CONTRACTS

AIR FORCE

Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $83,539,000 firm-fixed-price contract to provide for Peace Onyx III, the Government of Turkey F-16 Modernization Program. At this time, $67,730,000 of the funds has been obligated. This work will be complete by July 2006. Solicitation began June 2005. The Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8615-05-C-6002).

Northrop Grumman Systems Corp., Meadows, Ill., is being awarded a $78,045,982 firm-fixed-price and time and materials contract modification to provide AAQ-24 (V) Large Aircraft Infrared Countermeasures (LAIRCM) system hardware as well as the associated system support to include spares, support equipment, technical data, training, and installation support required to field the LAIRCM system on ten Air Force Reserve Command C-130 aircraft, and to field the LAIRCM Life configuration on 22 C-17 aircraft. The contractor also will provide LAIRCM equipment for Air Force Special Operations Command MC-130 Talon aircraft as well as two C-130H2 Group A kits, two sets of C-130 Group B equipment, Group B Spares, and Laser Safety Goggles to support two Combat Loss Replacement aircraft. There also will be depot infrastructure and infrastructure support for LAIRCM operations and repairs. At this time, $39,022,991 of the funds has been obligated. This work will be complete by July 2007. Negotiations were completed July 2005. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-2093, P00082).

NAVY

McDonnell Douglas, St. Louis, Mo., is being awarded a $79,326,777 firm-fixed-price indefinite delivery indefinite quantity order under a basic ordering agreement contract (N00383-01-D-020H) for Horizontal Stabilator and Trailing Edge Flaps for the F/A-18 program. Work will be performed in St. Louis, Mo., and work is expected to be completed by October 2008. Contract funds will not expire by the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point is the contracting activity (Order 7018).

Northrop Grumman, Baltimore, Md. is being awarded a $15,437,111 firm-fixed-price requirements contract for repair of various WRA/LRAs for the APG-66 Radar System and WF-360 FLIR. This contract includes a two-year base period, and three one-year option periods which, if exercised, bring the total estimated value of the contract to $25,000,000. Work will be performed in Linthicum, Md. (90 percent), and Baltimore, Md. (10 percent), and work is expected to be completed by July 2011. Contract funds will not expire by the end of the fiscal year. This contract was not competitively procured. The Naval Inventory Control Point is the contracting activity (N00383-05-D-003A).

McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded a $7,015, 465 modification to a previously awarded firm-fixed-priced-incentive-fee contract (N00019-99-C-1226) for the refurbishment and/or replacement of government-owned F/A-18 E/F special test equipment. Work will be performed in St. Louis, Mo., and is expected to be completed in September 2006. Contract funds in the amount of $7,015,465 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Innovative Productivity Inc., Louisville, Ky., was awarded on July 15, 2005, a $5,800,000 firm-fixed-price contract for the operation of the McConnell Technology and Training Center (MTTC). MTTC provides research and development for specialized projects and programs and works with the U.S. Navy, Department of Defense, universities and industry to identify innovative technologies, processes and concepts that reduce operating costs and increase productivity. Work will be performed in Louisville, Ky., and is expected to be completed by December 2006. Contract funds will not expire at the end of the current fiscal year. The contract was not competitively procured. The Naval Surface Warfare Center, Port Hueneme Division, Louisville Detachment is the contracting activity (N63394-05-C-4001).

ARMY

Structural Associates Inc.*, East Syracuse, N.Y., was awarded on July 18, 2005, a $32,895,500 firm-fixed-price contract for the construction of an aircraft hangar. Work will be performed at Fort Drum, N.Y., and is expected to be completed by Nov. 1, 2006. Contract funds will not expire at the end of the current fiscal year. There were 30 bids solicited on April 19, 2005, and one bid was received. The U.S. Army Corps of Engineers, Baltimore, Md., is the contracting activity (W912DR-05-C-0026).

Engineering and Professional Services Inc., Tinton Falls, N.J., was awarded on July 15, 2005, a $13,750,000 increment as part of a $43,585,572 cost-plus-fixed-fee contract for the C-130 Short Takeoff and Landing Demonstration Program. Work will be performed in Columbus, Ohio (91 percent), and Tinton Falls, N.J. (9 percent), and is expected to be completed by Aug. 27, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on June 27, 2005. The U.S. Army Space and Missile Defense Command, Huntsville, Ala., is the contracting activity (W9113M-04-C-0028).
