CONTRACTS

NAVY

            Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $258,800,000 not-to-exceed undefinitized modification to the previously awarded F-35 Lightning II Joint Strike Fighter low rate initial production Lot 5 contract (N00019-10-C-0002), including one additional conventional take-off and landing aircraft for the Air Force, and one additional carrier variant aircraft for the Navy.  The modification includes undefinitized line items, which will be definitized as fixed-price-incentive-firm.  Work will be performed in Fort Worth, Texas (35 percent); El Segundo, Calif. (25 percent); Warton, United Kingdom (20 percent); Orlando, Fla. (10 percent); Nashua, N.H. (5 percent); and Baltimore, Md. (5 percent).  Work is expected to be completed in February 2014.  No funding will be obligated at time of award.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

            Lockheed Martin Integrated Systems, Bethesda, Md., is being awarded a $21,910,155 modification to previously awarded contract (N00024-06-C-6272) for systems engineering and integration in support of Combat System Warfare Federated Tactical Systems.  SWFTS is comprised of all submarine combat system subsystems, mainly Consultation, Command, Control, Communications, Computers, and Intelligence.  This effort provides for the overall architecture integration of the subsystems to achieve a single total combat system for naval battlegroup interconnectivity.  Work will be performed in Manassas, Va. (44 percent); Middletown, R.I. (12 percent); San Antonio, Texas (8 percent); Groton, Conn. (7 percent); Newport, R.I. (7 percent); Woodbridge, Va. (7 percent); Riverdale, Md. (5 percent); Canton, Ill. (3 percent); Greensboro, N.C. (3 percent); Bethesda, Md. (2 percent); Mystic, Conn. (1 percent); and North Waterford, Conn. (1 percent).  Work is expected to be completed by September 2012.  Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

            MarineTec*, a joint venture between Marine Hydraulics International, Inc., and Tecnico Corp., Norfolk, Va., is being awarded a $9,953,270 cost-plus-incentive-fee contract for USS Mesa Verde (LPD 19) phased maintenance availability (PMA).  Work includes the PMA for miscellaneous structural, mechanical, and electrical repairs and unscheduled availabilities.  Work will be performed in Norfolk, Va., and is expected to be completed by September 2012.  Contract funds in the amount of $9,953,270 will expire at the end of the current fiscal year.  This contract was competitively procured via the Norfolk Ship Support Activity’s solicitation website with four proposals solicited and three offers received.  Norfolk Ship Support Activity, Norfolk, Va., is the contracting activity (N50054-12-C-1203).

            Raytheon Systems, Sudbury, Mass., is being awarded $7,700,000 for firm-fixed-price delivery order 0017 under a previously awarded performance based logistics contract (N00104-07-D-ZD51) for AEGIS ballistic missile defense pack-up kit items.  Work will be performed at Sudbury, Mass., and is expected to be completed by July 2014.  The applicable Navy Working Capital Funds will not expire by the end of the current fiscal year.  This effort was not competitively procured.  The NAVSUP Weapon Systems Support, Mechanicsburg, Pa., is the contracting activity (N00104-07-D-ZD51).

            Lockheed Martin Mission Systems and Sensors, Moorestown, N.J., is being awarded a $7,440,473 cost-plus-incentive-fee modification to previously awarded contract (N00024-10-C-5124) for technical engineering and related operation and maintenance of Navy AEGIS sites in New Jersey in support of AEGIS Foreign Military Sales cases JA-P-FNC (Japan) and SP-P-LGB (Spain), and U.S. Navy AEGIS support efforts.  This contract modification will provide continuing technical engineering, logistics, configuration management, quality assurance, operation and maintenance for AEGIS program support sites located in New Jersey.  These facilities incorporate highly integrated, classified, real-time networks that connect numerous contractor and United States government facilities required to build, integrate and deliver computer code for U.S. Navy and Foreign Military Sales requirements.   Work will be performed in Moorestown, N.J., and is expected to be completed by September 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

ARMY

            McCann Worldgroup, Inc., New York, N.Y., was awarded an $188,025,918 fixed-price-award-fee indefinite-delivery/indefinite-quantity contract.  The award will provide for the marketing and advertising services in support of a nationwide advertisement campaign for the personnel recruitment and retention programs throughout the Army.  Work will be performed in New York and various location determined by task orders, with an estimated completion date of April 6, 2016.  The bid was solicited through the Internet, with four bids received.  The U.S. Army Mission and Installation Contracting Command, Fort Knox, Ky., is the contracting activity (W9124D-11-D-0036).

            Raytheon Co., Network Centric Systems, Aberdeen Proving Ground, Md., was awarded a $75,000,000 firm-fixed-price contract.  The award will provide for the procurement of the AN/TPX-57 Identification Friend or Foe Systems Air Defense Interrogators components and associated engineering support.  Work will be performed in Aberdeen Proving Ground, Md., with an estimated completion date of Dec. 31, 2013.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Fort Monmouth, N.J., is the contracting activity (W15P7T-12-D-A010).

            Oshkosh Corp., Oshkosh, Wis., was awarded a $60,080,166 firm-fixed-price contract.  The award will provide for the modification of an existing contract to procure Medium Tactical Vehicles.  Work will be performed in Oshkosh, Wis., with an estimated completion date of Sept. 30, 2014.  The bid was solicited through the Internet, with three bids received.  The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-09-D-0159).

            Louisiana Workforce Commission, Baton Rouge, La., was awarded a $52,942,309 firm-fixed-price contract.  The award will provide for the full-food services in support of the 162nd Infantry Training Brigade and the Joint Readiness Training Center at Fort Polk, La.  Work will be performed in Fort Polk, La., with an estimated completion date of Sept. 30, 2017. AIR FORCE

            The Goodrich Corp., Westford, Maine, is being awarded an $183,000,000 firm-fixed-price undefinitized contract action/letter contract to procure DB-110 pods, support equipment, and contractor logistic support for the Foreign Military Sales F-15 Modernization Program.  The location of the performance is Westford, Maine.  Work is to be completed by July 31, 2022.  ASC/WINK/FMS, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-12-C-4020).

DEFENSE COMMISSARY AGENCY

            Military Produce Group, L.L.C., Norfolk, Va., is being awarded an indefinite-delivery, requirements-type contract on April 13, 2012, to provide fresh fruits and vegetables (FF&V) for resale at 34 commissary store locations in the Defense Commissary Agency’s Central Area, considered Area 5.  The estimated award amount is $49,427,615.  Contractor will deliver FF&V to the store locations as needed.  The contract is for a two-year base period beginning May 13, 2012, through April 30, 2014.  Three one-year option periods are available.  If all option periods are exercised, the contract will be completed April 30, 2017.  Contract funds will not expire at the end of the current fiscal year.  Sixty-five firms were solicited and two offers were received.  The Defense Commissary Agency, Resale Contracting Directorate, Resale Commodities Division, Fort Lee, Va., is the contracting activity (HDEC02-12-D-0001).

DEFENSE LOGISTICS AGENCY

            Henry Schein, Inc., Melville, N.Y., was issued a modification exercising the second option year on contract SPM2DE-10-D-7342/P00006.  The award is a fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract with a maximum $24,083,883 for various laboratory supplies and equipment.  There are no other locations of performance.  Using services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  There were eight responses to the Web proposal.  Type of appropriation is fiscal 2012 Defense Working Capital Funds.  The date of performance completion is April 25, 2013.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

            Sysco Louisville Food Services, Louisville, Ky., was issued a modification exercising the third option year on contract SPM300-08-D-3226/P00035.  The award is a fixed-price with economic price adjustment contract with a maximum $22,067,672 for total food and beverage support.  There are no other locations of performance.  Using services are Army, Air Force and federal civilian agencies.  There were two responses to the Web proposal.  Type of appropriation is fiscal 2011 and 2012 Defense Working Capital Funds.  The date of performance completion is Oct. 13, 2013.  The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

            B&S Transport, Inc.*, Navarre, Ohio, was issued a firm-fixed-price, requirements-type contract with a maximum $15,697,323 for wheel and tire assemblies.  There are no other locations of performance.  Using service is Army.  There were six responses to the Web proposal.  Type of appropriation is fiscal 2012 through 2015 Army Working Capital Funds.  The date of performance completion is April 2015.  The Defense Logistics Agency Land - Warren, Warren, Mich., is the contracting activity (SPRDL1-12-D-0031).

            Sysco Nashville, L.L.C., Nashville, Tenn., was issued a modification exercising the third option year on contract SPM300-08-D-3227/P00028.  The award is a fixed-price with economic price adjustment, prime vendor contract with a maximum $13,160,187 for total food and beverage support.  There are no other locations of performance.  Using services are Army, Army National Guard, and Job Corps.  There was one response to the Web proposal.  Type of appropriation is fiscal 2012 Defense Working Capital Funds.  The date of performance completion is Oct. 13, 2013. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.

DEFENSE THREAT REDUCTION AGENCY

            Raytheon Technical Services Co., L.L.C., Dulles, Va., is being awarded a $9,986,291 requirements bridge contract for CTR Integrating Services for the Defense Threat Reduction Agency in support of Operations Enterprise and Plans Enterprise Contracts Division J42(BE-BCO).  A sole-source solicitation was issued for a bridge contract pending culmination of the ongoing process for a full and open competitive award.  Work will be performed at Sterling, Va., with substantial effort to be performed outside of the United States.  The base contract is expected to be completed May 11, 2013.  There are two, three-month option periods:  May 12, 2013 through Aug. 11, 2013; and Aug. 12, 2013 through Nov. 11, 2013, respectively.  The Defense Threat Reduction Agency, Fort Belvoir, Va., is the contracting activity (HDTRA1-12-C-0049).
