CONTRACTS

U.S. TRANSPORTATION COMMAND

            Federal Express, El Segundo, Calif., has received an indefinite-delivery/requirements, fixed-price with economic price adjustment contract award.  This contract has an overall four-year estimated contract value of $182,508,228.  The contract is for cold-chain packing and logistics and international air transportation for primarily fresh fruits and vegetables from the United States West Coast to various Pacific locations in support of the Defense Commissary Agency and Defense Logistics Agency.  The scope of work requires the contractor to provide the initial receiving and overpacking of government-procured subsistence, necessary cold-chain maintenance, time-definite door delivery, transportation, timely and accurate intransit visibility, Government Third Party Payment System participation, and customs and agricultural clearance processing.  Work will be performed on the United States West Coast and internationally.  The performance period for the base year is Oct. 1, 2011 to Sept. 30, 2012, with three one-year option periods from Oct. 1, 2012 to Sept. 30, 2015.  Contract funds will expire at the end of fiscal 2012.  Five proposals were received.  The U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Ill., is the contracting activity (HTC711-11-D-C050)

NAVY

            Team Logistics, Fairfax, Va., is being awarded a $98,870,533 indefinite-delivery/indefinite-quantity contract for logistics and technical services in support of the Industrial and Logistics Maintenance Planning/Sustainment Department.  Services to be provided include planning, analysis, development, training, support equipment management, facilities and execution.  Work will be performed in Patuxent River, Md., and is expected to be completed in August 2016.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via an electronic request for proposals; two offers were received.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-11-D-0040).

            BAE Systems Land & Armaments, L.P., Armament Systems Division, Louisville, Ky., is being awarded a $27,462,947 cost-plus-fixed-fee delivery order under basic ordering agreement (N00024-07-G-5438) for the procurement of material and labor required to overhaul and upgrade three MK 45 gun mounts.  This delivery order is to disassemble, repair, overhaul, manufacture, convert, upgrade, test, and package a quantity of three MK 45 Mod 4 gun mounts.  These gun mounts will be upgraded to the MK 45 Mod 4 Deployable “E” configuration.  Work will be performed in Louisville, Ky. (80 percent), and Fridley, Minn. (20 percent), and is expected to complete January 2014.  Contract funds will not expire at the end of the current fiscal year.  The Naval Surface Warfare Center, Indian Head Division, Indian Head, Md., is the contracting activity.

            Raytheon Co., Goleta, Calif., is awarded a $26,600,000 ceiling price, performance-based logistics contract for eight weapons replaceable assemblies.  The first delivery order will be released concurrently with the award in the ceiling priced amount of $13,274,500 for supply support for the AN/ALR-67(V) 3 for the F/A-18 A/B/E/F aircraft.  Work will be performed in Goleta, Calif. (45 percent); Forest, Miss. (25 percent); Jacksonville, Fla. (20 percent); Tucson, Ariz. (5 percent); and El Segundo, Calif. (5 percent).  Work is expected to be completed July 31, 2012.  Raytheon was solicited for this sole-source requirement and one offer was received in response to the solicitation.  The NAVSUP Weapon Systems Support, Philadelphia, Pa., is the contracting activity (N00383-11-D-001D).

            BAE Systems-Electronic Solutions, Nashua, N.H., is awarded a $12,723,865 firm-fixed-price contract to manufacture JSF-CI-3 countermeasure equipment used for the Joint Strike Fighter Program.  JSF-CI-3 is a component of AN/ASQ-239 Electronic Warfare System.  This contract contains an option, which, if exercised, will bring the total contract value to $20,915,685.  Work will be performed in Nashua, N.H., and is expected to be completed by July 2013.  The applicable funding is procurement of ammunition Navy and Marine Corps, and will not expire before the end of the current fiscal year.  One company was solicited for this non-competitive requirement and one offer was received in response to the solicitation.  The NAVSUP Weapon Systems Support, Mechanicsburg, Pa., is the contracting activity (N00104-11-C-K085).

            Lockheed Martin Maritime Systems and Sensors, Baltimore, Md., is being awarded a $6,937,113 modification to previously awarded contract (N00024-10-C-5347) for electrical design agent services for the MK 41 Vertical Launching System (VLS).  The MK 41 VLS provides a missile launching system for CG 47 and DDG 51 class, as well as surface combatants of allied navies.  Effort under this contract includes design agent services to support the MK 41 VLS program and the Life Cycle Support Facility through efforts such as the integration of new missiles into VLS, integration of VLS into new ships, technical refresh, systems engineering, computer program engineering, and failure analyses.  Work will be performed in Baltimore, Md. (92 percent), and Ventura, Calif. (8 percent), and is expected to be completed by December 2012.  Contract funds in the amount of $647,880 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

AIR FORCE

            Northrop Grumman Systems Corp., Integrated Systems Air Combat Systems, San Diego, Calif., is being awarded a $26,178,369 cost-plus-fixed-fee contract modification for Sand Dragon B.  This effort is to develop and deploy an innovative airborne counter-IED capability unmanned aerial system.  Work will be performed in San Diego, Calif.  The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-11-C-7147).

            Booz Allen Hamilton, Inc., Herndon, Va., is being awarded a $9,998,308 cost-plus-fixed-fee contract for report, documents and plans to address strategic, planning and operational requirements.  In the performance of this task, the Survivability/Vulnerability Information Analysis Center (SURVIAC) shall provide research, data collection, and technical analysis to assess U.S. Southern Command’s strategic planning process, design metrics to measure theater security objectives, and perform analyses to assess command performance against defined metrics.  The location of performance is McLean, Va.  The Enterprise Sourcing Group, Offutt Air Force Base, Neb., is the contracting activity (SP0700-03-D-1380, Delivery Order 0423).

            General Atomics Aeronautical Systems, Inc., Poway, Calif., is being awarded a $9,559,973 cost-plus-incentive fee, firm-fixed-price contract for MQ-1 aircraft block upgrades.  Work will be performed in Poway, Calif.  The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA-8620-10-G-3038-0062).

            Northrop Grumman Systems Corp., Network Communications Systems, San Diego, Calif., is being awarded an $8,800,000 fixed-price-incentive-firm, firm-fixed-price, cost-plus-fixed-fee, cost reimbursement contract to develop a deployable instrument landing system that can provide precision guidance to aviation assets in multiple geographically-separated and environmentally-diverse regions.  Work will be performed at San Diego, Calif.  Headquarters Electronic Systems Center, Directorate of Contracting, Hanscom Air Force Base, Mass., is the contracting activity (FA8730-11-C-0011).

            General Atomics Aeronautical Systems, Inc., Poway, Calif., is being awarded an $8,685,940 cost-plus-incentive-fee, firm-fixed-price contract for MQ-1 spares and retrofit kits.  Work will be performed in Poway, Calif.  The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA-8620-05-G-3028-0057).

ARMY

            Pro-Mark Services, Inc., West Fargo, N.D. (W901UZ-11-D-0008); Monument Construction Corp., Grand Forks, N.D. (W901UZ-11-D-0007); JP Structures, Menahga, Minn. (W901UZ-11-D-0006); LS Black Constructors, Inc., St. Paul, Minn. (W901UZ-11-D-0005); Gast Construction, Inc., Fargo, N.D. (W901UZ-11-D-0004); CS DuBois Construction, Inc., West Fargo, N.D. (W901UZ-11-D-0003); Smithco, Inc., Fargo, N.D. (W901UZ-11-D-0002); and TF Powers Construction, Inc., Fargo, N.D. (W901UZ-11-D-0001); were awarded a $20,000,000 firm-fixed-price indefinite-delivery/indefinite-quantity multiple-award-task-order contract.  The award will provide for the sustainment, repair, maintenance and construction services to the North Dakota National Guard.  Work location will be determined with each task order, with an estimated completion date of Aug. 7, 2016.  The bid was solicited through the Internet, with 13 bids received.  The National Guard Bureau, Bismarck, N.D., is the contracting activity.

            Great Lakes Dredge & Dock Co., Oak Brook, Ill., was awarded a $20,000,000 firm-fixed-price indefinite-delivery/indefinite-quantity contract.  The award will provide for the dredging services in Alabama.  Work location will be determined with each task order, with an estimated completion date of Oct. 4, 2012.  The bid was solicited through the Internet, with an estimated completion date of Oct. 4, 2012.  The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (W91278-11-D-0081).

            Symetrics Industries, Melbourne, Fla., was awarded a $14,661,878 firm-fixed-price contract.  The award will provide for the procurement of 319 improved data modems.  Work will be performed in Melbourne, Fla., with an estimated completion date of June 30, 2013.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W15P7T-11-C-H466).

            PacificTech-Sauer, J.V., Jacksonville, Fla., was awarded a $9,674,000 firm-fixed-price contract.  The award will provide for the construction of an operational communications facility to be used as the Joint Communication Unit Headquarters and Information Operations Facility at Fort Bragg, N.C.  Work will be performed in Fort Bragg, N.C., with an estimated completion date of March 10, 2013.  The bid was solicited through the Internet, with 11 bids received.  The U.S. Army Corps of Engineers, Savannah, Ga., is the contracting activity (W912HN-11-C-0009).
