CONTRACTS

NAVY

            Bechtel Marine Propulsion Corp., San Francisco, Calif., is being awarded a $359,700,000 cost-plus-fixed-fee modification to previously awarded contract (N00024-08-C-2103) for nuclear propulsion work at the Bettis Atomic Power Laboratory and Knolls Atomic Power Laboratory.  Work will be performed in Norwich, Conn. (84.9 percent); Monroeville, Pa. (12.5 percent); and Norfolk, Va. (2.6 percent).  Contract funds will not expire at the end of the current fiscal year.  No completion date or additional information is provided on Naval Nuclear Propulsion Program contracts.  The Naval Sea Systems Command is the contracting activity.

            The Boeing Co., Seattle, Wash., is being awarded a $226,999,940 modification to a previously awarded cost-plus-award-fee contract (N00019-04-C-3146) for services in support of the P-8A System Development and Demonstration Program for the T-1 and T-3 aircraft.  This modification will support interim flight clearance for the P-8A aircraft in the special mission configuration.  Work will be performed in Seattle, Wash. (59 percent); Baltimore, Md. (32 percent); and St. Louis, Mo. (9 percent).  Work is expected to be completed in August 2016.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

            Northrop Grumman Corp., Integrated Systems, Bethpage, N.Y., is being awarded a not-to-exceed $157,942,000 advance acquisition contract for long lead material and related support for the full rate production of five E-2D Advanced Hawkeye aircraft (Lot 1).  Work will be performed in Syracuse, N.Y. (32.6 percent); Bethpage, N.Y. (15.5 percent); Dallas, Texas (12.4 percent); Menlo Park, Calif. (9.8 percent); Woodland Hills, Calif. (6 percent); and various locations within the United States (23.7 percent).  The work is expected to be completed in March 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-0063).

            The Boeing Co., St. Louis, Mo., is being awarded a $132,823,284 modification to a previously awarded firm-fixed-price contract (N00019-09-C-0086) to exercise an option for the procurement of 12 EA-18G Lot 36 full rate production airborne electronic attack kits and the associated non-recurring engineering.  Work will be performed in Baltimore, Md. (41.1 percent); St. Louis, Mo. (36.3 percent); Bethpage, N.Y. (19 percent); and Fort Wayne, Ind. (3.6 percent).  Work is expected to be completed in September 2014.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

            Northrop Grumman Space and Mission Systems Corp., Reston, Va., is being awarded a $36,646,047 delivery order under a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-incentive-fee, cost-plus-fixed-fee and firm-fixed-price contract (N00039-10-D-0028) for the procurement of the Consolidated Afloat Networks and Enterprise Services (CANES) common computing environment to include guided missile destroyer (DDG) variant first article; DDG variant production units; and multipurpose amphibious assault ship variant first article.  This contract includes options, which, if exercised at the maximum quantities, would bring the cumulative value of the contract to an estimated $637,773,236.  Work will be performed in San Diego, Calif., and is expected to be completed by September 2012.  If all contract options are exercised, work could continue until September 2013.  Contract funds will not expire at the end of the current fiscal year.  The issuance of this delivery order to Northrop Grumman is the result of the CANES competitive down-select to a single contractor for continued performance under the contract options for development, production and logistics support for CANES.  The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity.

            Bechtel Plant Machinery, Inc., Monroeville, Pa., is being awarded a $12,570,150 cost-plus-fixed-fee modification to previously awarded contract (N00024-12-C-2106) to exercise an option for naval nuclear propulsion components.  Work will be performed in Monroeville, Pa.  Contract funds will not expire at the end of the current fiscal year.  No completion date or additional information is provided on Naval Nuclear Propulsion Program contracts.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

            Lockheed Martin, Mission Systems and Sensors, Moorestown, N.J., is being awarded a $10,311,265 cost-plus-fixed-fee modification to previously awarded contract (N00024-09-C-5103) to exercise options for fiscal 2012 Aegis Platform Systems Engineering Agent activities and Aegis modernization advanced capability build engineering.  The Platform Systems Engineering Agent manages the in-service combat systems configurations, as well as the integration of new or upgraded capability into the CG 57 and DDG 51 class of ships.  Work will be performed in Moorestown, N.J.  Work is expected to be completed by Dec. 30, 2012. Contract funds in the amount of $213,000 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

            Lockheed Martin Corp., Gaithersburg, Md., is being awarded a $7,044,529 modification to previously awarded cost-plus-award fee contract (N63394-06-D-1170) for Aegis design agent engineering and technical support services for combat system ship qualification trials, ballistic missile defense, and other test and evaluation events.  This effort includes identifying, troubleshooting, and resolving Aegis Combat System and Aegis Weapon System (AWS) equipment interface issues; providing test engineering; original equipment manufacturer field engineering installation; checkout services in support of ordinance alteration; ship alteration upgrades for the AWS; and AN/UYQ configured ships.  This contract includes purchases from the government of Japan (5 percent) under the Foreign Military Sales Program.  Work will be performed in Norfolk, Va. (25 percent); Port Hueneme, Calif. (20 percent); San Diego, Calif. (20 percent); Mayport, Fla. (10 percent); Pearl Harbor, Hawaii (10 percent); Moorestown, N.J. (5 percent); Everett, Wash. (5 percent); and Yokosuka, Japan (5 percent).  Work is expected to be completed by June 2012.  Contract funds in the amount of $5,687,198 will expire at the end of the current fiscal year.  The Port Hueneme Division, Naval Surface Warfare Center, Port Hueneme, Calif., is the contracting activity.

DEFENSE LOGISTICS AGENCY

            Toshiba America Medical Systems, Inc., Tustin, Calif., was issued a modification exercising the third option year on contract SPM2D1-09-D-8322/P00030.  The award is a fixed-price with economic price adjustment contract with a maximum $229,621,523 for radiology systems, subsystems and components.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  There were 43 responses to the Web solicitation.  Type of appropriation is fiscal 2012/2013 Defense Working Capital Funds.  The date of performance completion is Feb. 3, 2013.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

            Bayer Healthcare Pharmaceuticals, Wayne, N.J., was awarded a fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract with a maximum $49,421,139 for pharmaceuticals.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  There were 14 responses to the Web solicitation.  Type of appropriation is fiscal 2012 Warstopper Funds.  The date of performance completion is Jan. 31, 2013.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM2D0-12-D-0002).

            Criticare Systems, Inc., Waukesha, Wis., was awarded a fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract with a maximum $17,799,831 for patient monitoring systems, subsystems, accessories, service manual, and repair/parts.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  There were seven responses to the Web solicitation.  Type of appropriation is fiscal 2012/2013 Defense Working Capital Funds.  The date of performance completion is Jan. 31, 2021.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM2D1-12-D-8301).

            O.E.S., Inc.*, Wainwright, Alaska, was issued a modification exercising the first option year on contract SP3300-10-C-0037/P00011.  The award is a fixed-price-incentive-firm target contract with a maximum $8,426,742 for distribution services provided to Defense Logistics Agency Distribution, San Diego, Calif.  Using service is Defense Logistics Agency.  There were five responses to the Web solicitation.  Type of appropriation is fiscal 2012 Defense Working Capital Funds.  The date of performance completion is Jan. 31, 2016.  The Defense Logistics Agency Distribution, New Cumberland, Pa., is the contracting activity.

ARMY

            Manhattan Torcon, J.V., Falls Church, Va., was awarded a $78,099,206 firm-fixed-price contract.  The award will provide for the construction of the U.S. Army Research Institute of Infectious Disease facility.  Work will be performed in Fort Detrick, Md., with an estimated completion date of July 14, 2014.  The bid was solicited through the Internet, with three bids received.  The U.S. Army Corps of Engineers Integrated Program Office, Fort Detrick, Md., is the contracting activity (W912DR-09-C-0026).

            Colt Defense, L.L.C., West Hartford, Conn. (W15QKN-12-D-0009), and FN Manufacturing, Columbia, S.C.             Rockwell Collins, Inc., Cedar Rapids, Iowa, is being awarded a $17,200,000 firm-fixed-price contract for life cycle contractor support on the Common Avionics Architecture System and Cockpit Management System currently installed on the A/MH-6, MH-47, and MH-60 aircraft assigned to U.S. Special Operations Command.  The work will be performed in Cedar Rapids, Iowa, and is expected to be completed by Jan. 31, 2017.   This contract was awarded as sole-source after approval of a justification and approval document as exception to full and open competition under the authority of FAR 6.302-1.  U.S. Special Operations Command, MacDill Air Force Base, Fla., is the contracting activity (H92241-12-C-0002).
