CONTRACTS

AIR FORCE

            General Atomics Aeronautical Systems, Poway, Calif., is being awarded a $319,236,484 firm-fixed-price contract for 40 MQ-9 Block 1 aircraft, and 40 aircraft containers.  The location of the performance is Poway, Calif.  Work is expected to be completed September 2013.  This was a sole-source acquisition; one proposal was received.  ASC/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-10-G-3038 0017).

            United Technologies Corp., East Hartford, Conn., is being awarded a $37,735,580 fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract for four F117-PW-100 FMS install engines, and associated data for the C-17 aircraft.  The location of the performance is East Hartford, Conn.  Work is expected to be completed June 4, 2012.  Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8626-07-D-2073).

            Integrated Data Services, Inc., El Segundo, Calif., is being awarded a $7,395,355 firm-fixed-price, cost-plus-fixed-fee and cost contract for the comprehensive Cost and Requirement System.  This is a financial program management software tool used by Air Force Acquisition and sustainment organizations to accomplish planning and execution of program budgets through funding document generation and official government and accounting system interfaces in support of event-driven forecasting, obligation and expenditure tracking.  The location of the performance is El Segundo, Calif.  Work is expected to be completed Dec. 31, 2012.  ESC/HIBK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8771-C-11-001 P00010).

NAVY

            Bell Helicopter Textron, Inc., Hurst, Texas, is being awarded an $85,201,239 cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the software upgrades in support of the H-1 Upgrade Program.  This contract includes design, development, studies, and implementation of the upgrades to existing software and ancillary hardware and/or improved functionality and obsolescence management of the aircraft.  Work will be performed in Woodland Hills, Calif. (70 percent); Hurst, Texas (25 percent); and China Lake, Calif. (5 percent), and is expected to be completed in December 2014.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1).  The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity (N68936-12-D-0003).

            Tetra Tech EC, Inc., San Diego, Calif., is being awarded an $11,747,573 firm-fixed-price modification to increase the maximum dollar value of task order #0010 under a previously awarded environmental multiple award contract (N62473-10-D-0809) to exercise option one for additional remediation at Installation Restoration Site 17 Seaplane Lagoon at Alameda Point.  The work to be performed provides for:  radiological support for the entire Site 17 remediation; plugging outfall within the northwest remediation area and providing “pump around” during dredging period; removing an old sunken barge; installing turbidity curtains with associated sampling and analysis; and processing the sediment, to include all construction activities, including construction of radiological screening holding pads.  The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all work described in the contract task order.  After award of this option, the total cumulative contract task order value will be $16,171,377.  Work will be performed in Alameda, Calif., and is expected to be completed by November 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

            The Boeing Co., St. Louis, Mo., is being awarded a $6,734,172 modification to a previously awarded firm-fixed-price, fixed-price-incentive-fee contract (N00019-09-C-0019) for the Delta phase of the Advanced Mission Computer (AMC) Type 4 system, which is a redesign of the AMC Type 3 mission computer system for the F/A-18 E/F and EA-18 G fighter aircraft.  The Delta phase finalizes the development and prepares the AMC Type 4 for production with the F-18 aircraft.  Work will be performed in Bloomington, Minn. (71 percent); St. Louis, Mo. (24 percent); and Linthicum, Md. (5 percent), and is expected to be completed in December 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

MISSILE DEFENSE AGENCY

            The Missile Defense Agency is announcing the award of a sole-source modification to its cost-plus-incentive-fee contract (N00027-07-C-6119) with Raytheon Missile Systems Co., Tucson, Ariz.  The modification will exercise an option to procure material for the Standard Missile - 3 Block IB missiles.  The total value for this modification is $35,000,000, increasing the total contract value from $1,569,089,651 to $1,604,089,651.  The period of performance for this contract action is from December 2011 through May 2012.  The work will be performed in Tucson, Ariz.  Fiscal 2011 Research, Development, Test and Evaluation funds will be used to fully fund this effort.  Contract funds will not expire at the end of the current fiscal year.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.

            The Missile Defense Agency is awarding Lockheed Martin Mission Systems and Sensors, Moorestown, N.J., a cost-plus-award-fee modification for a total increased value of $184,023,258 under Missile Defense Agency contract HQ0276-10-C-0001.  The modification will increase the level of effort to allow for continued performance of future weapon system concept exploration.  The initial award will be in the amount of $20,000,000 to contract line item number (CLIN) 0025.  The remaining $164,023,258 will be divided into seven $20,000,000 option periods, and one $24,023,258 option period.  The work will be performed in Moorestown, N.J.  The performance period for CLIN 0025 is through Dec. 31, 2012.  Fiscal 2011 Research, Development, Test and Evaluation funds will be used to fund this effort.  The Missile Defense Agency is the contracting activity (HQ0276).
