CONTRACTS

NAVY

Raytheon Co., Tucson, Ariz., is being awarded a $162,774,730 firm fixed price modification to previously awarded contract (N00024-05-C-5482) to procure 251 Evolved SEASPARROW Missiles (ESSM), 38 shipping containers and spares for the NATO SEASPARROW consortium. Work will be performed in Tucson, Ariz. (38 percent); Andover, Mass. (10 percent); Camden, Ark. (5 percent); Minneapolis, Minn. (1 percent); and the countries of Australia (13 percent); Canada (7 percent); Norway (7 percent); Germany (7 percent); The Netherlands (6 percent); Spain (3 percent); Denmark (1 percent); Greece (1 percent); and Turkey (1 percent), and is expected to be completed by October 2007. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

The Pennsylvania State University, University Park, Pa., is being awarded a $27,657,416 cost-plus-fixed-fee task order for the Persistent Littoral Undersea Surveillance Network (PLUSNET) against Basic Ordering Agreement (N00014-05-G-0106). The PLUSNET system concept is a semi-autonomous controlled network of fixed bottom and inwater mobile assets, implementing environmentally and tactically adaptive processing that enhances the detectability and tracking of quiet, diesel electric submarines operating in shallow water environments typical of the Western Pacific. Work will be performed in University Park, Pa., and is expected to be completed in May 2008. Contract funds will expire at the end of the current fiscal year. The contract was competitively procured under an Office of Naval Research Broad Agency Announcement, with more than two offers received. The Office of Naval Research, Arlington, Va., is the contracting activity (Task Order 0008).

Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded a $16,000,000 modification to a previously awarded cost-plus-award-fee contract (N00019-93-C-0006) to provide additional funds for the CV-22 engineering and manufacturing development program. Work will be performed in Fort Worth, Texas (50 percent) and Ridley Park, Pa. (50 percent), and is expected to be completed in December 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $10,206,448 modification to a previously awarded firm-fixed-price contract (N00019-03-C-0044) to upgrade 10 E-2C Group II aircraft to the Group II navigation upgrade configuration. Work will be performed in St. Augustine, Fla., and is expected to be completed in November 2007. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Jacobs and Architects Hawaii Joint Venture, St. Louis, Mo., is being awarded an $8,713,411 modification under a firm-fixed-price architect-engineer contract (N62742-04-C-0007) for design of a Hawaii Regional Security Operations Center (HRSOC) at Naval Computer and Telecommunications Area Master Station Pacific. Work will be performed in Wahiawa, Hawaii, and is expected to be completed by June 2006. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured via the NAVFAC e-solicitation website with 15 offers received and award made on Dec. 15, 2004. The Naval Facilities Engineering Command Pacific, Pearl Harbor, Hawaii, is the contracting activity.

ARMY

Universal Construction Co. Inc., Huntsville, Ala., was awarded on May 3, 2005, a $38,408,375 firm-fixed-price contract for Construction of an administrative building, cafeteria, walkways, and a central plant expansion. Work will be performed in Redstone Arsenal, Ala., and is expected to be completed by May 3, 2007. Contract funds will not expire at the end of the current fiscal year. There were 148 bids solicited on Feb. 13, 2004, and three bids were received. The Army Corps of Engineers, Mobile, Ala., is the contracting activity (W91278-05-C-0024).

General Dynamics Land Systems, Sterling Heights, Mich., was awarded on May 3, 2005, a delivery order amount of $25,274,137 as part of a $56,343,551 firm-fixed-price contract for the RESET of M1A2 system enhancement program tanks. Work will be performed in Lima, Ohio, and is expected to be completed by Dec. 31, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 3, 2005. The Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-G-N001).

Rohm & Haas Co., Philadelphia, Pa., was awarded on May 4, 2005, a $9,216,000 a firm-fixed-price contract for decontaminating powder for the M291 and M295 decontamination mask kits. Work will be performed in Philadelphia, Pa., and is expected to be completed by Dec. 31, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on April 19, 2005. The Army Tank-Automotive and Armaments Command, Rock Island, Ill., is the contracting activity (W52H09-05-C-0165).

TEK Precision Co. Ltd.*, Deer Park, N.Y., was awarded on May 4, 2005, a delivery order amount $5,301,420 as part of a $5,301,420 firm-fixed-price contract for hardware for the Utility Blackhawk UH-60 system. Work will be performed in Deer Park, N.Y., and is expected to be completed by May 15, 2010. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on Sept. 9, 2004, and one bid was received. The Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-05-D-0310).

Curtiss-Wright Flight Systems*, Gastonia, N.C., was awarded on May 4, 2005, a delivery order amount of $3,296,814 as part of a $15,679,214 firm-fixed-price contract for the hardware for the Utility Blackhawk UH-60 System. Work will be performed in Gastonia, N.C., and is expected to be completed by May 30, 2010. Contract funds will not expire at the end of the current fiscal year. There were four bids solicited on Feb. 14, 2005, and three bids were received. The Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-05-D-0262).

Gear Wizard*, South Holland, Ill., was awarded on May 4, 2005, a delivery order amount of $1,571,010 as part of a $39,275,253 firm-fixed-price contract for transfer transmissions for the High Mobility Multi-Purpose Wheeled Vehicle. Work will be performed in South Holland, Ill., and is expected to be completed by Nov. 2, 2010. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Feb. 25, 2005, and two bids were received. The Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-05-D-0207).

VA Tech Hydro USA, Charlotte, N.C., was awarded on May 3, 2005, a $1,500,000 increment as part of a $72,655,370 firm-fixed-price contract for rehabilitation of hydraulic turbines. Work will be performed in Ozark, Ark., and is expected to be completed by Aug. 31, 2012. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Sept. 24, 2003, and six bids were received. The Army Engineer District, Little Rock, Ark., is the contracting activity (W9127S-05-C-0013).

National Machine Co.*, Stow, Ohio, was awarded on May 4, 2005, a delivery order amount of $1,161,715 as part of a $6,247,888 firm-fixed-price contract for hardware for the Utility Blackhawk UH-60 system. Work will be performed in Stow, Ohio, and is expected to be completed by May 31, 2009. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on June 18, 2004, and two bids were received. The Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-05-D-0280).

AIR FORCE

Smiths Aerospace Components-Manchester, Manchester, Conn., is being awarded a $7,514,805 firm fixed price contract to provide for replenishment spare parts, aircraft air seal, 9573 each, applicable to the F100-PW-200/220/229 of the F-15/F-16 aircraft. Total funds have been obligated. This work will be complete by September 2006. Solicitation began December 2004 and negotiations were completed March 2005. The Headquarters Oklahoma City Air Logistics Center, is the contracting activity (FA8104-05-C-0100).

DEFENSE LOGISTICS AGENCY

OGara-Hess & Eisenhardt Armoring Co., is being awarded a maximum $10,086,324 firm fixed price contract for the Army for up-armored HMMWV spare parts. This is a long-term indefinite quantity contract with a three year base period (currently approximately 2 year remaining) and two 1-year option periods. Performance completion date is Nov. 8, 2007. Contract funds will not expire at the end of the current fiscal year. Two proposals were solicited and one responded. The contracting activity is the Defense Supply Center Columbus (DSCC), Columbus, Ohio (SP0750-05-D-7426).

Hawkeye Glove, Manufacturing, Co., Fort Dodge, Iowa, * is being awarded a maximum $6,127,800 firm fixed price indefinite delivery/quantity contract for the Army, Navy, and Air Force for, flyers gloves. Performance completion date is Apr. 24, 2009. Contract funds will expire at the end of the current fiscal year. These were gateway-solicited proposals and six responded. The contracting activity is the Defense Supply Center Philadelphia (DSCP), Philadelphia, Pa. (SP0100-05-D-4205).
