the end of the current fiscal year. There were seven bids solicited on July 30, 2004, and two bids were received. The U.S. Army Field Support Command, Rock Island, Ill., is the contracting activity (W52P1J-04-F-0021).

General Dynamics Land Systems, Sterling Heights, Mich., was awarded on Sept. 1, 2004, a $7,159,234 modification to a cost-plus-fixed-fee contract for System Technical Support for the Abrams Tank Program. Work will be performed in Sterling Heights, Mich., and is expected to be completed by Sept. 30, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Nov. 23, 2001. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-C-N075).

Honeywell International, Phoenix, Ariz., was awarded on Sept. 1, 2004, a $5,727,092 modification to a cost-plus-fixed-fee contract for Systems Technical Support for the Automotive Gas Turbine (AGT 1500) Engine and the Total Integrated Engine Revitalization Program. Work will be performed in Phoenix, Ariz., and is expected to be completed by Aug. 30, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on April 22, 1996. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-96-C-A002).
