            Refinery Associates of Texas, Inc., New Braunfels, Texas, is being awarded a maximum $406,565,302 fixed-price with economic price adjustment for turbine fuel.  The using services are Army, and Air Force.  Other locations of performance are Athens, Greece and Ghent, Belgium.  Proposals were Web-solicited and 21 responded.  Contract funds will not expire at the end of the current fiscal year.  The date of performance completion is June 30, 2007.  The contracting activity is Defense Energy Support Center, Fort Belvoir, Va. (SP0600-06-D-0497).
            The National Geospatial-Intelligence Agency (NGA) today awarded a multiple-year, $176 million learning management contract to Lockheed Martin Integrated Systems and Solutions. The Learning Management Services (LMS) contract, HM1576-06-C-0007, covers a 5-year period-a base year and four one-year options. It supports NGA's Human Development Directorate by providing NGA employees, elements of the Department of Defense and members of the Intelligence Community with mission-essential technical skills training, systems training, and leadership and intelligence professional education.  LMS efforts will primarily be performed in the greater Washington, D.C. and St. Louis, Mo., areas. NGA Headquarters in Bethesda, Md., is the contracting activity.
            Woodward Governor Co., Ft. Collins, Colo., is being awarded an $11,608,210 fixed-price, indefinite-delivery/indefinite-quantity contract for a maximum 60 CG-47 class ship Full Digital Authority Controller Local Control Panels (FDAC LOCOP), Woodward Governor Co., part number 9900-1002.  The contract shall provide FDAC LOCOP units to operate, control, and monitor the operation of Rolls Royce 501-K17 gas turbine engines aboard CG 47 class ships.  The FDAC LOCOP and Rolls Royce 501-K17 engines are used to supply electricity to the ship.  Work will be performed in Ft. Collins, Colo., and is expected to be completed by June 2010. 
Contract funds will not expire at the end of the current fiscal year.  The contract was not competitively procured.  The Naval Surface Warfare Center, Carderock Division, Philadelphia, Pa., is the contracting activity (N65540-06-D-0016).
