NAVY

General Dynamics Electric Boat Corp., Groton, Connecticut, is being awarded a $234,229,426 cost-plus-fixed-fee contract for design agent, planning yard, engineering and technical support for active nuclear submarines. The efforts provide for drawings and related technical data; design change documentation; logistics technical data; configuration management; hull, mechanical and electrical engineering; submarine safety design review; non-propulsion plant electrical system engineering; propulsion plant engineering; maintenance engineering; refit/availability technical support; on-site support; configuration change program design and installation support; configuration change program material support; submarine technical trade support; training and facility support; research, development, test and evaluation program support; research and development submarine/submersibles support; miscellaneous special studies; temporary alteration support; modernization of submarine/submersible systems/subsystems; and affordability/cost reduction technical support. This contract includes options, which, if exercised, would bring the cumulative value of this contract to $1,537,500,654. Work will be performed in Groton, Connecticut (73 percent); Bangor, Washington (9 percent); Norfolk, Virginia (6 percent); Newport, Rhode Island (4 percent); Quonset, Rhode Island (3 percent); Kings Bay, Georgia (3 percent); and Pearl Harbor, Hawaii (2 percent), and is expected to be completed by Sept. 30, 2015. Fiscal 2014 other procurement (Navy); fiscal 2011, 2012, 2013 and 2014 shipbuilding conversion (Navy); fiscal 2014 research, development, test and evaluation; and fiscal 2014 operations and maintenance (Navy) funding in the amount of $20,333,452 will be obligated at the time of award, and contract funds in the amount of $1,520,650 will expire at the end of the fiscal year. This contract was not competitively procured in accordance with FAR 6.302-1(a)(2)(iii) - only one responsible source and no other supplies or services will satisfy agency requirements. Lockheed Martin Corp., Mission Systems and Training, Liverpool, New York, is being awarded a not-to-exceed $147,492,347 firm-fixed-price, cost-plus-fixed fee, and cost-type-letter contract for low rate initial production and fielding of Surface Electronic Warfare Improvement Program (SEWIP) Block 2 systems. SEWIP is an evolutionary acquisition and incremental development program which upgrades existing out-of-production AN/SLQ-32(V) electronic warfare systems by providing improved electronic support receivers and combat system interface. This contract includes options, which, if exercised, would bring the cumulative value to $158,789,297. Work will be performed in Syracuse, New York (69 percent); Lansdale, Pennsylvania (19 percent); and Chelmsford, Massachusetts (12 percent), and is expected to be completed by September 2017. Fiscal 2014 other procurement (Navy); fiscal 2013 shipbuilding and conversion (Navy); and fiscal 2014 research, development, test and evaluation contract funds in the amount of $76,750,037 will be obligated at contract award. This contract was not competitively procured in accordance with 10 U.S.C. 2304(c)(1) - only one responsible source and no other suppliers or services will satisfy agency requirements. Diamond Industrial Corp.,* New Bern, North Carolina (N40085-14-D-7740); East Carolina Mechanical,* Jacksonville, North Carolina (N40085-14-D-7741); Mechworks Mechanical Contractors, Inc.,* Beaufort, North Carolina (N40085-14-D-7742); North State Mechanical, Inc.,* Jacksonville, North Carolina (N40085-14-D-7743); R&W Construction Co., Inc.,* Jacksonville, North Carolina (N40085-14-D-7744); and T.A. Woods Co.,* Wilmington, North Carolina (N40085-14-D-7745), are each being awarded an indefinite-delivery/indefinite-quantity multiple award, design-bid-build construction contract for mechanical construction projects in the Marine Corps Installations (MCI) East area of responsibility (AOR). The maximum dollar value, including the base period and four option years for all six contracts combined, is $95,000,000. The work to be performed provides for mechanical demolition; mechanical repair; mechanical replacement; mechanical modification; new installation of various mechanical systems including heating, ventilation and air conditioning; boilers; high pressure steam distribution; electrical distribution; motors; generators; potable water distribution; sanitary sewer; storm water control; communications; and incidental work such as general construction, specialty trades, and removal of asbestos- or lead-contaminated materials. North State Mechanical, Inc. is being awarded task order 0001 for $740,000 for the repair of the mechanical system at building AS318 at Marine Corps Air Station New River, North Carolina. Work for this task order is expected to be completed by September 2015. All work will be performed within the MCI East AOR which includes North Carolina (90 percent), Georgia (3 percent), South Carolina (3 percent) and Virginia (3 percent). Work may also be performed in the remainder of the United States (1 percent). The term of the contract is not to exceed 60 months, with an expected completion date of September 2019. Fiscal 2014 operation and maintenance (Marine Corps) contract funds in the amount of $765,000 are obligated on these awards and will expire at the end of the current fiscal year. These contracts were competitively procured via the Navy Electronic Commerce Online website, with nine proposals received. These six contractors may compete for task orders under the terms and conditions of the awarded contract. The Naval Facilities Engineering Command Mid-Atlantic, Norfolk, Virginia, is the contracting activity.

Pratt & Whitney, Military Engines, East Hartford, Connecticut, is being awarded an $84,807,628 modification to a previously awarded cost-plus-incentive-fee contract (N00019-14-C-0026) for non-recurring production activity, initial and replenishment spare parts for the Low Rate Initial Production VII F135 propulsion systems. In addition, this modification provides for the procurement of one whole spare propulsion system, initial spare modules, program administrative labor and engineering assistance to production. Work will be performed in Middletown, Connecticut, and is expected to be completed in October 2016. Fiscal 2012 aircraft procurement (Air Force); fiscal 2013 and 2014 aircraft procurement (Marine Corps and Navy); fiscal 2014 operations and maintenance (Marine Corps, Navy and Air Force); and international partner funding in the amount of $84,807,628 will be obligated at time of award, $38,799,634 of which will expire at the end of the current fiscal year. This contract combines purchases for the U.S. Marine Corps ($27,673,047; 33 percent); U.S. Air Force ($27,577,967; 32 percent); U.S. Navy ($11,080,550; 13 percent); and the international partners ($18,476,064; 22 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.


Pratt & Whitney Military Engines, East Hartford, Connecticut, is being awarded a $65,566,174 modification to a previously awarded advance acquisition contract (N00019-13-C-0016) for parts and materials associated with the Low Rate Initial Production Lot VIII including non-recurring engineering, tooling, initial spare parts and replenishment parts for the U.S. Air Force, U.S. Marine Corps, U.S. Navy and the international partners and foreign military sales. Work will be performed in Middletown, Connecticut, and is expected to be completed in October 2016. Fiscal 2012 and 2013 aircraft procurement (Air Force); fiscal 2013 and 2014 aircraft procurement (Marine Corps and Navy); international partner funding and foreign military sales funding in the amount of $65,566,174 will be obligated at time of award, $17,512,062 of which will expire at the end of the current fiscal year. This contract combines purchase for the U.S. Marine Corps ($26,000,709; 40 percent); U.S. Air Force ($25,651,224; 39 percent); U.S. Navy ($5,392,257; 8 percent); and the international partners and foreign military sales ($8,521,984; 13 percent). International Association of Virtual Organizations, Research and Scientific,* Durham, North Carolina, is being awarded an $18,950,747 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for a Phase III Small Business Innovation Research effort under Topic N05-017, entitled “Automatic Three-Dimensional (3-D) Target Template Generation.” This effort is for the development of electronic light table capabilities and targeting workflow software for common geo-positioning service installations. Work will be performed in Durham, North Carolina, and is expected to be completed in September 2019. Fiscal 2014 research, development, test and evaluation (Air Force) funds in the amount of $199,997 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This Phase III SBIR contract was not competitively procured pursuant to FAR 6.302-5. The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-14-D-0019).

DRS Power & Control Technologies, Inc., Milwaukee, Wisconsin, is being awarded a $15,730,289 firm-fixed-price, time-and-materials contract for DDG 51 Class Power Conversion Module (PCM) for the Air and Missile Defense Radar (AMDR) preliminary design non-recurring engineering, engineering services, and associated support. This contract provides for the AMDR PCM non-recurring engineering, long-lead-time material, low rate initial production units for testing, associated engineering services and support, and up to 12 production ship sets for DDG 51 Class ships. The AMDR PCM will supply power to the radar from the ship’s service electrical system. Work will be performed in Milwaukee, Wisconsin, and is expected to be completed by April 2015. This contract includes options which, if exercised, would bring the cumulative value of this contract to $88,902,808. Fiscal 2014 research, development, test and evaluation funding in the amount of $2,378,012 will be obligated at time of award. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured using full and open competitive procedures, with proposals solicited via the Federal Business Opportunities website, and four offers were received. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-14-C-4200).

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded $9,594,477 for firm-fixed-price, cost-plus-fixed-fee delivery order 0109 against a previously issued Basic Ordering Agreement (N00019-12-G-0006) for non-recurring engineering required for the variable frequency generator-generator control unit update in support of the V-22 aircraft for the U.S. Navy. Work will be performed in Tucson, Arizona (56 percent); Philadelphia, Pennsylvania (43 percent); and Amarillo, Texas (1 percent), and is expected to be completed in March 2017. Fiscal 2013 aircraft procurement (Navy) funding in the amount of $9,594,477 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Northrop Grumman Systems Corp., Melbourne, Florida, is being awarded a $7,213,934 modification to a previously awarded fixed-price-incentive-firm target contract (N00019-13-C-9999) for software sustainment in support of the Full Rate Production Lot 2 E-2D Advanced Hawkeye Program. Work will be performed in Melbourne, Florida (82 percent); Liverpool, New York (14 percent); and Greenlawn, Florida (4 percent), and is expected to be completed in March 2015. Fiscal 2014 aircraft procurement (Navy) funds in the amount of $7,213,934 are being obligated at time of award, none of which will expire at the end of the current fiscal year. Tetra Tech EC, Inc., San Diego, California, is being awarded $7,026,563 for firm-fixed-price task order 0006 under a previously awarded unrestricted environmental multiple award contract of durable cover) at Hunters Point Naval Shipyard. Work will be performed in San Francisco, California, and is expected to be completed by September 2017. Fiscal 2014 base realignment and closure (Navy) contract funds in the amount of $7,026,563 are being obligated on this award and will not expire at the end of the current fiscal year. Three proposals were received for this task order. The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

ARMY

Alliant Techsystems, Plymouth, Minnesota was awarded a $33,397,721 modification (P00032) to contract W91CRB-11-C-0024 for twenty-four additional months service related to the engineering and development of the XM25 Individual Semi-Automatic Airburst System. Research, development, testing and evaluation funds in the amount of $175,695 (Fiscal 2013) and $459,810 (Fiscal 2014) were obligated at the time of the award. Estimated completion date is Sept. 30, 2015. Work will be performed at Picatinny Arsenal, New Jersey. Army Contracting Command, Aberdeen, Maryland is the contracting activity.

ASI - ECI Joint Venture, Pueblo West, Colorado, was awarded a $31,897,100 firm-fixed-price contract for Illinois River basin work: major rehabilitation of the Lockport Pool and replacement of the Forebay Wall existing gravity wall with a roller compacted concrete wall. This will include the upstream tie into the existing approach dike cutoff wall, and the downstream tie into the Lockport Powerhouse. Work will be performed in Lockport, Illinois, with an estimated completion date of Aug. 29, 2016. Bids were solicited via the Internet, with four received. Fiscal 2014 operations and maintenance (Army) funds in the amount of $31,897,100 are being obligated at the time of the award. U.S. Army Corps of Engineers, Rock Island, Illinois, is the contracting activity (W912EK-14-C-0081).

DJ&A, P.C.,* Missoula, Montana, was awarded a $9,000,000 firm-fixed-price, indefinite- delivery/indefinite-quantity contract for nationwide architect and engineer surveying and mapping of the shallow water habitat, floodplain changes and vegetation cover. Funding and work location will be determined with each order, with an estimated completion date of Sept. 10, 2019. Bids were solicited via the Internet, with 27 received. U.S. Army Corps of Engineers, Omaha, Nebraska, is the contracting activity (W9128F-14-D-0004).

AIR FORCE

L-3 Communications Vertex Aerospace, Madison, Mississippi, has been awarded a $35,215,409 firm-fixed-price contract for acquisition of flight operations support services. Work will be performed at Vance Air Force Base, Oklahoma, with an expected completion date of Sept. 30, 2015. Fiscal 2015 operations and maintenance funds in the amount of $35,215,409 will be obligated when funds become available. This contract was a competitive source acquisition, and four offers were received. The Air Force Installation Contracting Agency, 338th Specialized Contracting Squadron, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA3002-14-C-0013).

Florida Turbine Technologies, Inc., Jupiter, Florida, has been awarded a $20,000,000 indefinite- delivery/indefinite-quantity for Versatile Affordable Advanced Turbine Engines (VAATE) III and follow-on technologies. Contractor will develop revolutionary and innovative technologies by the 2017 time frame that will permit an order of magnitude increase in turbo-propulsion affordability over the year 2000 state-of-the-art technology. This effort focuses on Phase III of the VAATE program with future efforts for beyond Phase III. Work will be performed at Jupiter, Florida, with an expected completion date of Sept. 22, 2022. This award is the result of a competitive acquisition, and 34 offers were received. Fiscal 2014 research, development, test and evaluation funds in the amount of $150,000 are being obligated at time of award. Air Force Research Laboratories, Wright Research Site Aerospace Systems Contracting Branch for Turbine Engines, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-14-D-2400).
