CONTRACTS

ARMY

CGI Federal Inc., Fairfax, Virginia, was awarded a $107,880,073 modification (P00023) to contract W911S0-12-C-0009 to exercise Option 2 for the operational environment core functions requirement for the Army Training and Doctrine Command’s G-2 support services. Fiscal 2014 operations and maintenance funds (Army) in the amount of $49,714,449 were obligated at the time of the award. Estimated completion date is Sept. 9, 2015. Work will be performed at Fort Eustis, Virginia. Army Contracting Command, Fort Eustis, Virginia, is the contracting activity.

Archer Western Federal JV, Chicago, Illinois, was awarded a $30,197,000 firm-fixed-price contract for the construction of an unmanned aerial vehicle launch and recovery complex within restricted airspace. Work will be performed at Ft. Bliss, Texas, with an estimated completion date of Dec. 21, 2015. Bids were solicited via the Internet with nine received. Fiscal 2014 military construction funds in the amount of $30,197,000 are being obligated at the time of the award. U.S. Army Corps of Engineers, Fort Worth, Texas is the contracting activity (W9126G-14-C-0039).

K.L. House Construction Co. Inc.,* Albuquerque, New Mexico, was awarded a $21,285,500 firm-fixed-price contract with options to design/build the nuclear systems wing and sustainment center Phase II, Kirtland AFB, New Mexico. Work will be performed in Clovis, New Mexico, with an estimated completion date of Oct. 15, 2016. Bids were solicited via the Internet with 12 received. Fiscal 2014 military construction funds in the amount of $21,285,500 are being obligated at the time of the award. U.S. Army Corps of Engineers, Albuquerque, New Mexico, is the contracting activity (W912PP-14-C-0016).

Federal Contracting Inc. (dba Bryan Construction), Colorado Springs, Colorado, was awarded a $15,083,965 firm-fixed-price contract with options to design/build a Special Operations Forces group support battalion, and a two company operations facility. Work will be performed in Fort Carson, Colorado, with an estimated completion date of Jan. 19, 2016. Bids were solicited via the Internet with nine received. Military construction funds for Fiscal 2010 ($1,892,148) and Fiscal 2014 ($13,191,817) are being obligated at the time of the award. U.S. Army Corps of Engineers, Omaha, Nebraska, is the contracting activity (W9128F-14-C-0030).

Benchmark Contracting Inc.* (dba Cobblestone Construction), Las Vegas, Nevada, was awarded a $10,643,419 firm-fixed-price contract for construction of a remote piloted aircraft mission complex physical protection system, Creech AFB, Indian Springs, Nevada. Work will be performed in Indian Springs, Nevada with an estimated completion date of Aug. 10, 2015. Bids were solicited via the Internet with seven received. Fiscal 2014 military construction funds in the amount of $10,643,419 are being obligated at the time of the award. ARGO Systems, LLC, Hanover, Maryland was awarded a $7,684,677 firm-fixed-price contract to create oyster bars for Harris Creek and the Tred Avon River off the Choptank River, Maryland. Work will be performed in Easton, Maryland with an estimated completion date of Feb. 13, 2015. Bids were solicited via the Internet with three received. Fiscal 2014 operations and maintenance (Army) funds in the amount of $7,684,677 are being obligated at the time of the award. NAVY

CH2M Hill / Clark Nexsen Energy Partners JV, Englewood, Colorado, is being awarded $60,000,000 firm-fixed-price modification to increase the maximum dollar value of an indefinite-delivery/indefinite-quantity contract for the exercise of option three for architect and engineering and design services worldwide. The work to be performed provides for architect-engineer and design services for energy efficient projects and services. Shore facilities and utility systems services are included at various locations worldwide. Architect-engineer and engineering services will require expertise in energy management, architectural, mechanical, electrical, structural, and environmental disciplines as it pertains to Department of Defense utility systems and energy consuming systems in naval shore infrastructure. No task orders are being issued at this time. After award of this option, the total cumulative contract value will be $240,000,000. Work will be performed at various Navy and Marine Corps facilities and other government facilities stateside (80 percent) and overseas (20 percent), and work is expected to be completed July 2015. No funds will be obligated with this award. Contract funds will not expire at the end of the current fiscal year. The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity (N62583-11-D-0533).

Huntington Ingalls Inc., Newport News, Virginia, is being awarded a $13,759,894 modification to previously awarded cost-plus-award-fee, incentive-fee contract (N00024-13-C-4315) for USS Ronald Reagan (CVN 76) fiscal 2014 planned incremental availability. A planned incremental availability includes the planning and execution of depot-level maintenance, alterations and modifications that will update and improve the ship's military and technical capabilities. Work will be performed in San Diego, California, and is expected to be completed by April 2015. Fiscal 2014 operations and maintenance (Navy) and fiscal 2014 other procurement (Navy) funding in the amount of $13,759,894 will be obligated at time of award. Contract funds in the amount of $13,759,894 will expire at the end of the current fiscal year. The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity.

AIR FORCE

Wasatch Intergraded Waste Management District, Layton, Utah, has been awarded a $53,487,463 firm-fixed-price contract to pipe an estimated annual quantity of 447,800 Kilo-pounds of steam to Building 260 on to Hill Air Force Base, Utah, on an annual basis. This is a 10 year utility services contract that will commence on Oct. 1, 2014 and run through Sept. 30, 2024. Work will be performed at Hill Air Force Base, Utah, and will be completed by Sept. 30, 2024. This is a sole source acquisition. Funding will be using Miscellaneous Obligation Reimbursement Document (MORD) on an annual basis using current year Operations and Maintenance funds. Air Force Sustainment Center, Hill AFB, Utah, is the contracting activity. (FA8201-14-C-0016)

Sustainable-Takisaki Joint Venture, Fife, Washington (FA4620-14-D-B001); Abatement Contractors of Montana LLC, Missoula, Montana (FA4620-14-D-B002); Imperial Construction, Wapato, Washington (FA4620-14-D-B003); and RJS Construction Inc., Yakima, Washington (FA4620-14-D-B004), have each been awarded a basic contract under the aggregate $25,000,000 (maximum) indefinite-delivery/indefinite-quantity multiple award task order contract. This contract will provide IDIQ and design-build construction efforts. The multiple award construction contract consists of multiple disciplines in general construction categories and executes a broad range of maintenance, repair, minor and/or new construction. Work will be performed at Fairchild Air Force Base, Washington, and the basic contract is expected to be completed by July 23, 2015. The contracts are for a one-year basic contract with four one-year options. This award is the result of a competitive acquisition solicited electronically, and 15 offers were received. Three out of four companies (Abatement Contractors of Montana LLC, Imperial Construction, and RJS Construction Inc., also have received a Task Order 0001 under their basic contract in the amount of $500 of fiscal 2014 operations and maintenance funds. The fourth company Sustainable-Takisaki JV will receive a Task Order 0001 under their basic contract in the amount $23,832 from fiscal 2014 Operations and Maintenance funds.) The 92nd Contracting Squadron, Fairchild AFB, Washington, is the contracting activity.

DEFENSE LOGISTICS AGENCY

URS Federal Services Inc., Germantown, Maryland, has been awarded a maximum $19,822,134 modification (P00015) exercising the third option period on a one-year base contract (SP3300-11-C-0012) with four one-year option periods. This is a firm-fixed-price, cost-plus-incentive-fee contract to provide hazardous material products and management services. Location of performance is Maryland with a Jul. 27, 2015 performance completion date. Using service is Defense Logistics Agency Aviation. Type of appropriation is fiscal 2014 defense working capital funds. The contracting activity is the Defense Logistics Agency Distribution, New Cumberland, Pennsylvania.
