CONTRACTS

NAVY

 

            Lockheed Martin Systems Integration-Owego, Owego, N.Y., is being awarded a $951,735,822 definitization modification to a previously awarded advance acquisition contract (N00019-06-C-0098).  This definitization effort will result in a firm-fixed-price multiyear contract for the procurement of 139 MH-60R Mission Avionics Systems.  This multiyear is for MH-60R FY07 Lot V through FY11 Lot IX.  Work will be performed in Owego, N.Y., and is expected to be completed in December 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity. 

 

            Litton Systems Inc., Laser Systems, Apopka, Fla., is being awarded a $98,452,540 firm-fixed-price, indefinite-delivery/indefinite-quantity contract, with a 5-year ordering period, for the maximum procurement of 940 Special Operations Forces Laser Acquisition Marker (SOFLAM) Special Operations Forces Laser Rangefinder Designator (SOFLRD), associated data and provisioning items.  The SOFLAM SOFLRD is a lightweight integrated laser designator and rangefinder that provides Special Operations Forces personnel the capability to locate and designate critical enemy targets for destruction using laser guided ordnance.  The SOFLAM SOFLRD is capable of remote firing and for mounting accessories such as pointers and night sights.  Work will be performed in Apopka, Fla., and is expected to be completed by August 2012.  Contract funds in the amount of $1,476,409 will expire at the end of the current fiscal year.  This contract was competitively procured via Federal Business Opportunities website, with two offers received.  The Naval Surface Warfare Center, Crane, Ind., is the contracting activity (N00164-07-D-8580).

 

            J2 Engineering Inc.,* Tampa, Fla.; QC Management Inc.,* Jacksonville, Fla; and Barlovento LLC,* Dothan, Ala., are being awarded a maximum $60,000,000 8(a) indefinite-delivery/indefinite-quantity, multiple award construction contract for design-build and construction of the Northern Florida and Southern Georgia area for general building type projects.  Each contract consists of a base year and four option years for a maximum of 60 months or a maximum value of $60,000,000 for all contracts, whichever comes first with a guaranteed minimum of $5,000.  The aggregate of $60,000,000 will potentially be shared among all three contractors.  J2 Engineering Inc., is being awarded the initial task order in the amount of $656,729 (including the minimum guarantee) for the design and construction of an addition to Building 797 at Naval Air Station Jacksonville, Fla.  Work for this task order is expected to be completed by August 2008.  The remaining two contractors are being awarded the minimum guarantee.  The work will be performed primarily at the following area:  Naval Air station Jacksonville, Blount Island Command, Naval Station Mayport, and Orlando in Northern Florida and Naval Submarine Base Kings Bay in Southern Georgia, and surrounding naval Reserve Centers.  The expected completion date is August 2012.  Contract funds will expire at the end of the current fiscal year.  Task Order funds for the seed project will not expire at the end of the current fiscal year.  The Basic contract was competitively procured among 8(a) certified offers with a bona fide office in Florida or Georgia.  The solicitation was procured via the Naval Facilities Engineering Command e-solicitation website, with 20 offers received.  These three contractors may compete for task orders under the terms and conditions of the contract.  The Naval Facilities Engineering Command Southeast, Jacksonville, Fla., is the contracting activity N69450-07-D-1275/1276/1277).   

 

            Raytheon Co., Tucson, Ariz., is being awarded a $5,761,412 firm-fixed-price modification under previously awarded contract (N00024-04-C-5460) for the fabrication, test, and delivery of one MK 15 MOD 31 PHALANX SeaRAM Close-In weapon System (CIWS).  SeaRAM is a system which combines aspects of both the PHLANX CIWS and the Rolling Airframe Missile Guided Missile Launcher System.  Work will be performed in Louisville, Ky., and is expected to be completed by September 2009.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contract activity.  

 

AIR FORCE

 

            Rolls-Royce Corp., Indianapolis, Ind., is being awarded a cost-sharing contract for $296,254,318.  The objective of the Adaptive Versatile Engine Technology (ADVENT) program is to develop and demonstrate inlet, engine, exhaust nozzle, and integrated thermal management technologies that enable optimized propulsion system performance over a broad range of altitude and flight velocity.  The ADVENT program will demonstrate integration technologies to Technology Readiness Level (TRL) 4-5 and engine technologies to TRL-6 in a large thrust class, with emphasis on multi-design point demonstration of significant advancements in thrust, fuel efficiency, development cost, production cost and maintenance cost characteristics over baseline engines.   At this time, $98,770 has been obligated.  Solicitations began in March 2007 and negotiations were completed in August 2007.  This work will be complete in September 2012.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-07-C-2803).

            Jacobs Technology Inc., Tullahoma, Tenn., is being awarded a indefinite delivery/indefinite quantity, cost-plus-award-fee and cost reimbursement contract modification for $86,642,888.  This action provides for Technical, Engineering and Acquisition Support (TEAS V) at Eglin Air Force Base, Fla., and various other tenant organizations.  At this time, no funds have been obligated.  This work will be complete in September 2008.  Air Armament Center, Eglin Air Force Base, Fla., is the contracting activity (FA9200-07-C-0006/P00004).

 

            Raytheon Co., Marlboro, Mass., is being awarded a firm-fixed-price contract for $6,273,181.  This procurement is for the fabrication of a Software Communications Architecture (SCA) version 2.2.1 High Data Rate Frequency (HDR RF) ground modem, demonstration/testing of the modem hardware and porting/running of a government provided test wave.   At this time, $4,982,103 has been obligated.  Solicitations began in September 2006 and negotiations were completed in July 2007.  This work will be complete in August 2009.  Headquarters 653d Electronic Systems Wing, Hanscom Air Force Base, Mass., is the contracting activity (FA8726-07-C-0005).

 

            ComTech EF Data Corp., Tempe, Ariz., is being awarded a firm-fixed-price contract for $5,296,642.  This procurement is for the fabrication of a Software Communications Architecture (SCA) version 2.2.1 High Data Rate Frequency (HDR RF) ground modem, demonstration/testing of the modem hardware and porting/running of a government provided test wave.   At this time, $4,982,103 has been obligated.  Solicitations began in September 2006 and negotiations were completed in July 2007.  This work will be complete in August 2009.  Headquarters 653d Electronic Systems Wing, Hanscom Air Force Base, Mass., is the contracting activity (FA8726-07-C-0006).

 

DEFENSE LOGISTICS AGENCY

 

            Sylvan Forest Products*, Portland, Ore., is being awarded a $6,206,932.00 modification to a previously awarded fixed price with economic price adjustment contract for lumber and related products for the northwest region. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Contract funds will not expire at the end of the current fiscal year. Date of performance completion is August 19, 2008. Contracting activity is Defense Supply Center Philadelphia, Philadelphia, Pa. (SPM500-01-D-BP08)
