ARMY
General Dynamics, Land Systems, Tallahassee Operations, Tallahassee, Florida,
is being awarded a $7,453,845 modification to a firm fixed price with
reliability award fee contract for the Single Channel Ground and Airborne
System (SINCGARS) System Improvement Program (SIP): 10 Pre-Pilot Vehicular
Amplifier Adapters, 50 Generation-1 Vehicular Amplifier Adapters, and 50
Generation-2 Vehicular Amplifier Adapters. Work will be performed in
Tallahassee, Florida, and is expected to be completed by October 31, 1996.
Contract funds will not expire at the end of the current fiscal year. There
were 2 bids solicited on September 29, 1994, and 2 bids received. The

Hansel Phelps Construction Company, Austin, Texas, is being awarded a
$22,333,000 firm fixed price contract for construction of two separate
buildings including an aircraft maintenance facility and parking shelter, with
in-hangar fueling. The parking shelter includes a facility containing six
aircraft parking shelters and support utilities. The in-hangar fueling system
will be part of this facility. The maintenance facility will contain space for
six German Tornado aircraft, offices, maintenance rooms and support areas.
Work will be performed at Holloman Air Force Base, New Mexico, and is expected
to be completed by July 1, 1996. Contract funds will not expire at the end of
the current fiscal year. There were 80 bids solicited, on March 13, 1995, and
10 bids received. The contracting activity is the U. S. Army Engineer

Sikorsky Aircraft Corporation, Stratford, Connecticut is being awarded a
$36,841,262 firm fixed price contract for six S76-H aircraft with a total
commercial support package, for Thailand. Work will be performed in Stratford,
Connecticut, and is expected to be completed by March 31, 1996. Contract funds
will not expire at the end of the current fiscal year. This is a sole source
contract initiated on August 11, 1994. The contracting activity is the U. S.

McDonnell Douglas Helicopter Systems, Mesa, Arizona, is being awarded a
$71,400,000 modification to a firm fixed price contract for 12 Apache
Helicopters and Manufacturing/Standard Program Support for Egypt. Work will be
performed in Mesa, Arizona, and is expected to be completed by August 30, 1997.
Contract funds will not expire at the end of the current year. This is a sole
source contract solicited on May 1, 1995. The contracting activity is the U.S.

CIVIL WORKS - NON MILITARY
Bering Pacific/Red Samm Construction, a joint venture, Bellevue, Washington,
is being awarded a $4,500,000 increment as part of a $10,937,000 firm fixed
price contract for bank stabilization. The project will include rock riprap
protection to be installed on 3,500 feet of unprotected riverbank and 3,000
feet of previously installed bulkheads and installation of tube steel whales,
tie rods, and pipe pile bulkhead. Effort will also include excavation and
disposal of unprotected bank material and providing of samples for
bioremediation of contaminated soils (POL products). Work will be performed in
Bethel, Alaska, and is expected to be completed by December 13, 1997. Contract
funds will not expire at the end of the current fiscal year. There were 54
bids solicited on May 16, 1995 and five bids received. The contracting
activity is the U. S. Army Engineer District, Alaska, Anchorage, Alaska
(DACW85-95-C-0011).
NAVY
Charles Stark Draper Laboratory, Cambridge, Massachusetts, is being awarded a
$35,310,026 cost-plus-fixed-fee contract for product improvement/producibility
and evaluation studies on the current Trident II (D5) Pendulous Integrating
Gyroscopic Accelerometers (PIGA's). Work will be performed in Cambridge,
Massachusetts, and is expected to be completed by December 1999. Contract
funds will not expire at the end of the current fiscal year. This contact was
not competitively procured. The Navy's Strategic Systems Program, Washington,
D.C., is the contracting activity (N00030-95-C-0038).
Sverdrup Technology, Inc., Tullahoma, Tennessee, is being awarded a
cost-plus-award-fee indefinite delivery/indefinite quantity term contract with
a minimum value of $71,657,307 and a not-to-exceed value of $286,629,227 for
engineering support services for the Naval Air Warfare Center Weapons Division
projects. Services include weapon systems effectiveness analysis, design
adequacy studies and evaluations, configuration/data management, drafting,
technical writing, illustrating and general engineering. Work will be
performed in Point Mugu, California (60%), China Lake, California (30%), and at
various Naval Air Warfare Center Weapons Division sites (10%), and is expected
to be completed by May 2000. Contract funds will not expire at the end of the
current fiscal year. This contract was competitively procured with 264
proposals solicited and five offers received. The Naval Air Warfare Center,

Alliant Techsystems, Inc., (formerly Hercules Aerospace Company), Rocket
Center, West Virginia, is being awarded a $19,991,325 modification to
previously awarded contract N00024-94-E-8108 to perform facility restoration on
government-owned facilities at the Allegany Ballistics Laboratory, Rocket
Center, West Virginia. Work is expected to be completed by June
1997. Contract funds will not expire at the end of the current fiscal year.

DEFENSE LOGISTIC AGENCY
Olympic Mills Corp., Guaynabo, Puerto Rico is being awarded a $11,157,361 firm
fixed price contract to provide white, quarter sleeve, mans undershirts and
brown, quarter sleeve, mans undershirts. Thirty-four proposals were solicited
and one was received. Work is expected to be completed by October 1996. Funds
will not expire at the end of the fiscal year. The Defense Personnel Support

AIR FORCE
Alliant Techsystems, Incorporated, Hopkins, Minnesota, is being awarded a
$6,056,235 face value increase to a Firm Fixed Price contract for 325,000
rounds of 25 millimeter high explosive incendiary ammunition applicable to the
GAU-12 autogun on the AC-130U aircraft. The work will be performed at Alliant
Techsystems, Inc. plants in New Brighton, Minnesota and Wilmington, Illinois.
Contract is expected to be completed May 1996. Contract funds will expire at
the end of the current fiscal year. Aeronautical Systems Center, Eglin Air

Northrop Grumman Corporation, Hawthorne, California, is being awarded a
$24,822,912 Firm Fixed Price contract for 128 Global Positioning System Aided
Munitions Tail Modification Kits for the Mark 84 bomb applicable to the B-2
aircraft. Contract is expected to be completed July 1999. Contract funds
will not expire at the end of the current fiscal year. One firm was solicited;
one proposal submitted. Solicitation began January 1995 and negotiations were
complete April 1995. Aeronautical Systems Center, Wright-Patterson Air Force

Cree Research, Durham, North Carolina, is being awarded a $6,863,912 Cost
Sharing contract for research and development of growth and processing
techniques for high mobility silicon carbide substrate and epitaxial materials
for use in high voltage, high temperature electronics. Contract is expected to
be completed October 1998. Contract funds 5788386 will not expire at the end
of the current fiscal year. Forty proposals were received. Solicitation began
May 1994 and negotiations were complete May 1995. Wright Laboratory,

Science Applications International corporation (SAIC, formerly Applies
Research, Inc.) in Huntsville, Alabama is being awarded a $5,291,302
cost-plus-fixed-fee contract option for technical, programmatic and
administrative support services. The contract is performed in Huntsville,
Alabama, and Arlington, Virginia. The contract option will be completed May
1996. Under this contract, SAIC provides the Ballistic Missile Defense
Organization, Program Operations Directorate, technical and programmatic
support for cost estimating and analysis assessments of BMO plans and programs.
This is an option exercise under a competitively awarded contract. No bids
were solicited and none were received for the contract option.
This contract option is awarded using fiscal year 1995 Research Development
