 ARMY

                 Shaw Environmental & Infrastructure, Inc., Knoxville, Tenn., was awarded on Sept. 1 a $278,194,544 indefinite-delivery/indefinite-quantity contract for the exercise of Option Year One of contract W91ZLK-09-D-0006 for environmental remediation and environmental program management services at Redstone Arsenal, Ala.  Estimated completion date is Aug. 17, 2019, with work to be performed at Redstone Arsenal, Ala.  One bid was solicited and one bid received.  The U.S. Army Research Development & Engineering Command Contracting Center, Aberdeen Proving Ground, Md., is the contracting activity (W91ZLK-09-0006).

                 Clark/MC Dean, Inc., JV, Bethesda, Md., was awarded on Aug. 30 a $124,283,000 firm-fixed-price construction contract for construction of a new South Campus electrical utility plant and substation at Fort George G. Meade, Md.  Estimated completion date is March 11, 2011, with work to be performed at Fort George G.                  Navistar Defense, LLC, Warrenville, Ill., was awarded on Sept. 1 a $35,944,668 firm-fixed-price three-year requirements contract for purchase of 248 general transport trucks.  Estimated completion date is April 30, 2011, with work to be performed by International Military and Government, LLC, West Point, Miss.  One bid was solicited and one bid received.  U.S. Army Tank and Automotive Command LCMC, Warren, Mich., is the contracting activity (W56HZV-08-D-G097).

                 MW Builders of Texas, Inc., Temple, Texas, was awarded on Sept. 1 a $23,661,000 firm-fixed-price contract for construction of a new approximately 800 member Army Reserve Center consisting of an approximately 59,173 square foot training center; an approximately 20,445 square foot unit storage building; an approximately 16,368 square foot organizational maintenance shop; and an approximately 3,922 square foot unheated storage building in Las Vegas, Nev.  The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems, and electrical systems.  Supporting facilities will include site preparation, paving, fencing, and extension of utilities to serve the project.  Estimated completion date is July 11, 2010, with work to be performed at Las Vegas, Nev.  Bids were posted on the Web with 18 bids received.  Corps of Engineers, Louisville District, Louisville, Ky., is the contracting agency (W912QR-10-C-0078).

                 Summit Builders Construction Co., Phoenix, Ariz., was awarded on Aug. 30 an $18,781,000 firm-fixed-price contract for construction of a 450-man Border Patrol facility complete with administration, detention, and vehicle maintenance as an upgrade and major addition to the adjacent and existing Border Patrol station.  Estimated completion date is April 16, 2012, with work to be performed at Naco, Ariz.  Bids were solicited on the World Wide Web and CBD with eight bids received.  U.S. Army Corps of Engineers District, Los Angeles, Calif., is the contracting activity (W912PL-10-C-0034).

                 The Walsh Group, dba Archer Western, Chicago, Ill., was awarded on Sept. 1 a $17,915,645 firm-fixed-price contract to construct three battalion headquarters buildings and widen 15th street.  Construction includes fire protection, detection, and alarm systems.  Provide connections with the energy monitoring and control system and intrusion detection system.  Provide interior communications and building information systems.  Supporting facilities include electricity, natural gas, water and sewer services; security lighting; fire protection; paving; privately owned vehicle parking; walks, curbs and gutters; storm drainage; information systems, to include fiber optic cable service; lightning protection systems; site improvements and landscaping; information systems; and force protection.  Heat and air condition via self contained systems.  Estimated completion date is March 8, 2012, with work to be performed at Fort Stewart, Ga.  Four proposals were solicited and three proposals received.  U.S. Army Engineer District, Savannah, Ga., is the contracting agency (W912HN-08-D-0036).

                 General Dynamics Armament and Technical Products, Inc., Burlington, Vt., was awarded on Aug. 31 a $17,438,671 firm-fixed-price contract.  The modification converts 6,000 M2 machine guns to M2A1 machine guns.  Estimated completion date is April 30, 2012, with work to be performed at Saco, Maine.  One bid was solicited and one bid received.  Tank and Automotive Command Contracting Center, Warren, Mich., is the contracting activity (W52H09-09-D-0175).

                 Walbridge Aldinger Co., Inc., Detroit, Mich., was awarded on Aug. 30 a $14,235,000 firm-fixed-price contract. The primary work includes the repair of an existing 88,000 square foot headquarters building for the Maneuver Center of Excellence, Fort Benning, Ga.  The items of repair will include exterior masonry, roofing, plumbing, HVAC, electrical, fire protection and alarm, communications, ceilings, interior walls, windows, doors, elevators, and structural upgrades to columns and floors to meet anti-terrorism and force protection requirements for blast protection and progressive collapse.  Additional repairs include exterior utilities and parking lot.  Estimated completion date is Oct. 4, 2011, with work to be performed at Fort Benning, Ga.  Four bids were solicited with three bids received.  U.S. Army Corps of Engineer District, Savannah, Ga., is the contracting activity (W912HN-07-D-0054).

                 Mesa Verde Enterprises, Inc., Alamogordo, N.M., was awarded on Sept. 2 a $9,947,198 firm-fixed-price contract.  This project consists of the airfield paving construction of two separate areas: the parallel taxiway and the live ordnance load area at Holloman Air Force Base, Otero County, N.M.  Estimated completion date is Dec. 1, 2011, with work to be performed at Holloman Air Force Base, N.M.  Bid solicitation was advertised on the Federal Business Opportunities website and 10 bids were received.  U.S. Army Corps of Engineers, Albuquerque District, Albuquerque, N.M., is the contracting activity (W912PP-10-C-0025).

                 W.M.                  Danner, Portland, Ore., was awarded on Aug. 31 an $8,632,000 firm-fixed-price contract.  This is a commercial purchase for 52,000 pairs of Danner combat hiker boots, Model #43513X.  The price per boot is $166.  Estimated completion date is Nov. 30, 2010, with work to be performed at Portland, Ore.  Bids were solicited on the Web and two bids were received.  U.S. Army Research Development & Engineering Command, Natick Contracting Division, Natick, Mass., is the contracting activity (W911QY-10-F-0226).

                 Cape Romain Contractors, Inc., Wando, S.C., was awarded on Aug. 30 an $8,501,840 firm-fixed-price, Construction contract for “Fish Passage at Lock and Dam No. 1, Bladen County, N.C.”  This is an American Recovery and Reinvestment Act Project.  The contract will provide a man-made rock rapids for migrating fish species that historically spawn up the Cape Fear River.  Estimated completion date is June 11, 2013, with work to be performed in Bladen County, N.C.  There were 36 bids/proposals solicited and 10 bids/proposals received.  U.S. Army Corps of Engineers, Savannah District, Wilmington Office, is the contracting activity (W912HN-10-C-0058).

                 SCITOR Corp., Herndon, Va., was awarded on Sept. 2 a $7,938,702 time-and-material contract for systems engineering and technical analysis for specialized engineering and acquisition subject matter expertise.  This six-month extension is necessary to ensure sufficient time to re-compete this effort.  Estimated completion date is Feb. 28, 2011, with work to be performed at Reston, Va.  NGA/ACA, Reston, Va., is the contracting activity WHM1572-08-F-0515).

                 EDT Constructors, Inc., Marietta, Ga., was awarded on Aug. 31 a $5,430,566 firm-fixed-price contract.  This project is for the construction of a new building required for training, equipment storage, maintenance, and deployment management oversight and readiness activities. The new building will be approximately 22,000 square feet and will be a masonry structure with brick veneer, standing seam metal roofing.  Building systems include:  HVAC, mass notification, fire protection, sanitary sewer, plumbing fixtures, interior layout and finishes.  Estimated completion date is Dec. 19, 2011, with work to be performed at Robins Air Force Base, Ga.  Bid solicitation was posted on the web with 11 bids received.  Corps of Engineers, Louisville District, Louisville, Ky., is the contracting activity (W912QR-10-C-0066).

 AIR FORCE

                 Aerospace Testing Alliance, Tullahoma, Tenn., was awarded a $204,230,218 contract modification which will provide operation, maintenance, information management, and support of Arnold Engineering Development Center for fiscal 2011.  At this time, the entire amount has been obligated.  AEDC/PK, Arnold Air Force Base, Tenn., is the contracting activity. (F40600-03-C-0001; PO0207).

                 Booz Allen & Hamilton, Inc., Herndon, Va. was provided a $19,841,158 contract which will provide cyber operations technical analysis for integrating platform and personnel survivability capabilities.  At this time, $2,678,571 has been obligated.  55 CONS/LGCD, Offutt Air Force Base, Neb., is the contracting activity (SP0700-03-D-1380; Delivery Order 377).

                 Boeing Co., Defense Space & Security, St. Louis, Mo., was awarded a $15,986,413 contract modification which will provide stores management subsystem test sets to be used with F-15C/D/E aircraft.  At this time, the entire amount has been obligated.  WR-ALC/GRVKAC, Robins Air Force Base, Ga., is the contracting activity (SP0400-01-D-9406-RJ01).

                 Boeing Co., Huntington Beach, Calif., was awarded a $12,078,557 contract modification which will identify replacement parts for family of advanced beyond line of sight terminals parts that are becoming obsolete in the operator’s displays and the data set manager and updating the design to handle the new parts.  At this time, $1,250,000 has been obligated.  653 SNND/PK, Hanscom Air Force Base, Mass., is the contracting activity (F19628-02-C-0048; PO0173).

                 Lockheed Martin Corp., Marietta, Ga., was awarded an $8,204,325 contract modification which will provide C-5 large aircraft infrared countermeasures Group A hardware and kit assembly under Lot IV, nine kits.  At this time, the entire amount has been obligated.  ASC/WLK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8625-07-C-6473; PO0028).

 NAVY

                 Honeywell Technology Solutions, Inc., Jacksonville, Fla., is being awarded a $74,100,277 modification (P00012) under a previously awarded cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract (M67004-09-D-0020) to exercise Option Year Two for prepositioning and Marine Corps logistics support services for Blount Island Command.  Work will be performed in Jacksonville, Fla., and is expected to be completed Sept. 30, 2011.  Contract funds will not expire at the end of the current fiscal year.  U.S. Marine Corps, Blount Island Command, Jacksonville, Fla., is the contracting activity.

                 DRS Environmental Systems, Inc., Florence, Ky., is being awarded a $37,345,697 indefinite-delivery/indefinite-quantity contract for the procurement of up to 60 shipboard and landbased variant air conditioners (SVAC/LVAC) which are state-of-the-art mobile, trailer-mounted air conditioners (AC) with the capability of supporting the EA-18G, F-35, EA-6B, E-2C/D , AV-8B and all variants of the F-18 military platforms.  The ACs will be used to supply conditioned air to aircraft equipment and avionics compartments during ground maintenance.  The basic quantity will consist of four each pilot production SVAC units and four each pilot production LVAC units and associated testing, technical and logistics data, and training.  Work will be performed in Florence, Ky., and is expected to be completed in September 2015.  Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via electronic request for proposal, with six offers received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-10-D-0027).

                 The Boeing Co., St. Louis, Mo., is being awarded a $26,005,915 firm-fixed-price contract for the manufacture, test and delivery of 12, with an option of up to 35, AN/USM-702 reconfigurable transportable consolidated automated support systems (RTCASS), Part #3841AS0101-01.  It also includes up to 22 self maintenance and test calibration interface devices, and 26 multi analog capability wiring kits.  RTCASS is a standardized automatic test equipment system with computer-assisted multi-functional capabilities designed to test, diagnose, troubleshoot and repair existing and emerging weapons replaceable assembly and shop replaceable assembly aircraft electronic components.  The estimated level of effort for this contract is 5,000 man-hours, with a ceiling of 13,000 man-hours.  Work will be performed in St. Louis, Mo. (58 percent); North Reading, Mass. (40 percent); and Stillwater, Okla. (2 percent).  Work is expected to be completed in September 2012.  Contract funds in the amount of $4,172,923 will expire at the end of the current fiscal year.   This order combines purchases for the U.S. Navy ($19,871,029; 76 percent); U.S. Air Force ($4,172,923; 16 percent); and the government of Finland ($1,961,964; 8 percent).  This contract was not competitively procured pursuant to FAR 6.302-4.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-10-C-0491).

                 Sure Fire, LLC, Fountain Valley, Calif., is being awarded a $16,647,750 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the visible bright light heavy (VBL-H) fire control device for the M2HB .50 caliber machine gun.  The VBL-H is a fire control device with an application on heavy crew-served weapons platforms for low-light/low observation situations.  The VBL-H provides increased optical augmentation providing increased capability to engage hostile targets with crew-served weapons systems.  The VBL-H provides visible target designation to assist the gunners in target detection recognition, and identification for the M2HB weapon system.  Work will be performed in Fountain Valley, Calif., and is expected to be completed by September 2015.  Contract funds in the amount of $74,000 will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with four offers received.  Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity (N00164-10-D-JN66).

                 The Boeing Co., St. Louis, Mo., is being awarded a $9,000,000 not-to-exceed delivery order against a previously issued Basic Ordering Agreement (N00019-05-G-0026) for the procurement of 2,936 kits in support of Engineering Change Proposal 1071, “Main Landing Gear (MLG) Planning Mechanism failures” for the F/A-18 A-D aircraft.  Work will be performed in St. Louis, Mo., and is expected to be completed in October 2012.  Contract funds will not expire at the end of the current fiscal year.  This order combines purchases for the U.S. Navy ($2,935,411; 66.6 percent); and the governments of Spain ($383,584; 8.7 percent), Canada ($327,107; 7.4 percent), Finland ($281,015; 6.4 percent), Kuwait ($173,962; 3.9 percent), Switzerland ($151,659; 3.4 percent), Australia ($121,555; 2.8 percent), and Malaysia ($35,684; 0.8 percent), under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 DEFENSE LOGISTICS AGENCY

                 SupplyCore, Inc.*, Rockford, Ill., is being awarded a maximum $72,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity bridge contract for maintenance, repair and operations supplies and related services.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  The original proposal was Web-solicited with three responses.  The date of performance completion is Sept. 2, 2011.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM500-05-D-BP04).
