CONTRACTS

AIR FORCE

Lockheed Martin Missiles and Fire Control, Orlando, Fla., is being awarded a $50,000,000 firm fixed price contract to provide for Joint Air-to-Surface Standoff Missile Indefinite/Delivery Indefinite Quantity Life-Cycle support including program upgrades, production sustainment, integration, testing and studies. The specific examples include but are not limited to: Weapon Data Link Electronic Safe and Arm Fuze Phase III, and Product Upgrades Verification. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than the amount above. No funds have been obligated. This work will be complete by August 2009. Solicitation began May 2004 and negotiations were completed August 2004. The Headquarters Air Armament Center, Eglin Air Force Base, Fla., is the contracting activity (FA8682-04-D-0306).

Lockheed Martin, Cherry Hill, N.J., is being awarded a $6,625,983 cost-plus fixed-fee contract. The Polymorphic Computing Agent Architecture (PCAA) program is a research and development study to evaluate a new generation of computing hardware and software that will enable revolutionary advances in cognitive information processing algorithms and systems. The PCAA program will define architecture and run time requirements derived from current and emerging reasoning, knowledge, and learning components of military applications. The initial research will1.) identify the impact of PCAA on unmanned aerial vehicle route planning, sensor management, in-flight retasking, and derivation of enemy intent; and 2.) identify the impact of PCAA on intelligence processing domains. The end-deliverable will be software and final report. At this time, $1,289,646 of the funds has been obligated. This work will be complete by September 2006. Solicitation began January 2004 and negotiations were completed September 2004. The Air Force Research Laboratory, Rome, N.Y., is the contracting activity (FA8750-04-C-0266).

ARMY

Pizzagalli Construction Co., South Burlington, Vt., was awarded on Sept. 7, 2004, a $12,776,000 firm-fixed-price contract for construction of an Army Aviation Support Facility. Work will be performed in Bangor, Maine, and is expected to be completed by March 13, 2006. Contract funds will not expire at the end of the current fiscal year. There were 53 bids solicited on June 9, 2004, and three bids were received. The U.S. Property and Fiscal Office, Augusta, Maine, is the contracting activity (W912JD-04-C-0006).

Greene Metal Products Inc.*, Clinton Township, Mich., was awarded on Sept. 9, 2004, delivery order amount of a $9,797,400 as part of a $26,365,073 firm-fixed-price contract for assembly of the M109A6 Paladin Modular Artillery Charge System Kits, M992 Field Artillery Ammunition Support Vehicle Modular Artillery Charge System Kits and the Paladin Projectile Stowage Kits. Work will be performed in Clinton Township, Mich., and is expected to be completed by May 30, 2008. Contract funds will not expire at the end of the current fiscal year. There were 15 bids solicited on March 12, 2004, and two bids were received. The U.S. Army Tank-Automotive and Armaments Command, Picatinny Arsenal, N.J., is the contracting activity (W15QKN-04-D-1017).

Navistar International Transportation, Knoxville, Tenn., was awarded on Sept. 10, 2004, a delivery order amount of $4,226,482 as part of a $42,963,012 firm-fixed-price contract for 35 Water Tanker Trucks and Manuals. Work will be performed in Garland, Texas, and is expected to be completed by March 30, 2007. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on May 4, 2004, and two bids were received. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-04-D-B074).

Isometrics Inc., Reidsville, N.C., was awarded on Sept. 10, 2004, a delivery order amount of $523,000 as part of a $5,111,000 firm-fixed-price contract for five Fuel Tank Trucks. Work will be performed in Reidsville, N.C., and is expected to be completed by Sept. 10, 2006. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on April 30, 2004, and five bids were received. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-04-D-B069).

NAVY

DME Corp.*, Orlando, Fla., is being awarded a $12,548,888 firm-fixed-price contract for the design, fabrication, integration, manufacture, test and delivery of 6 sets of H60 Hybrid Test Set (HTS) Operational Test Program Set (OTPS) offload to Consolidated Automated Support System (CASS). Work will be performed in Orlando, Fla., and is expected to be completed in November 2007. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured under a request for proposals as a 100% small business set-aside; 4 offers received. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J. is the contracting activity (N68335-04-C-0254).

Trex Enterprises Corp., San Diego, is being awarded a $5,699,939 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for maintenance and upgrading of the existing Rapid Optical Beam Steering (ROBS) System, operation of ROBS in the field in support of government missions, and development of new sensor technologies and related optical technology systems. This three-year contract includes two, one-year options, which if exercised, would bring the potential cumulative value of this contract to $9,806,590. Work will be performed in San Diego, Calif. (80 percent) and Kauai, Hawaii (20 percent), and is expected to be completed September 2007. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract award for original manufacturer-supplied equipment required on an urgent basis to support military operations. The Space and Naval Warfare Systems Center, San Diego, Calif., is the contracting activity (N66001-04-D-0018).
